Ministry of Tourism, Arts and Culture Sarawak

Sarawak needs private investors to develop the tourism industry

Tourism is a key sector for economic development in Sarawak. It is a fast-growing and labour-intensive industry that involves many economic activities and sectors. There are two key activities in tourism: • Develop the tourism infrastructure such as resorts, accessibility, and so on at or around the tourist destination. This allows the development of Sarawak’s tourism industry. The Investment Promotion Agency (IPA) is tasked to attract domestic and foreign private investors to participate in the development of the designated infrastructure. • Promote the tourism destinations and products in Sarawak and this is the function of Sarawak Tourism Board (STB) In both cases, Sarawak needs a Tourism Masterplan and Investor Kits. The Masterplan is a roadmap of where Sarawak is today (Current State) in the context of tourism and where it wants to be (Future State). The gap in between the two states is where strategies and resources are focused to close the gap. The role of the IPA will then be to support the Ministry of Tourism in the delivery of the strategy and resources mentioned in the Tourism Masterplan.

Ministry of Tourism, Arts and Culture Sarawak From the tourism masterplan, we will develop the investor kits Investor Kits

Tourism includes a wide range of activities, such as transportation, accommodation and F&B, tour Videos operations & travel agency businesses, retail, and financial services. The tourism industry drives development by pulling in other sectors such as construction, infrastructure, arts & crafts, agriculture, services, transportation & manufacturing.

Ministry of Tourism, Arts and Culture Sarawak Investors can invest in the following areas in Sarawak 1. Tourism Infrastructure – This refers to accommodation, ethnic restaurants, natural and cultural attractions, recreational facilities, travel and tour agencies, tourist information services, marketing and distribution networks 2. Physical & ICT Infrastructure – This refers to roads, airports, seaports (Quality & Capacity), electrical power, water, and sewerage infrastructure, telecommunication and internet services 3. Transportation Services – This refers to airlines, buses, Grab services, car rentals, smaller planes and helicopter services, bicycles, etc

NB: Need to prepare the FDI framework on the ability to acquire or lease land, provide investment incentives, and so on. These items should already be available with the Trade Ministry

Ministry of Tourism, Arts and Culture Sarawak The investor deck will include the following…

• Identify specific infrastructure or services required from private investors (from the Tourism Masterplan*) • Value creation - the opportunity, sustainability and nature of the investment project (Lab discussion**) • Validate Sarawak Government’s offer on investment (Lab discussion**) • Develop marketing strategies (Lab discussion**) • Contact target investors (which model to adopt***) • Evaluate the investment plan by the investors
