Biography

John O. Miller was born on September 21, 1926 in Chicago, Illinois. His father, Dr. Bruce Miller was a well known physician and became an attorney later in life. Miller’s maternal grandparents were Austrian émigrés, and his grandfather was an Austrian Jew, but his mother

and her sisters took the mother’s Catholic religion.

He grew up in the south side of Chicago, boarding at military school at the age of 8 and attending Parker High School. For a brief time, Miller was sent to Florida to live with one of his maternal

aunt’s during the worst of the depression.

Miller graduated from high school in 1944 and enlisted in the Army Air Corps with the intention of taking officer’s training. After turning 18 in September he did basic training at Great Lake Naval station north of Chicago. After basic, he was posted to Keesler Air Base, Keesler, Mississippi. The war in Europe was winding down at this point and the end of the war with Japan was soon to come. The military was trying to find ways to reduce the number of officers in training and enlistments for after the war. Miller was offered an honorable discharge with full veteran’s benefits which he elected to accept. He continued service in what became the Air Force Reserves.

After the military, Miller spent some time at the University of Miami, but returned to Chicago, missing family and friends. Miller worked with his father and became a licensed medical technician. He also attended the University of Illinois at Champaign-Urbana at this time. His studies were all in pre-medicine. Some of his eclectic occupations included music publishing , driving a yellow cab, Ryerson Steel company – operating a nibbler, driving a US mail truck – mail route, sold magazines door to door, and worked on loading dock loading trucks with the

[Family moves to Los Angeles] In 1952, Miller moved to Los Angeles at the age of 26 to follow his family and to begin work with his brother, Barry L. Miller. Barry Miller was an expert tool and die maker and had founded Miller Engineering. Eventually Miller became head of production for his brother’s company. Miller Engineering was well known for manufacturing machine gun links and Barry Miller had widespread contacts with foreign militaries such as the United Kingdom and Israel.

In 1958 John Miller broke away from his brother’s company and set out on his own. Buying a

drill press at Sear’s he began working out of his garage and soliciting business. A die maker from his brother’s firm, George Morat, joined Miller and they began M&M Engineering. The company took on a wide ranging number of clients and quickly became the premier die maker in

Orange County in the 1960s. Some products manufactured were the wire in orthodontics, dial in Honeywell thermostats, and contracts for military and defense work for the government.

Miller’s first political memory involves listening to the “we have nothing to fear but fear itself”

speech by President Roosevelt. At 14, he was so moved by the words he sent away for a copy of

the speech. The White House returned a mimeograph of the speech signed by the President’s

Press Secretary, Stephen Early. Thus began a lifetime of collecting originals and copies of items of political interest.

In an interview at the Library, Miller recalls finding a Communist party membership card in a movie theater in 1930s Chicago. The impact of the statements on the card, requiring loyalty to the Soviet Union and a pledge to overthrow the US government, brought an early awareness of the evils of communism, and particularly the Communist party. He sent the wallet onto the FBI for investigation of the owner. In addition, his sister had become a communist while a student at the University of Chicago and he recalls trying to dissuade her from her decision. She was often giving him copies of In Fact, the newsletter written and published by George Seldes and his wife, financed and founded by the Communist Party of the US.

Miller appears to have been focused entirely on establishing his business and life during the 1940s and 50s. In 1960 he returned to his political interests and began a personal quest to investigate the Communist Party of the US and the John Birch Society. At the time he was divorced from his second wife and had spare time to devote to outside interests. He began attending the local Los Angeles Communist party meetings, held in the Park Manor Hotel

ballroom on Saturday nights. He would attend the meetings “undercover” with a 3-day beard

growth and a tape recorder in his shirt pocket. During this time he met the long-time worker’s advocate and member of the Communist Party, Elizabeth Gurley Flynn. He also participated in party events and gained an understanding of Party tactics and methods.

Date of Joining?] After familiarizing himself with these groups, he decided to instigate a further extension of the Smith Act and formalize the outlawing of the Communist Party in California. He formed a committee to begin the process, The California Committee to Combat Communism. While required to show other officers in his founding papers, in fact, Mr. Miller was nearly the sole source of creating and instigating this effort and put considerable financial resources into the effort. His work was done mostly behind the scenes and in correspondence with California legislators and other anti-Communist leaders throughout the state. He gave only a single public speech on behalf of the Proposition. In the early 60s the CCCC was able to gather 426,000 signatures for what became known as Proposition 24 and qualified for the 1962 ballot. In addition to outlawing the Party, the Proposition required loyalty oaths from certain sectors of the public – public servants, teachers, etc. and was particularly designed to expose Communist

“front” organizations. This was due to Miller’s knowledge gained during his undercover work

with the Communist Party.

[Opposition to Prop 24, distortion of message by media, eventual results] In addition during this time, Miller becoming active in local Orange County Republican politics. He served as Chairman of the Rosemont Republican Assembly. He remembers clearly the turn in the Party to conservative politics around the time of the 1964 nomination of Barry Goldwater and the emergence of Ronald Reagan as a conservative speaker. At the time, the head of the California Republican party, Houston Flournoy, was considered by most conservatives a

“RHINO” (Republican in name only). When questioned or challenged by more conservative

members he would ignore or bully through the opposition. At some point, [DATE] the

conservatives organized and using “Robert’s Rule of Order” managed to overcome Flournoy and

replace him with a conservative leader, Nolan Frizelle

Scope and Content Note

Miller has collected prodigious amounts of material on the anti-communist movement, and proAmerican views. He is part of the active, vibrant conservative movement based in Orange County California which became active and more powerful during the 1960s

    Vol. 14, No. 18 (Broadcast 662) April 29, 1968 Dallas, Texas DAN SMOOT THE SACKING AND BURNING OF WASHINGTON The night Martin Luther King was murdered in Memphis (Thursday, April 4, 1968), Stokely Carmichaei was in Washington, D. C. Within a few minutes after the news was out, Carmichael was leading a small gang of Negroes up and down the the streets, storming into stores, ordering the places closed in honor of King, forcing customers and employees to leave."' The gang grew larger and more violent, began smashing windows and looting stores. Negro mobs formed throughout the Negro business district of Washington; and by 9:00 p.m. the sacking and burn ing of the capital had begun. Carmichael slipped away and disappeared from the streets. All night, Negro mobs burned, looted, and robbed, assaulted, murdered, and threatened wholesale slaughter. Scores of whites, including police and firemen, were beaten, hit by rocks, bottles, clubs. Some were kicked and dragged by gangs ofhowling young Negroes. Whites were pulled from their cars and stomped in the streets. Motorcycle officers were hauled from their vehicles, stoned and mauled. Police in cruising cars, and firemen trying to get to fires were targets. One white man, stopping at a filling station to get directions, was clubbed, beaten, and stabbed to death. The violence subsided about 4:00 a.m. Friday, April 5. A few hours later, city and federal officials were meeting with Army people at the Pentagon to discuss the calling out of troops. They decided there was no need for troops. Early Friday morning, controversy arose in the District over the question of whether Stokely Car michael had had anything to do with causing the Thursday night riot.

At such altitudes, the supersonic plane will be practically out of earth's atmosphere. Too much cabin pressure can cause it to explode. Too little pressure will also be fatal to all aboard: brain cells will quit working; blood will boil; vital body fluids will vaporize — all in a matter of sec- onds. Oxygen masks and other equipment now known will do no good."' At extreme altitudes, solar flares (explosions on the sun's surface) are a hazard to human life. A solar flare saturates upper earth atmosphere with energy particles which imbed themselves in 0 the human body. Exposure for a few minutes to such irradiation will kill. Briefer exposure can cause decomposition of body cells (brain, blood, bone, tissue) ; sterilize men; cause women to miscarry; kill or deform unborn babies. Long-range effect on genetics is unknown.") Below 50,000 feet, the earth's atmosphere insulates human beings against irradiation from solar flares. Artificial shielding for commercial planes above the atmosphere is impractical. Plans for a supersonic transport rest on hope that warning of solar flares can be given in time for pilots to dive planes into the protection of earth's atmosphere.") Multiple possibilities of human error and mechanical failure in this connection are terrifying to contemplate.

    ALL THE PRESIDENT'S CONSERVATIVES: RICHARD NIXON AND THE AMERICAN CONSERVATIVE MOVEMENT. David Sarias Rodriguez Department of History University of Sheffield Submitted for the degree of PhD October 2010 ABSTRACT This doctoral dissertation exammes the relationship between the American conservative movement and Richard Nixon between the late 1940s and the Watergate scandal, with a particular emphasis on the latter's presidency. It complements the sizeable bodies ofliterature about both Nixon himself and American conservatism, shedding new light on the former's role in the collapse of the post-1945 liberal consensus. This thesis emphasises the part played by Nixon in the slow march of American conservatism from the political margins in the immediate post-war years to the centre of national politics by the late 1960s. The American conservative movement is treated as a diverse epistemic community made up of six distinct sub-groupings - National Review conservatives, Southern conservatives, classical liberals, neoconservatives, American Enterprise Institute conservatives and the 'Young Turks' of the New Right - which, although philosophically and behaviourally autonomous, remained intimately associated under the overall leadership of the intellectuals who operated from the National Review. Although for nearly three decades Richard Nixon and American conservatives endured each other in a mutually frustrating and yet seemingly unbreakable relationship, Nixon never became a fully-fledged member of the movement. Yet, from the days of Alger Hiss to those of the' Silent Majority', he remained the political actor best able to articulate and manipulate the conservative canon into a populist, electorally successful message. During his presidency, the administration's behaviour played a crucial role - even if not always deliberately - in the momentous transformation of the conservative movement into a more diverse, better-organised, modernised and more efficient political force.

    IHE IJflll Sm ootRepor' Vol. 9, No. 26 (Broadcast 411) July 1, 1963 Dallas, Texas DAN SMOOT CIVIL RIGHTS ACT OF 1963 On February 28, 1963, President Kennedy asked Congress for legislation in the field of civil rights which would: (I) provide federal referees to supervise voting in areas where any colored person had brought suit claiming he had -been denied the right to vote; (2) require such suits to be given preferential treatment in the federal courts; (3) prohibit, in elections involving federal offices, the application of different tests and standards to different voter applicants; (4) eliminate state literacy qualifications for voting, by providing that completion of the sixth grade must be taken as presumption of literacy; (5) expand the authority of the Civil Rights Commission and extend its life beyond No­ vember 30, 1963, when, under present law, it is due to go out of existence; (6) give special federal technical and financial assistance to school districts in the process of desegregation. Harris, research associate in the State University of Iowa Library, the facts and inter- pretations in this report have not been carried beyond the summer of 1958. The changes that have occurred since that time among the American Right Wing are matters of degree, not of nature. Some of the organizations and publications re- ferred to in our report have passed out of existence and some new ones have been established. Increased racial tensions in the south, and indeed, all over the world, have hardened group thinking and organizational lines in the United States over this issue. The late Dr. Harris and I both have taken the position that our spirit of objectivity in handling this elusive and complex problem will have to be judged by the report itself. I would like to say that we started this study some twelve years ago because we felt that the American Right Wing was not being evaluated accurately by scholars and magazine writers.

TIMELINE: The Koch Family, the John Birch Society, and Civil Rights 1958 Fred Koch attended the initial meeting of right-wing businessmen called by Robert Welch, who proposes creating the John Birch Society to fight the spread of communism in the U.S., after the ignominious death of Senator Joe McCarthy, who was censured. Fred joins the Executive Committee, which met monthly to plan Birch Society strategy. 1961 Charles Koch moved home to Wichita to work for his dad and joins the John Birch Society, which his father, Fred, co-founded. (According to Sons of Wichita, Charles joined the Birch Society when he moved home.) That year, Fred Koch published and circulated his pamphlet, “A Businessman Looks at Communism,” which claimed the U.S. Supreme Court was pro-communist, that President Dwight Eisenhower (the former allied commander in WWII) was soft on communism, that the public schools used many communist books, and that many teachers were commies. Also that year, David Koch – a student at MIT –helps incite an anti-communist, anti-Castro protest that turns into a riot where students are arrested. Also that year, African American and white “Freedom Riders” began traveling between the Southern states to test the U.S. Supreme Court’s ruling in Boyton v. Virginia that the Equal Protection clause of the Fourteenth Amendment barred laws requiring segregated travel interstate. The buses were attacked by white mobs and the Ku Klux Klan.

    JAMES O. EASTLAND COLLECTION FILE SERIES 2: PUBLIC RELATIONS FILES SUBSERIES 3: AUDIOVISUAL RECORDINGS Audiovisual recordings in the James O. Eastland Collection include government and special interest documentaries, campaign broadcasts, speeches, television interviews and appearances, public service announcements, and television programs on political issues. The collection has fifty-one 16mm films, twenty two-inch quad tapes, two umatic tapes, and one 35mm film. For preservation reasons, the original recordings are stored in a climate-controlled facility, and access is restricted. However, digital counterparts are available to researchers in the James O. Eastland Collection Recordings digital collection. In 2010, the Institute of Museum and Library Services awarded a $450,000 grant to the University of Mississippi to preserve and digitize all the recordings in the Modern Political Archives. This grant permitted the archives to completely digitize all audiovisual recordings in the Eastland Collection by May 2011. Any views, findings, conclusions, or recommendations expressed here do not necessarily represent those of the Institute of Museum and Library Services. Although descriptions of the recordings are available to anyone on the internet, not all of the recordings are accessible on the web due to copyright. Researchers may only review restricted recordings via onsite computer terminals in the J.D. Williams Library. Access status is noted at the end of each recording’s description below. The list of digital files below provides the unique identifier (comprised of a format and numerical/alphabetical sequence); title; date; brief description; time length of the recording; and an access statement.     THE o IJtlll Sm oot lIe,ort Vol. 9, No. 24 (Broadcast 409) June 17, 1963 Dallas, Texas DAN SMOOT POLITICAL ACTION FOR 1964 The frenzied and threatening attack on ttright-wingers"; the farmers' vote in the 1963 Wheat Referendum; the fact that much of President Kennedy's major legislative program is still being delayed, if not stopped, in Congress; the fact that (so far, at least) the present Congress is voting more nearly in compliance with constitutional principles than any previous Congress has voted for years; the fact that many Americans, previously apathetic about governmental policies, are now gravely concerned about the direction of affairs in Washington; the fact that even Americans who have always supported the policies of totalitarian liberalism are now outraged by the gangster-like behavior of the Kennedy Administration - these are a few of the signs that a prolonged educational effort by constitutional conservatives has begun to have profound effect. o If the educational work is continued, and supplemented by intelligent political action from now until election day, 1964, we can turn the tide against totalitarian liberalism. Independent Electors T he American Founding Fathers realized that voters on the frontiers and in remote areas of the Republic in the 18th Century could not get enough information about national candidates to make an informed choice at the polls. Hence, they devised the Electoral College system. Voters in each state would elect a group of respected local men (equal in number to the state's total delegation in Congress) , to serve as Presidential Electors. At a fixed time, the elected Presidential Electors from all states would meet, as an Electoral College, to choose a President and Vice President of the United States.
