Rules and Regulations Rules and Regulations 55th Karlovy Vary IFF (July 2 – 10, 2021) I Introduction - Only films produced in the following countries may be included in the East of the West Competition: Albania, Algeria, Armenia, Article I.1 General Azerbaijan, Bahrain, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Egypt, Estonia, Georgia, The Karlovy Vary International Film Festival (hereafter “Festival”) is Greece, Hungary, Iran, Iraq, Israel, Jordan, Kazakhstan, a non-specialized film festival accredited by the International Kosovo, Kuwait, Kyrgyzstan, Latvia, Lebanon, Libya, Lithuania, Federation of Film Producers’ Associations (FIAPF) in the North Macedonia, Moldova, Montenegro, Morocco, Oman, “Competitive Feature Film Festivals” category.     The 2017 WEI International Academic Conference Proceedings Barcelona, Spain THE NEW MORPHOLOGY OF EUROPEAN FILM FESTIVALS (CASE STUDY: TRANSILVANIA INTERNATIONAL FILM FESTIVAL) lecturer Ileana Nicoleta Sălcudean Cinematography and Media Department Faculty of Theater and Television Babes-Bolyai University, Cluj-Napoca Abstract: The international film festivals are nevertheless ”inherently linked to societal and cultural concerns” (Elsaesser 2005, 27). The new morphology of film festivals brings a new light on film festivals and the theory of culture, especially with the new reconfiguration of festivals Europe, the insertion of new technologies and new opportunities to create networks. The research approach is defined at the intersection of cultural studies, sociology of culture and cultural anthropology, seeking a new vocabulary of film culture in the new socio-political context. In terms of cultural studies I analyze the social and political context of creative industries (mainly film production); an important contribution of cultural studies and sociology of culture refers to the tension between citizenship and consumerism. From the point of view of cultural anthropology, I analyze the new film festival rendering the distinction space/ place; mapping/ tracking (Elsaesser, 2004, pp. 185-188) replacing universal/ particular; local/ global, following contemporary approaches of convergence and network as more efficient in the globalization context. European film festivals shift away from the stereotyped category of nation and auteur as connected to Europe towards the global economy and the city (Valck, 2007, p. 30). The case study of Transilvania International Film Festival is bringing forth questions regarding the Western European vs. Eastern European film festival models and how are the Eastern and Central European festivals incorporating the traits of the Western European film festival.

Compared to ordinary films seen in the cinemas or on TV, in the case of film festivals technology has a higher impact on both the process and the display. This contribution presents a retrospective analysis of the subtitling practice at film festivals, data gathered from the Venice Film Festival - which is the oldest festival of its kind dating from 1932. Though the subtitling process may not be the same as in other film festivals, the underline principles remain the same. Introduction Until 1985 with the introduction of the electronic subtitling, the creative process of subtitles was difficult and costly, these surprised given the fact that its use was ephemeral: usually one or two showings. While, on the other hand the final product itself was used only for the festival2. After the film premiere at the festival, the print could not been further distributed in Italian, which has mainly a dubbing tradition. Furthermore, the elaboration process of the subtitles for a film festival presents three main particularities: timing, material available and medium of display. These features rarely have the same impact in other subtitling practices.
