The decrease of the roads handling capacity in the centre of the city (the Boulevard ring, the Gardens ring) caused by the increase of traffic density brought to necessity of re-organizing the traffic flows and constructing of the third ring road around the centre of the city. The present paper contains the results of investigations on mathematical modeling of essentially unsteady-state traffic flows on ring roads. The developed mathematical model is not limited only by the substance conservation equation and empirical relationships between density and velocity, but contains both the continuity (substance conservation) and momentum equations. It presents a closed form mathematical model and suggests the procedure to develop the model parameters based on technical characteristics of the vehicles. Thus, the available experimental data on the traffic flows observations is used only for validation of the model. The selection of the indicators, included in indexes, is related to the data availability (depends on existence of a specific data sources). The aim of this paper is to provide a development methodology of Integral Index of Traffic Planning (Integral TP Index), which is based on the primary data on vehicle speeds, traffic volumes, number of accidents, etc., for Moscow and allows for basic assessment of transport situation in Russian’s capital. The proposed methodology is a combination of economic and urban approaches to analyze the key indicators of transportation planning efficiency in the metropolis. Four groups of indicators are considered: traffic management efficiency, traffic management quality, transit efficiency and road safety. The integral index considers traffic volumes for various roads and their contributions to the overall transportation system. Division of streets by type (highways, rings, center) makes it possible to take into account specifications the radial-ring streets structure of Moscow. The constructed index is applied to the analysis of Moscow transportation statistics in 2012–2017 provided by the Moscow Traffic Management Center, Yandex and TomTom.

Reduction of supply is particularly noticeable for high-quality office premises inside the Garden Ring, and shortages of the office premises in this segment are very likely in the next 2-3 years. • Demand for office space is growing, and about half of space is bought outright. Transaction volumes in the Class A and B office segment grew by 1.4 times in 2010. • Rental rates have been growing since the end of 2009 when demand recovered, and this trend has been consolidated in 2010 in a situation where take-up has drawn level with new commissioning and then overtaken it by about 5%. Class A rental rates have grown by 20% and the growth in Class B has been about 10%. • We expect to see more intensive lease and purchase activity on the Moscow office market in 2011, with consolidation of demand and rental rates at the levels, which have been achieved. During that period there was a decline in Moscow’s place in Russian cultural life; however, the Westernisation process eventually resulted in the creation of a new sort of synthesis in the arts, which comprised the interpretation of Western arts with Russian traditional patterns and motives. This trend finally led to the consolidation of Moscow’s central place in Russian cultural life as Moscow, being the symbol of the Russian soul, became the main inspiration in the works of Russian artists. The paper tries to give the reader a brief picture of how Moscow attained its central place in Russian cultural life. Thus, in an attempt to explore the role that Moscow has played in the development of Russian cultural heritage, the paper takes a brief look into history to identify specific contributions of the city in various fields of art. Finally, based on concrete examples from Russian cultural history, the paper tries to confirm the central place of Moscow in Russian cultural life by attempting to correct the frequently made mistake of referring to St Petersburg as the “cultural capital” of Russia.
