TEC 12 Omslag.qxd 08-05-05 10.11 Sida 1 TEC BACKGROUND PAPERS NO. 20 Water Security: Putting the Concept into Practice By Eelco van Beek and Wouter Lincklaen Arriens Global Water Partnership Technical Committee (TEC) Global Water Partnership, (GWP), established in 1996, is an international network open to all organisations involved in water resources management: developed and developing country government institutions, agencies of the United Nations, bi- and multilateral development banks, professional associations, research institutions, non-governmental organisations, and the private sector. GWP was created to foster Integrated Water Resources Management (IWRM), which aims to ensure the co-ordinated development and management of water, land, and related resources by maximising economic and social welfare without compromising the sustainability of vital environmental systems. GWP promotes IWRM by creating fora at global, regional, and national levels, designed to support stakeholders in the practical implementation of IWRM. The Partnership’s governance includes the Technical Committee (TEC), a group of internationally recognised professionals and scientists skilled in the different aspects of water management. This committee, whose members come from different regions of the world, provides technical support and advice to the other governance arms and to the Partnership as a whole. The Technical Committee has been charged with developing an analytical framework of the water sector and proposing actions that will promote sustainable water resources management. The Technical Committee maintains an open channel with the GWP Regional Water Partnerships (RWPs) around the world to facilitate application of IWRM regionally and nationally. Worldwide adoption and application of IWRM requires changing the way business is conducted by the international water resources community, particularly the way investments are made. -

Water Security aims to publish papers that contribute to a better understanding of the economic, social, biophysical, technological, and institutional influencers of current and future global water security. At the same time the journal intends to stimulate debate, backed by science, with strong interdisciplinary connections. The goal is to publish concise and timely reviews and synthesis articles about research covering the following elements of water security: Shortage Flooding Governance Health and Sanitation Shortage Reviews should reflect on the ever changing mosaic of water shortage, that is, variations in availability and the mismatch between availability, on the one hand, and access and demand for ever more water, on the other. Reviews may scrutinize concepts, models, sets of data, etc. that have been used, what results have been achieved, what kind of understanding is missing and reliability and validity of results. Reviews are welcome of the links between academic and other kinds of knowledge systems, e.g. research from the corporate sector (that has considerable research capacity) and how the (joint) understanding evolves about significant challenges and how to deal with them, like competition, conflict, collaboration and how to best use the varying water resources. Flooding This includes all types of flooding, such as coastal floods, river floods, flash floods or glacier outburst floods, and encompasses the causes, development and impacts of flood events. Contributions scrutinize the understanding and quantification of flood hazard, exposure and vulnerability, the interactions and feedbacks between different components, and the dynamic nature of flood risk systems. -

Agenda item 2 Introductions (Plenary) Each participant gave their name, affiliation and interest/experience in WBH, covering hosts, facilitators, sponsors and all participants. Agenda item 3 Housekeeping (Plenary) This covered the topics: workshop protocols, workshop timeliness, meals and times, reimbursement for expenses, onward travel arrangements, secretariat support to the workshop by ATREE, note-taking for record. Agenda item 4 Workshop objectives and products (Plenary) Facilitator proposed that we needed to discuss and agree on: specification of the final product; will the proposed Agenda and schedule deliver this? Should there be a workshop report. Points made in discussion arising, and subsequently grouped: Biological • We must summarise the information we have on the WBH, and identify gaps, • To fill gaps, we should assign groups to address this and develop information, • For a summary of WBH biology and ecology, the Status Review should be developed further. WBH Conservation strategy • We must produce a realistic and effective strategy for WBH conservation, • It should be a high level strategy that comes down to a more specific, range-state level, • There must be specific recommendations and solutions for particular range states and heron sites. -

ISSUE BRIEF WATER, SECURITY, AND CONFLICT PETER GLEICK AND CHARLES ICELAND HIGHLIGHTS ▪ A wide range of water-related risks undermine human well-being and can contribute to political instability, violent conflict, human displacement and migration, and acute food insecurity, which in turn can undermine national, regional, and even global security. ▪ Political instability and conflicts are rarely caused by any single factor, such as a water crisis. Instead, water crises should be seen as contributing factors to instability. ▪ While water risks have threatened human civilizations over millennia, today’s global population growth and economic expansion—together with threats from climate change—create a new urgency around an old problem. ▪ We classify water and security pathways under three broad categories: diminished water supply or quality, increased water demand, and extreme flood events. ▪ Water risk is not only a function of hazards, such as extreme droughts and floods, it is also a function of a community’s governance capacity and resilience in the face of natural hazards. ▪ No single strategy is sufficient to reduce water risk. Instead, multifaceted approaches will be needed. Like the most loving of mothers, She has served us, nourished us and enabled us to grow as a people, without hesitation, without discrimination, without vacation for millennia. Regardless of what we have done to Her, the Ganga continues in Her steady fl ow, providing the waters that offer nourishment, livelihoods, faith and hope: the waters that represents the very life-blood of our nation. If one may think of the planet Earth as a body, its trees would be its lungs, its rivers would be its veins, and the Ganga would be its very soul. For pilgrims, Her course is a lure: From Gaumukh, where she emerges like a beacon of hope from icy glaciers, to the Prayag of Allahabad, where Mother Ganga stretches out Her glorious hands to become one with the Yamuna and Saraswati Rivers, to Ganga Sagar, where She fi nally merges with the ocean in a tender embrace. As all oceans unite together, Ganga’s reach stretches far beyond national borders. All are Her children. For perhaps a billion people, Mother Ganga is a living goddess who can elevate the soul to blissful union with the Divine. She provides benediction for infants, hope for worshipful adults, and the promise of liberation for the dying and deceased. Every year, millions come to bathe in Ganga’s waters as a holy act of worship: closing their eyes in deep prayer as they reverently enter the waters equated with Divinity itself. -

China and India have fought a war over contested territory through which the river flows, and Bangladesh faces human security pressures in this basin that will be magnified by upstream river practices. Controversial dam-building activities and water diversion plans could threaten regional stability; yet, no bilateral or multilateral water management accord exists in the Brahmaputra basin. This project, sponsored by the MacArthur Foundation, provides greater understanding of the equities and drivers fueling water insecurity in the Brahmaputra River basin. After conducting research in Dhaka, New Delhi, and Beijing, CNA offers recommendations for key stakeholders to consider at the subnational, bilateral, and multilateral levels to increase cooperation in the basin. These findings lay the foundation for policymakers in China, India, and Bangladesh to discuss steps that help manage and resolve Brahmaputra resource competition, thereby strengthening regional security. -

Therefore, it was very important to undertake a detail study on the species from the conservation point of view in the entire river system within Assam, based on which site and factor specific conservation actions would be worthwhile. However, getting the sponsorship to conduct this task in a huge geographical area of about 56,000 sq. km. itself was a great problem. The support from the BP Conservation Programme (BPCP) and the Rufford Small Grant for Nature Conservation (RSG) made it possible for me. Grand Challenge of Water Security in Africa Recommendations to Policymakers
The Network of African Science Academies (NASAC) was established on 13th December 2001 in Nairobi, Kenya, under the auspices of the African Academy of Sciences (AAS) and the Inter Academy Panel (IAP). NASAC is a consortium of merit-based science academies in Africa and aspires to make the “voice of science” heard by policy and decision makers within Africa and worldwide. NASAC is dedicated to enhancing the capacity of existing national science academies and champions the cause for creation of new academies where none exist. This document is an output from the cooperation between NASAC and the German National Academy of Sciences Leopoldina. The Leopoldina is the world’s oldest continuously existing academy for medicine and the natural sciences. It was founded in 1652 and has been located in Halle since 1878. Its more than 1,400 elected members are outstanding scientists from all over the world. The Leopoldina was appointed Germany’s National Academy of Sciences in July 2008. In this function, one of the Leopoldina’s responsibilities is to provide science-based advice to policymakers and to the public. It represents German scientists in international academy circles and maintains links with scientific institutions in European and non-European countries. The cooperation project between NASAC and the Leopoldina is funded by the German Federal Ministry of Education and Research (Bundesministerium für Bildung und Forschung, BMBF). Education and research are a Federal Government policy priority in Germany, based on the firm belief that they are the foundations on which we will build our future in a changing world, and that we will only be able to master the challenges of the 21st century through international cooperation in education, research and science. -
