These tensions have economic, social, and communicative dimensions. This research seeks to investigate some of these manifestations by looking at how energy is understood and articulated through the lens of faith. Unique to the Canadian cultural/petrol landscape is that the physical geography of extraction and transport often overlaps with the cultural and spiritual geographies of protestant Christian faith. To date, few scholars have tackled this subject through this specific lens. While some scholars and Christian leaders have begun to address the overlapping relations of climate change, fossil fuels, and belief (Marshall, 2020; Dochuk, 2019; Jenkins, Berry, & Kreider, 2018; Hayhoe, 2018; Ghosh, 2017; Taylor, Van Wieren, & Zaleha, 2016; Franics, 2015; McDuff, 2012; Wilkinson, 2012; Peterson, 2010; Yergin, 2008), this has yet to be explored significantly within Canadian communications and energy scholarship. With the third largest proven oil reserves in the world, much of it located and transported through Western Canada’s Christian and Evangelical heartlands, (rural Alberta and the BC Fraser Valley and Okanagan), this research has much to add to a growing conversation around fossil fuels. In particular, it offers novel perspectives on the varied negotiations of labour, care, and identity that surround energy production, consumption, and transition. To do this, the thesis conducts a review of Canadian English language mainstream legacy media coverage of faith-based fossil fuel news stories, from 2016- 2018, a period of significant public and discursive contestation over pipelines in Canada. This analysis is then paired with a series of one-on-one interviews and focus group conversations with faith leaders and believers in communities primarily along the Trans Mountain Pipeline route. These conversations explore how lived experiences of faith are constituted by, and also challenge, dominant narratives in Canada’s legacy media. Of particular focus is the way in which high carbon living is reflected in national news discourses of economy, wellbeing, and nation. Importantly, this is not intended to be a work of theology, but rather an examination of the way that particular religious identities and subjectivities mediate understandings of climate change and fossil fuels. Introduction Canadian politics, like politics in other societies, is a public conflict over different conceptions of the good life. Canadians agree on some important matters (e.g., Canadians are overwhelmingly committed to the rule of law, democracy, equality, individual rights, and respect for minorities) and disagree on others. That Canadians share certain values represents a substantial consensus about how the political system should work. While Canadians generally agree on the rules of the game, they dis- agree—sometimes very strongly—on what laws and policies the government should adopt. Should governments spend more or less? Should taxes be lower or higher? Should governments build more prisons or more hospitals? Should we build more pipelines or fight climate change? Fortunately for students of politics, different conceptions of the good life are not random.     Canadian Political Science Review 4(1) March 2010 Electoral Bias in Quebec Since 1936 Alan Siaroff (University of Lethbridge) * Abstract In the period since 1936, Quebec has gone through two eras of party politics, the first between the Liberals and the Union Nationale, the second and ongoing era between the Liberals and the Parti Québécois. This study examines elections in Quebec in terms of all relevant types of electoral bias. In both eras the overall electoral bias has clearly been against the Liberal Party. The nature of this bias has changed however. Malapportionment was crucial through 1970 and of minimal importance since the 1972 redistribution. In contrast gerrymandering, ultimately involving an ‘equivalent to gerrymandering effect’ due to the geographic nature of Liberal core support, has been not only a permanent phenomenon but indeed since 1972 the dominant effect. The one election where both gerrymandering and the overall bias were pro-Liberal — 1989 — is shown to be the ‘exception that proves the rule’. Finally, the erratic extent of electoral bias in the past four decades is shown to arise from very uneven patterns of swing in Quebec. Introduction In common with other jurisdictions using the single-member plurality electoral system, elections results in the province of Quebec tend to be disproportionate. This can be seen in Table 1, which provides some summary measures on elections since 1936 — the time period of this analysis. Average disproportionality over this period has been quite high at 20.19 percent. This has almost entirely been in favour of the winning party, with the average seat bias of the largest party being 19.65 percent.

Using an interpretative approach, the research sought to determine the relevance of the counsellors as a potentially influencing factor in the students‘ post-secondary program choices. The ability of First Nation education counsellors to be influential is a consequence of their role since they administer Post- Secondary Student Support Program (PSSSP) funding. A report evaluating the program completed by Indian and Northern Affairs Canada in 2005 found that many First Nation students would not have been able to achieve post-secondary educational levels without PSSSP support. Eight self-selected First Nation Education counsellors and twenty-nine First Nation post- secondary students participated in paper surveys, and five students and one counsellor agreed to complete a follow-up interview. The quantitative and qualitative results revealed differences in the perceptions of the two survey groups as to whether First Nation education counsellors influenced students‘ post-secondary program choices.

    CANADA AND THE MIDDLE EAST TODAY: ELECTORAL POLITICS AND FOREIGN POLICY Donald Barry Canadian Prime Minister Stephen Harper came to power in 2006 with little experience in foreign affairs but with a well developed plan to transform his minority Conservative administration into a majority government replacing the Liberals as Canada’s “natural governing party.”1 Because his party’s core of Anglo-Protestant supporters was not large enough to achieve this goal, Harper appealed to non- traditional Conservatives, including Jews, on the basis of shared social values. His efforts were matched by those of Jewish leaders and the government of Israel to win the backing of the government and its followers in the face of declining domestic support for Israel and the rise of militant Islamic fundamentalism. These factors accelerated a change in Canada’s Middle East policy that began under Prime Minister Paul Martin, from a carefully balanced stance to one that overwhelm- ingly favors Israel. Harper’s “pro-Israel politics,” Michelle Collins observes, has “won the respect—and support—of a large segment of Canada’s organized Jewish community.”2 However, it has isolated Canada from significant shifts in Middle East diplomacy and marginalized its ability to play a constructive role in the region. Harper and the Jewish Vote When he became leader of the Canadian Alliance party, which merged with the Progressive Conservatives to form the Conservative Party of Canada in 2004, Tom Flanagan says that Harper realized “The traditional Conservative base of Anglophone Protestants [was] too narrow to win modern Canadian elections.”3 In a speech to the conservative organization Civitas, in 2003, Harper argued that the only way to achieve power was to focus not on the tired wish list of economic conservatives or “neo-cons,” as they’d become known, but on what he called “theo-cons”—those social conservatives who care passionately about hot-button issues that turn on family, crime, and defense.

    Arms to Communications: Idealist and Pragmatist Strains of Canadian Thought on Technology and Nationalism Marco Adria University of Alberta Abstract: As information and communications technologies (ICTs) become an increasingly important part of the Canadian social, cultural, and economic fabric, the question of how such technologies interact with national autonomy and with the nationalist impulse emerges once again. This article considers a critical moment of another era in which technology’s relationship to nationalism became a matter of public and intellectual discourse. The missile crisis of 1962 in Canada highlighted the conflicting prospects for importing foreign technology while maintaining national autonomy. George Grant and Ramsay Cook took opposing views in this debate. The Grant-Cook dialectic is proposed as a means by which a contemporary approach may be developed to the relationship between the widespread use of ICTs and the potential for nationalism in Canada. Résumé : À mesure que les technologies de l’information et de la communication (TIC) jouent un rôle de plus en plus important dans les domaines social, culturel et économique au Canada, la question de la manière dont ces technologies inte- ragissent avec l’autonomie nationale et l’impulsion nationaliste émerge à nou- veau. Cet article considère un moment critique d’une autre époque pendant laquelle le rapport de la technologie au nationalisme est devenu un sujet de débat public et intellectuel. Au Canada, la crise des missiles de 1962 a mis en relief les objectifs contradictoires d’importer des technologies étrangères tout en mainte- nant l’autonomie nationale.
