From Unification to Integration: The German North Sea Ports' absorption into Imperial Germany, 1866–1914 Henning Kuhlmann Submitted for the award of Master of Philosophy in History Cardiff University 2016 Summary This thesis concentrates on the economic integration of three principal German North Sea ports – Emden, Bremen and Hamburg – into the Bismarckian nation- state. Prior to the outbreak of the First World War, Emden, Hamburg and Bremen handled a major share of the German Empire’s total overseas trade. However, at the time of the foundation of the Kaiserreich, the cities’ roles within the Empire and the new German nation-state were not yet fully defined. Initially, Hamburg and Bremen insisted upon their traditional role as independent city-states and remained outside the Empire’s customs union. Emden, meanwhile, had welcomed outright annexation by Prussia in 1866. After centuries of economic stagnation, the city had great difficulties competing with Hamburg and Bremen and was hoping for Prussian support. This thesis examines how it was possible to integrate these port cities on an economic and on an underlying level of civic mentalities and local identities. Existing studies have often overlooked the importance that Bismarck attributed to the cultural or indeed the ideological re-alignment of Hamburg and Bremen. Therefore, this study will look at the way the people of Hamburg and Bremen traditionally defined their (liberal) identity and the way this changed during the 1870s and 1880s. It will also investigate the role of the acquisition of colonies during the process of Hamburg and Bremen’s accession. In Hamburg in particular, the agreement to join the customs union had a significant impact on the merchants’ stance on colonialism. -
The Constitutional Role of the Privy Council and the Prerogative 3
Foreword The Privy Council is shrouded in mystery. As Patrick O’Connor points out, even its statutory definition is circular: the Privy Council is defined by the Interpretation Act 1978 as the members of ‘Her Majesty’s Honourable Privy Council’. Many people may have heard of its judicial committee, but its other roles emerge from the constitutional fog only occasionally – at their most controversial, to dispossess the Chagos Islanders of their home, more routinely to grant a charter to a university. Tracing its origin back to the twelfth or thirteen century, its continued existence, if considered at all, is regarded as vaguely charming and largely formal. But, as the vehicle that dispossessed those living on or near Diego Garcia, the Privy Council can still display the power that once it had more widely as an instrument of feudal rule. Many of its Orders in Council bypass Parliament but have the same force as democratically passed legislation. They are passed, unlike such legislation, without any express statement of compatibility with the European Convention on Human Rights. What is more, Orders in Council are not even published simultaneously with their passage. Two important orders relating to the treatment of the Chagos Islanders were made public only five days after they were passed. Patrick, originally inspired by his discovery of the essay that the great nineteenth century jurist Albert Venn Dicey wrote for his All Souls Fellowship, provides a fascinating account of the history and continuing role of the Privy Council. He concludes by arguing that its role, and indeed continued existence, should be subject to fundamental review. -

The Price of Unification The Emergence of Health & Welfare Policy in Pre-Bismarckian Prussia Fritz Dross Introduction till the German model of a “welfare state” based on compulsory health insurance is seen as a main achievement in a wider European framework of S health and welfare policies in the late 19th century. In fact, health insurance made medical help affordable for a steadily growing part of population as well as compulsory social insurance became the general model of welfare policy in 20th century Germany. Without doubt, the implementation of the three parts of social insurance as 1) health insurance in 1883; 2) accident insurance in 1884; and 3) invalidity and retirement insurance in 1889 could stand for a turning point not only in German but also in European history of health and welfare policies after the thesis of a German “Sonderweg” has been more and more abandoned.1 On the other hand, recent discussion seems to indicate that this model of welfare policy has overexerted its capacity.2 Economically it is based on insurance companies with compulsory membership. Garner: Europeans in Neo-European Worlds 35 EUROPEANS IN NEO-EUROPEAN WORLDS: THE AMERICAS IN WORLD HISTORY by Lydia Garner In studies of World history the experience of the first colonial powers in the Americas (Spain, Portugal, England, and france) and the processes of creating neo-European worlds in the new environ- ment is a topic that has received little attention. Matters related to race, religion, culture, language, and, since of the middle of the last century of economic progress, have divided the historiography of the Americas along the lines of Anglo-Saxon vs. Iberian civilizations to the point where the integration of the Americas into World history seems destined to follow the same lines. But in the broader perspec- tive of World history, the Americas of the early centuries can also be analyzed as the repository of Western Civilization as expressed by its constituent parts, the Anglo-Saxon and the Iberian. When transplanted to the environment of the Americas those parts had to undergo processes of adaptation to create a neo-European world, a process that extended into the post-colonial period. European institu- tions adapted to function in the context of local socio/economic and historical realities, and in the process they created apparently similar European institutions that in reality became different from those in the mother countries, and thus were neo-European. To explore their experience in the Americas is essential for the integration of the history of the Americas into World history for comparative studies with the European experience in other regions of the world and for the introduction of a new perspective on the history of the Americas. -

Recent Research on “State Shinto” Okuyama Michiaki 奥山倫明 Nanzan Institute for Religion & Culture As a scholarly concept, the concept of State Shinto has been developing, especially after 1945, to refer to the prewar situation surrounding the sup- port and management shrine matters by the state. Academic works are accumulating, both on the concept of State Shinto itself and on the elements that concretely constituted State Shinto. This essay will first summarize the scholarly institutions surrounding the researches related to State Shinto developed in the past fifteen years or so. Then it will try to give an overview of the related sites and facilities of State Shinto, elements that concretely constituted prewar State Shinto. elen Hardacre published Shinto: A History in 2017. In this book she “tries to address the issue of continuity in Shinto history from a new vantage point,” after Kuroda Toshio’s theory on Shinto dismantled “the rhetoric of Shinto as ‘the indigenous religion of HJapan’” in the 1980s (5). Hardacre discusses the subject of modern Shinto in the following five chapters in this book: Chapter 12 entitled “Shinto and the Meiji State”; Chapter 13 “Shinto and Imperial Japan; Chapter 14 “Shinto from 1945 through 1989”; Chapter 15 “Shrine Festivals and Their Changing Place in the Public Sphere”; and Chapter 16 “Heisei Shinto.” These five chapters occupy approximately one-third of the main text of the volume (198 among 552 pages). In this book, “State Shinto” is not a main topic, but nevertheless she pays sig- nificant attention to it. In the introduction that summarizes the contents of each chapter, Hardacre comments on the term “State Shinto” in referring to Chapter 12. -

It is a teaching and research program of interdisciplinary studies in the hmnanities, social sciences, and some natural sciences. It deals with Southeast Asia as a region, and with the individual cowitries of the area: Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam. The activities of the program are carried on _both at Cornell and in Southeast Asia. They include an Wldergraduate and graduate curriculum at Cornell which provides instruction by specialists in Southeast Asian cultural history and present-day affairs and offers intensive training in each of the major languages of the area. The Program sponsors group research projects on Thailand, on Indonesia, on the Philippines, and on the area's Chinese minorities. At the same time, individual staff and students of the Program have done field research in every Southeast Asian country. There are limited numbers of researchers and references avail- able throughout the country. However, I am convinced that neither legal history nor comparative constitutional law could be properly interpreted without Japan and its unique legal system and culture. The former kingdom of Hanover, or Hannover as our Teutonic friends spell it, has been a province of Prus- sia since 1866. The second Elector of Hanover became George I of England in 1714 and from that date until 1837 the Electors of Hanover sat on the English throne. When Queen Victoria ascended the throne Ha- nover passed to her uncle the Duke of Cumberland. On his death (Nov. 15, 1851) the blind George V succeeded to the kingdom and he, siding with Austria in 1866, took up arms against Prussia, was de- feated and driven from his throne, and the little kingdom was annexed to Prussia. This growing program brings together business, academic and civil society partners from around the world to explore the role of human agency in the processes of development. The Developmental Leadership Program E: [email protected] W: www.dlprog.org 3 Abstract Japan’s transformation period following the encounter with the powerful West, in which the political regime was revised and new national goals and strategies were agreed, started with the signing of commercial treaties with the West in 1858 and ended with the settlement on the basic directions of political and economic reforms in 1881. In the intervening years, two goals of establishing a public delib- eration mechanism (kogi yoron) and raising economic and military capability (fukoku kyohei) were set, which later split into four policy groups of a constitution, a national assembly, industrialization, and foreign expedition. The simultaneous pursuit and eventual achievement of multiple goals was supported by the flexible structure of politics in which goals, alliances, and leaders and leading groups evolved dynamically without solidifying into a simple hard structure or falling into uncontrollable crisis.
