Realism conceives of states as actors and international regimes as variables that affect national strategies. Alternatively, we can think of states as structures and regimes as part of the overall context in which interests are defined. States conceived as structures offer rich insights into the causes and consequences of international politics. And regimes conceived as a context in which interests are defined offer a broad perspective of the interaction between norms and interests in international politics. The paper concludes by suggesting that it may be time to forego an exclusive reliance on the Euro-centric, Western state system for the derivation of analytical categories. ROUNDTABLE: RISING POWERS AND THE INTERNATIONAL ORDER Why the Liberal World Order Will Survive G. John Ikenberry he international order built and led by the United States and its part- ners is in crisis. In the Middle East, East Asia, and even in Western T Europe, long-standing regional orders are in transition or breaking down. Global international agreements and institutions—across the realms of trade, arms control, environment, human rights—seem to be weakening. For seventy years the United States has stood at the center of a Western-oriented, liberal international system, organized around openness, rules, and multilateral cooperation. After the cold war this American liberal hegemonic order spread outward and seemed to offer the world a universal logic for global politics. But that unipolar moment has now passed. Today, the United States and the Western industrial democracies, roiled by nationalist and populist upheavals, have turned inward and appear less committed to their own post-war liberal international project. The crisis of the American-led international order would seem to open up new opportunities for rising states—notably China, India, and other non-Western developing countries—to reshape the global order. But in what ways are rising states seeking to reform or reorganize the rules and institutions of the post-war era? Do they seek to rise up and integrate into the existing international order or do they seek to transform it? Are they “stakeholder” or “revisionist” states? Over the past decade, these questions have stood at the center of debates about the future of the global system. Indeed, the Obama administration placed the chal- lenge of integrating rising states at the center of its foreign policy. -

Early WILPF Women Name: Rosika Schwimmer Dates: 11 September 1877 – 3 August 1948 Born: Budapest, Hungary Education: Brief schooling in Budapest, convent school in town of Temesvár (modern-day Timisoara, Romania). Languages spoken: Hungarian, German, French and English. In addition Rosika could read Dutch, Italian, Norwegian and Swedish. 1896 Began work as a book-keeper. Founded the National Association of Women Office Workers in 1897 and was their President until 1912. Founded the Hungarian Association of Working Women in 1903. 1904 Founded the Hungarian Council of Women. 1904 Addressed the International Women's Congress in Berlin. Moved to London to take up the post of Press Secretary of the International Women's Suffrage Alliance. 1913 Organised the 7th Congress of the Woman Suffrage Alliance and was elected corresponding secretary. 1914 Went to the USA to urge Woodrow Wilson to form a conference of neutral countries to negotiate an end to the war. 1915 Helped form the Women's Peace Party. 1915 Attended the International Women's Conference in The Hague 1915. Rosika was a member of one of the delegations to meet politicians and diplomats to encourage peaceful mediation to end the war. After meeting with Prime Minister, Cort van der Linden in The Hague, she travelled to: Copenhagen, Christiana and Stockholm. After the Armistice Rosika became Vice-President of the Women's International League (from 1919 the Women’s International League for Peace and Freedom). When international leaders refused to take action on mediation, Rosika began making plans for an unofficial, privately sponsored international meeting. In November 1915, Henry Ford, the leading American automobile manufacturer, agreed to back Rosika's plan. -

He was also active in public life, serving as mayor of San Antonio, a representative in the Congress of the Republic of Texas and the state legislature, and chief justice of Bexar County. He and his wife Mary Ann Adams (1818-1898) had ten children; six survived to adulthood. Their fourth son, William H. Maverick (1847-1923), was particularly active in the management of the family land. For some women campaigners, international work – whether through .established national women’s movements or via separate, radical pacifist organisations – was crucial for the prevention of war and the maintenance of world peace. However, this was not the only motivation. Others were interested in the scientific or professional advantages of combining knowledge at international or transnational level. Others still were keen to exploit international links in order to further political objectives closer to home, such as the achievement of women’s suffrage, the encouragement of inter-cultural understanding between women from different ethnic, religious or linguistic backgrounds, or the promotion of conservative values, anti-communism or physical fitness within particular national or multi-national settings. -

Middle Power Leadership on Human Security Ronald M. Behringer Department of Political Science University of Florida April 2003 Paper presented at the annual meeting of the Canadian Political Science Association, Halifax, Nova Scotia, May 30-June 1, 2003. Abstract My study examines the conditions under which middle power states, such as Canada, the Netherlands, and Norway, may exercise effective leadership in the realm of human security. I hypothesize that a middle power-led human security initiative is more likely to be successful if the initiative does not threaten the fundamental principles of the superpower. My paper demonstrates that although it is possible for a human security initiative to overcome American opposition that is based on political or military interests, an initiative will be less likely to succeed if it challenges the core principles of the United States. I test the hypothesis by conducting a qualitative analysis of four cases of human security initiatives where the middle powers have played leadership roles. The cases include the endeavor to create a United Nations rapid deployment peacekeeping force, which led to the formation of the Standby High Readiness Brigade for United Nations Operations (SHIRBRIG) in 1996; the campaign to ban anti-personnel landmines, which resulted in the 1997 Ottawa Convention; the struggle to establish the International Criminal Court, which came into existence in 2002; and the unsuccessful attempt to regulate the legal trade in small arms and light weapons. The United States has taken different positions on these issues. The U.S. approved of the idea of a standby UN rapid response force, but did not participate in the establishment of SHIRBRIG. -

Preface The United States’ National Intelligence Council (NIC) and the European Union’s Institute for Security Studies (EUISS) have joined forces to produce this assessment of the long-term prospects for global governance frameworks. This exercise builds on the experience of the two institutions in identifying the key trends shaping the future international system. Since the mid 1990s, the NIC has produced four editions of its landmark Global Trends report. The most recent one, Global Trends 2025: A Transformed World, published in late 2008, noted that momentous change was ahead, with the gap between increasing disorder and weakening governance structures widening. The EUISS produced the first EU-level report on the factors affecting the evolution of the international system in 2006, The New Global Puzzle. What World for the EU in 2025? The report stressed that a multipolar system is emerging and that matching the new distribution of power with new rules and institutions will be critical to preserving international peace and stability. The US and the EU do not always see eye to eye on every issue on the international agenda, but they share fundamental values and strategic interests to an extent not matched by any other partners in the world. -
