MILLER, JOHN O.: Papers, 1926-xxxx INVENTORY IS CURRENTLY “IN PROGRESS” – PLEASE EXCUSE NOTES, ETC. Biography John O. Miller was born on September 21, 1926 in Chicago, Illinois. His father, Dr. Bruce Miller was a well known physician and became an attorney later in life. Miller’s maternal grandparents were Austrian émigrés, and his grandfather was an Austrian Jew, but his mother and her sisters took the mother’s Catholic religion. He grew up in the south side of Chicago, boarding at military school at the age of 8 and attending Parker High School. For a brief time, Miller was sent to Florida to live with one of his maternal aunt’s during the worst of the depression. Miller graduated from high school in 1944 and enlisted in the Army Air Corps with the intention of taking officer’s training. After turning 18 in September he did basic training at Great Lake Naval station north of Chicago. After basic, he was posted to Keesler Air Base, Keesler, Mississippi. The war in Europe was winding down at this point and the end of the war with Japan was soon to come. The military was trying to find ways to reduce the number of officers in training and enlistments for after the war. Miller was offered an honorable discharge with full veteran’s benefits which he elected to accept. He continued service in what became the Air Force Reserves. After the military, Miller spent some time at the University of Miami, but returned to Chicago, missing family and friends. Miller worked with his father and became a licensed medical technician. -
A Model of Bimetallism

Weber Working Paper 588 August 1998 ABSTRACT Bimetallism has been the subject of considerable debate: Was it a viable monetary system? Was it a de- sirable system? In our model, the (exogenous and stochastic) amount of each metal can be split between monetary uses to satisfy a cash-in-advance constraint, and nonmonetary uses in which the stock of un- coined metal yields utility. The ratio of the monies in the cash-in-advance constraint is endogenous. Bi- metallism is feasible: we find a continuum of steady states (in the certainty case) indexed by the constant exchange rate of the monies; we also prove existence for a range of fixed exchange rates in the stochastic version. Bimetallism does not appear desirable on a welfare basis: among steady states, we prove that welfare under monometallism is higher than under any bimetallic equilibrium. We compute welfare and the variance of the price level under a variety of regimes (bimetallism, monometallism with and without trade money) and find that bimetallism can significantly stabilize the price level, depending on the covari- ance between the shocks to the supplies of metals. [Read Tuesday, 14th April, 1891.] THE question which this essay is an attempt to answer, may be thus expressed :—What would be the effect on prices, and on the financial and industrial interests of the world in general, if the leading nations of the world were to agree to make both gold and silver unlimited legal tender at the ratio of value between the two that prevailed during the seventy years which closed with 1873 >— namely, 15-5- ozs. silver as in France, or 16 ozs. as in the United States, equal to one oz. of gold ;—at the same time opening their mints to the unlimited and gratuitous coinage of both metals 1 The statistical data used in the present attempt to answer this question, are taken from the " Final Report of the Royal Com- mission, appointed to enquire into the recent changes in the relative values of the precious metals, 1888." The reply to such a question must of necessity be somewhat in- definite. The laws of political economy are laws of tendency only, though they are mathematical in their certainty, and almost mathe- matical in their nature; yet, as in many branches of physical science, we can predict the general character and the direction of the effects of given causes, but not their magnitude. In a word, their cer- tainty does not ensure precision. Before endeavouring to reply to this question, much preliminary exposition will be required. We do not, however, propose to begin at the very beginning of the theory of money. -

Economic phenomena also include other aspects of economic reality such as economic agents, (including corporations, individual producers and consumers), commodity markets, banks, investments, jobs and production. My investigation of the ontology of economic phenomena begins with a critical examination of the accounts of theorists and philosophers from the past, including Plato, Aristotle, Locke, Berkeley, Hume, Marx, Simmel and Menger. -

C. Within a few minutes after the news was out, Carmichael was leading a small gang of Negroes up and down the the streets, storming into stores, ordering the places closed in honor of King, forcing customers and employees to leave."' The gang grew larger and more violent, began smashing windows and looting stores. Negro mobs formed throughout the Negro business district of Washington; and by 9:00 p.m. the sacking and burn ing of the capital had begun. Carmichael slipped away and disappeared from the streets. All night, Negro mobs burned, looted, and robbed, assaulted, murdered, and threatened wholesale slaughter. Scores of whites, including police and firemen, were beaten, hit by rocks, bottles, clubs. Some were kicked and dragged by gangs ofhowling young Negroes. Whites were pulled from their cars and stomped in the streets. Motorcycle officers were hauled from their vehicles, stoned and mauled. Police in cruising cars, and firemen trying to get to fires were targets. One white man, stopping at a filling station to get directions, was clubbed, beaten, and stabbed to death. The violence subsided about 4:00 a.m. Friday, April 5. A few hours later, city and federal officials were meeting with Army people at the Pentagon to discuss the calling out of troops. They decided there was no need for troops. Early Friday morning, controversy arose in the District over the question of whether Stokely Car michael had had anything to do with causing the Thursday night riot. -

Mr. WOLCOTT s3id: Mr. PRESIDENT:In the statement which I am glad to make respecting certain phases of the work of the recent bimetallic com- mission. I must s-vealc, of course, entirely unoficiallv and as not committing my associates in the slightest degree &ither to my opinions or deductions. Later in the session we are certain to have ample discussion on the subject of silver, and it will proba- bly be acrid and bitter enough. In my remarks to-day, however, I mean to avoid, as far as possible, anything which may give rise to controversy, and while the account of our negotiations must necsssarily seem bare and colorless, the subject of them is one of surpassing interest and importance to every member of the Senate and to every citizen of our country. When Congress met a year ago, soon after the national election, there was a universal expression by the Republican membei-ship &nthe Senate that the pledge of the party in its St. Louis platform to promote international bimetallism by every aeans in its power was an undertaking to be faithfully carried out without evasion or delay. As a result of this sentiment, and growing out of the action of the Republican menibers of the Senate, I spent the monthsof Jan- uary and February last in London and Paris, with a day or two at Berlin, inquiring unofficially as to the apparent prospects of securing bimetallism by international agreement. -

To take a new example, for which the data happen to be ready to hand; suppose that the average height of a regiment of 1,000 Italian recruits selected indiscriminately from all the provinces was returned as half an inch in excess of the average height of the whole army; one might infer with certainty that the difference was due to a real cause (as distinguished from chance); and that cause might well be ' single,' such as the circumstance that the men in the regiment were (contrary to the general practice) measured with their shoes on. -

Middle Power Leadership on Human Security Ronald M. Behringer Department of Political Science University of Florida April 2003 Paper presented at the annual meeting of the Canadian Political Science Association, Halifax, Nova Scotia, May 30-June 1, 2003. Abstract My study examines the conditions under which middle power states, such as Canada, the Netherlands, and Norway, may exercise effective leadership in the realm of human security. I hypothesize that a middle power-led human security initiative is more likely to be successful if the initiative does not threaten the fundamental principles of the superpower. My paper demonstrates that although it is possible for a human security initiative to overcome American opposition that is based on political or military interests, an initiative will be less likely to succeed if it challenges the core principles of the United States. I test the hypothesis by conducting a qualitative analysis of four cases of human security initiatives where the middle powers have played leadership roles. The cases include the endeavor to create a United Nations rapid deployment peacekeeping force, which led to the formation of the Standby High Readiness Brigade for United Nations Operations (SHIRBRIG) in 1996; the campaign to ban anti-personnel landmines, which resulted in the 1997 Ottawa Convention; the struggle to establish the International Criminal Court, which came into existence in 2002; and the unsuccessful attempt to regulate the legal trade in small arms and light weapons. The United States has taken different positions on these issues. The U.S. approved of the idea of a standby UN rapid response force, but did not participate in the establishment of SHIRBRIG. -

Preface The United States’ National Intelligence Council (NIC) and the European Union’s Institute for Security Studies (EUISS) have joined forces to produce this assessment of the long-term prospects for global governance frameworks. This exercise builds on the experience of the two institutions in identifying the key trends shaping the future international system. Since the mid 1990s, the NIC has produced four editions of its landmark Global Trends report. The most recent one, Global Trends 2025: A Transformed World, published in late 2008, noted that momentous change was ahead, with the gap between increasing disorder and weakening governance structures widening. The EUISS produced the first EU-level report on the factors affecting the evolution of the international system in 2006, The New Global Puzzle. What World for the EU in 2025? The report stressed that a multipolar system is emerging and that matching the new distribution of power with new rules and institutions will be critical to preserving international peace and stability. The US and the EU do not always see eye to eye on every issue on the international agenda, but they share fundamental values and strategic interests to an extent not matched by any other partners in the world. -
