The Township is “Open for Business”, as acknowledged by our provincial Open for Business Award received on February 21, 2020. In 2018 we introduced a new approach to communicating with the community through round table opportunities with our local businesses in the industrial park. Finding it to be a great success we decided to create the same opportunity for our farmers to ensure that we are available to hear any concerns from our 50% agricultural family here in Spallumcheen. Now as we move towards the development of our North Okanagan Wastewater Recovery Project with our partners, the Regional District of North Okanagan and the Okanagan Indian Band, we have created an Economic Round Table to ensure we are reaching out to our development community. Please ensure you provide us with your email address and additional contact information so that you are receiving up to date communications from your Council. I am happy to report that Council continues to adopt reasonable annual property tax rate increases that sustain current service levels, maintain the Township’s extensive road network (131 km asphalt, 50 km gravel, 19 km chip seal), and provide for the investigation of infrastructure projects that would attract new businesses to diversify our tax base. Important project highlights from 2019 include the following: • Capital Roads Program project totalling $95,540 provided for upgrades to Mountain View Road via the Glanzier Creek Culvert project. • Approved for $24.3 Million dollar Canada Infrastructure Program grant opportunity for a North Okanagan Wastewater Recovery Project for the South Spallumcheen Industrial/Commercial Area, as well as future expansion into our current industrial park to increase development potential and attract new business. • Water Districts – Asset Management grants, planning and dissolution – discussions in process. • Continued development of the Township’s Asset Management Integrated Plan (AMIP). • Telus Fibre expansion (Industrial Park). • Farming Round tables. • Economic Development Round Tables. • Community Survey. • Monthly Coffee with the Mayor meetings. Project initiatives for 2020 include the following: • Back Enderby Road Project which will include a full depth construction road replacement and upgrade to the Sneesby Creek culvert. • Silver Star Waterworks District Dissolution planned for the fall of 2020. • Asset Management Investment Plan for the Highland Park Waterworks District. • Transition plan for the Planning Department to move from the Regional District of North Okanagan to the Township. 2019 Open for Business Award We have many exciting projects in our future as Council continues to endeavor to advance our community forward. This includes ensuring we understand our assets and management of those assets into the future. Please ensure you visit the Township’s website on a regular basis to find out important events and projects taking place in our community at www.spallumcheentwp.bc.ca, as well as join us for our Regular and Committee of the Whole meetings occurring twice a month. I also look forward to seeing you during our Coffee with the Mayor events that occur the first Wednesday of each month at 10:30 am where we can discuss and review matters that are important to you, our residents. Respectfully, Mayor Christine Fraser TOWNSHIP OF SPALLUMCHEEN | 2019 ANNUAL REPORT Page 4 of 70 The Township of Spallumcheen was originally called a “District Municipality” when incorporated on July 21, 1892. It later became lovingly referred to as the “Township of Spallumcheen” after the incorporation of the City of Armstrong. References to the City of Armstrong and the Township of Spallumcheen can be found in Chapter 84 of the Legislative Assembly of the Province of BC Session held March 1st, 1913. In the province of British Columbia, municipalities are generally made up of the one employee model. What this means is that the Mayor and Council employ a staff person to manage the corporation. In the Township this position is appointed the Chief Administrative Officer. In larger organizations the position may be addressed as the City Manager, and in smaller municipalities they may be addressed as the Administrator. Whatever the term, the position is the one employee model. The model to which the Township operates is outlined in the Township’s Organizational Chart below.
