It addresses opinions on the inclusion of climate change mitigation strategies (such as Reducing Emissions from Deforestation and Forest Degradation—REDD+) into cocoa production, and potential obstacles and roles of stakeholders in ensuring community acceptance of such strategies in a unique multiple land use area—the Krokosua Hills Forest Reserve. Data from the Ghana Meteorological Agency and through survey of 205 cocoa farmers were assessed with Mann-Kendall, Kruskal Wallis and Mann-Whitney tests. Farmers’ perceptions of changes in climate were notably diverse and did not always match historic weather data, but accurately described increases in temperature and drought which are linked to cocoa productivity. Farmers appreciate the importance of tree maintenance for ecosystem services but were skeptical of financially rewarding climate change strategies which favor tree protection. -

Environmental and Social Impact Statement (ESIS) for the Proposed Palm Oil Mill (POM) with a maximum capacity of 60 MT/ hr at Daboase in the Wassa East District, Western Region : Plantations SOCFINAF Ghana (PSG) Limited EXECUTIVE SUMMARY General Overview This document presents the Environmental and Social Impact Statement (ESIS) for a proposed Palm Oil Mill (POM) with a maximum capacity of 60 metric tonnes per hour (MT/ hr) to be located on a six (6) hectares (ha) parcel of land near Daboase in the Wassa East District of the Western Region of Ghana. Plantations Socfinaf Ghana (PSG) Limited, a registered Ghanaian Company of the SOCFIN Group and a major player in sustainable commercial oil palm and rubber plantations in Ghana, will develop the Proposed Project. PSG acquired 18,000 ha of land through the divestiture of the defunct Subri Industrial Plantations in the then Mpohor Wassa East District 1 of the Western Region. PSG has established approximately 6,000 hectares (ha) of oil palm plantation since 2012, which has contributed significantly to rural wealth and employment creation in its operational area. PSG’s intention is to install a state -of-the-art processing mill to process palm fresh fruit bunch (FFB) into crude palm oil (CPO) for export. The implementation of the Proposed POM will help bridge the deficit that exists in the production of CPO in Ghana 2 and generate more revenue through foreign exchange and payment of taxes to improve the Ghanaian economy. The implementation of the Proposed POM will also generate more jobs and ensure a sustainable social cohesion within the nearby communities. -

Departments of Economics, College of Arts and Social Sciences, Kwame Nkrumah University of Science and Technology, Kumasi, Ghana Abstract The majority of the Ghanaians populations live in rural areas where their livelihoods depend on smallholding agriculture. Smallholding farmers produce about 28.3% of GDP and 10% of all exports by value. It is estimated that 85% of cereals, 40% of rice and 100% of starch staple food, including significant exports and raw materials for local industries are produced by this type of farming system. Despite these contributions to food security, the sector is plagued with several challenges which militate against their success. Though, many researchers have discussed these challenges but failed to account for the magnitude and severity of these challenges with quantitative evidence as well as the sequential order of the problems. In an attempt to fill this gap, factor analysis methodology is used to evaluate the weight of each challenge confronting farmers in Ghana. With a semi- structured questionnaire, random sampling technique was used to select 381 farmers and interviewed. The findings revealed that five components containing 28 variables determine about 80% percent variations in the production of smallholders. These factors were named as managerial challenges (26.286% of variance), technological challenges (24.045% of variance), marketing challenges (15.685% of variance), extension services challenges (6.933 % of variance) and health related challenges (6.839% of variance). -

4 ENVIRONMENTAL AND SOCIO-ECONOMIC BASELINE 4.1 INTRODUCTION This chapter provides a description of the current environmental and socio- economic situation against which the potential impacts of the Jubilee Field Phase 1 development can be assessed and future changes monitored. The chapter presents an overview of the aspects of the environment relating to the surrounding area in which the Jubilee Field Phase 1 development will take place and which may be directly or indirectly affected by the proposed project. This includes the Jubilee Unit Area, the Ghana marine environment at a wider scale and the six districts of the Western Region bordering the marine environment. The Jubilee Unit Area and its regional setting are shown in Figure 4.1. The project area is approximately 132 km west-southwest of the city of Takoradi, 60 km from the nearest shoreline of Ghana, and 75 km from the nearest shoreline of Côte d’Ivoire. Figure 4.1 Project Location and Regional Setting ENVIRONMENTAL RESOURCES MANAGEMENT TULLOW GHANA LIMITED 4-1 The baseline description draws on a number of primary and secondary data sources. Primary data sources include recent hydrographic studies undertaken as part of the exploration well drilling programme in the Jubilee field area, as well as an Environmental Baseline Survey (EBS) which was commissioned by Tullow and undertaken by TDI Brooks (2008). An electronic copy of the EBS is attached to this EIS. It is noted that information on the offshore distribution and ecology of marine mammals, turtles and offshore pelagic fish is more limited due to limited historic research in offshore areas. -

This subsistence form of mining provides many households with an income to provide food and shelter for their families. Although done with good intentions, limited financial resources along with the lack of government capacity to properly regulate small-scale gold mining activities leads to hazardous working conditions that can be detrimental to both human health and the environment. By using a case study approach, this paper explores the current mining techniques being used in rural Ghana to identify the health and safety issues associated with small-scale gold mining and policy options to help streamline the mining process. Although the appropriate regulations exist, much of Ghana’s small-scale gold mining sector is pushed to operate informally which through financial shortcuts exposes miners and the surrounding community to health and safety risks. By identifying the issues at hand, we hope to promote more effective policies that streamline the small-scale gold mining process through active local government cooperation while creating a more sustainable environment and safe workplace for future generations. -

The agenda that was developed for implementation of the reforms required changes in the legal and regulatory framework and also re-structuring of the Electricity Supply Industry (ESI). In 1997, Parliament passed two laws, (i) Public utilities Regulatory Commission (PURC) Act 538, and (ii) Energy Commission (EC) Act 541, which established the requisite legal and regulatory frameworks and the associated institutions for the reforms. Parliament has also, recently, passed another law, the Volta River Development (Amendment) Bill, which is intended to pave the way for implementing the re-structuring agenda of the ESI. Other key legislative instruments are currently being prepared for consideration and approval of Parliament. It is intended that, the requisite parliamentary processes on the reforms in the power sector would be completed to help the refoms. The successes achieved so far have not been without their peculiar challenges. The paper focuses on the successes and challenges and the role Parliament has played in the reform process. 2 1.0 BACKGROUND AND INTRODUCTION The Power Sector in Ghana is vested in the Ministry of Energy which sets out the policy and guidelines for power generation, transmission and distribution for the sector. -
