Tender documents may be purchased from the Office of the Chief Manager (Civil), CH Naisarai , CCL from 27.03.2015 to 30.03.2015 on deposit of the application fee in cash (non-refundable) with the Cashier, CCL, CH Naisarai from 9.00 AM to 1.00 PM on all working days except on Saturday from 9.00. AM to 12.00 noon. Tender documents can also be purchased by depositing the application fee in the form of bank draft of any Nationalized Bank / Scheduled Bank in favour of AFM(CWS/CS Area ) payable at Barkakana/Ramgarh Cantt . The Bank Draft towards the cost of application fee should be prepared within the sale period of tender document . Earnest money is to be deposited in the form of DD / Certified cheque / irrevocable bank guarantee from Nationalized bank / scheduled bank with validity 28 days beyond the validity of the bid in the format given in the bid document in a separate envelope super sc ribing “Earnest Money deposit” and not inside the envelope containing Part – I or Part – II of the bid. Certified cheques and demand drafts submitted as earnest money/bid security should be drawn in favour of AFM(CWS/CS Area) payable at Barkakana/Ramgarh C antt and its date of issuance should be on or after the date of issue of NIT. 4. (i) Tenders must be submitted in 2 (Two) parts as specified in the tender document in the office of Chief Manager (Civil), CH Naisarai upto 11.00 AM on 01.04.2015 (ii) Part-I tender will contain credentials (duly authenticated by the bidder) in support of his qualifications in accordance with the eligibility criteria & put into separate sealed envelope super scribing “Part-I”. Part-II tender will contain price bid only & put into separate sealed envelope super scribing “Part-II”. Thereafter all the three envelopes i.e. Part -I, Part-II & EMD (four envelopes in case of Bidders using downloaded Bid document) should be submitted in a sealed envelope superscribing name of work & NIT no & date. Part-II tender of only those tenderers will be opened who will qualify on the basis of credentials submitted in Part - I tender. Part - I of the Tenders will be opened on 01.04.2015 at 11.30 AM in the office of Chief Manager(Civil), CH Naisarai, 5. The minimum eligibility criteria for consideration for award of the contract shall include the following : – a) The intending tenderer must have in its name as a prime contractor experience of having successfully completed similar works during last 7 (seven) years ending last day of month previous to the one in which bid applications are invited (i.e. eligibility period) should be either of the following : – Three similar completed works each costing not less than the amount equal to 40 % of the estimated cost. OR Two similar completed works each costing not less than the amount equal to 50% of the estimated cost. OR One similar completed work costing not less than the amount equal to 80% of the estimated cost. In all the above cases while considering the value of completed works, the full value of completed work be considered whether or not the date of commencement is within the said seven years period. In case the bidder is not a prime contractor but a sub-contractor, the bidder’s experience as sub-contractor will be taken into account if the contract in support of qualification is a sub-contract in compliance with the provision of such sub-contract in the original contract awarded to prime contractor. Similar nature of work shall mean :) “ Civil Works, Cleaning of garbage , Sludge etc. Working experience of only Govt. / Govt. owned organization would be reckoned. b) Average annual financial turnover of civil work during the last 3 (three) years, ending 31st March of the previous financial year should be at least 30% of the estimated cost. The intending tenderer must submit documentary evidence in support of 5 (a) & (b) above in the form of certified copy of work order, completion certificate, payment certificates/vouchers indicating the period of work for which the payment has been made. Financial turn over and cost of completed works of previous works shall be given a weight age of 5% per year (average annual rate of inflation) to bring them at current price level, while evaluating the qualification requirement and bid assessment of the bidders 6. The validity of tenders shall be 4 (four) months from the date of opening of price bid or revised price bid, if any. 7. Following documents are required to be submitted with Part I of the tender :- a. Firm registration details / any other document of the firm. b. Power of Attorney in the case the tender is signed by an authorised representative of the tenderer. c. Photocopy of PAN card either of the firm or of the individual as the case may be / PAN. d. Particulars of registration with appropriate Sales Tax authority / Valid Sales Tax clearance certificate. e. Credentials of satisfactory performance of contracts completed with full details of clients location of work, cost & time taken for completion during the period as indicated at sl. no. 5. f. Affidavit in original in non-judicial stamp paper of ` 5/- or above as per Annexure – VI of Tender document duly authenticated by Notary. g. Declaration to the effect that no condition has been given in the price bid (Part-II). h. Particulars of registration / clearance from appropriate provident fund authority or affidavit in original in non- judicial stamp paper of ` 5/- or above as per Annexure – IX of Tender document duly authenticated by Notary. i. Declaration regarding delisting / banning by any Govt. or quasi Govt. agencies or PSUS. j. Authorization of all payment through electronic fund transfer system / RTGS / CBS / intra bank transfer as per Annexure – XI of Tender document. k. Particulars of Service Tax registration, if Service Tax is applicable 8. All the pages of tender documents, credentials should be signed by the tenderer including cutting / overwriting if any. 9. Other eligibility criteria and details required to be submitted with tender should be as detailed in tender document. 10. Mere issue of tender document to intending bidders will not mean that they have fulfilled the requisite qualification. The eligibility and other qualification criteria will be examined at the time of the evaluation of Part–I of the bid. 11. CCL reserves the right to reject any or all the tenders without assigning any reason what so ever and to split up & distribute the work among more than one tenderer. 12. The decision of CCL in awarding the work shall be final and cannot be subject to arbitration. 13. No subletting of work by the contractor is permissible. CMM under Indian Mining Scenario Development of CBM in India • Out of different sub-sets of Coalbed Methane (CBM), CBM from the deep lying coal deposits (VCBM) has been pursued. • So far 16 Coalbed Methane (VCBM) blocks have been allotted under CBM policy of GoI covering an area of 7807 sq. km and prognosticated CBM resource of 825 BCM. • 10 more blocks have been opened for global bidding. • Several core wells/pilot wells have been drilled in the allotted blocks and are giving encouraging results. • Few operators are planning commercial production from 2007- 08. • The total production potentiality in the allotted blocks is 23 MMSCMD, which is about 10% of the existing Natural Gas demand. (A Subsidiary of Coal India Ltd.) Gondwana Place, Kanke Road Ranchi-834008, Jharkhand 1 INTRODUCTION 1.1 About the Mine Bhurkunda Colliery, also called as Sangam OCP, having an area of about 10.0 sq.km. faliing in the South Karanpura Coalfields (Barkakana area of CCL) is under active exploitation since 1929. Initially it belonged to Railways, in 1956, NCDC took over it. It was reconstructed with a view to exploit thick quarriable Argada seam. There has been repetition of Argada and other seams due to several strike faults traversing in the property. The proposed Bhurkunda East OCP lies in the eastern part of Bhurkunda Colliery lease hold and is being planned to work the older four seams, which was not intended to be worked in the PR of Bhurkunda OCP sanctioned earlier, viz, Argada-A to Argada B seams.

(A Subsidiary of Coal India Ltd.) Gondwana Place, Kanke Road Ranchi-834008, Jharkhand 1 INTRODUCTION 1.1 About the Mine The Saunda ‘D’ Block is situated in Barkakana Area of CCL in South Karanpura Coalfields. The Patratu- Damodar (Gidi) branch of Dehri-on-sone – Gomoh- Barkakana loop in the Eastern Railway forms the common boundary between South Sayal and Saunda ‘D’ Blocks. The block is about 2 KM to the North East of Patratu Railway Station. The earst while owners M/s Bird & company Limited commenced the mining operation in this mine on 2nd July 1946 and continued till take over by the Govt. The block is endowed with seventeen coal seams out of which 14 have been tapped for mining. The seams have been developed on conventional Bord and Pillar by manual loading and rope haulages. Details of Mine Saunda ‘D’ block is in Barkakana Area of CCL situated in between the Patratu Barkakana section of the Dehri-on-sone –Barkakana- Gomo broad gauge loop of the Eastern Railway in the south and Patratu- Damodar (Gidi) branch of the loop in the north. The patratu Damodar branch forms a part of common boundary between South Sayal and Saunda ‘D’ blocks. Patratu Railway Station is the nearest Railway Station about 2 KM to the South West. A Railway siding of the Patratu- Damodar branch serves the Saunda ‘D’ Colliery. The State Highway from Ranchi to Ramgarh via Patratu and Bhurkunda passes through the block.

    Pre-feasibility Report of Jharkhand Expansion OCP (Proposed Normative Capacity 2.00 MTPA & Peak Capacity 2.70 MTPA) 1 Introduction Jharkhand Opencast Project is an operating coal mine under Hazaribagh Area of Central Coalfields Limited. The mine was started in 1975-76 with initial coal production of 0.10 MT. A Project Report for Jharkhand OCP for a rated capacity of 1.0 MTPA of Washery Grade-IV coal was prepared in May, 1987 for an initial capital investment of Rs. 110.89 Crores. The mineable reserves were estimated as 21.5 MT with an OBR of 47.00 Mcum at an average stripping ratio of 2.19 cum/t. The P.R. envisages the exploitation of seam-III to VA by opencast method and the life of the mine was estimated as 25 years. The mine got Environmental Clearance vide letter No.J-11015/12/89-IA.II(M) dated 30.01.1995 for a normative capacity of 1.00 MTPA within lease area of 323.88 Ha. Copy of previous EC letter is enclosed. At present, Jharkhand OCP has got the capability of producing coal more than the previously sanctioned capacity of 1.00 MTPA with higher utilization of resources within the same mining area. The proposed capacity of project after expansion is 2.00 MTPA normative & 2.70 MTPA peak. This is required to meet the increasing demand of coal for the nation. Purpose of the report The Form-I & pre-feasibility report are being submitted for EC of Jharkhand Expansion OCP (2.00 MTPA normative capacity & 2.70 MTPA peak capacity).
