At a meeting of Morville Parish Council held on Monday, 11th January, 2016

M/s Angela Cantrill asked if the Parish Council could add pressure to obtain some road repairs on Lane. Conditions were so bad that delivery men were refusing to use the lane. It was agreed that the clerk should approach the Highways maintenance department at in an effort to improve matters.

Minutes The Minutes of the previous meeting, having been circulated, were taken as read and signed as a correct record.

Matters arising . War Memorial The clerk had investigated several funding bodies but each one required match funding. It was agreed that a PC grant should be made

Reports County Councillor There was no report.

Councillors expressed concern that as Cllr.Tindall had not attended the meeting there was no opportunity to exchange views and ask for advice or clarification. Mrs.Thompson said she would contact Cllr.Tindall and discuss the matter with him. This action was approved on a proposal by Mr.Melly and seconded by Mr.Caine

a) Progress of web-site The clerk reported that there had been an error in the web-site VAT calculation. There had been a reduction and the figure required was now £168.99

Councillors commented on this decision and asked how it could have been approved by delegated powers when the PC had twice recommended refusal. The clerk was instructed to write to Cllr.Tindall and ask him to attend the open session at the March meeting, together with the Case Officer, Tim Rogers, to explain to Councillors and members of the general public

New Application 15/04818/FUL : Mrs.Thompson declared and interest in this application and after explaining the proposals, took no further part in the discussion Erection of a two storey side extension, partial demolition of existing dwelling and erection of front porch at Hannigans Farm, Shirlett, Bridgnorth,

There were no objections to this application.

Application No 15/05550/LBC Application for Listed Building consent to include installation of two replacement windows, 1 roof light and works to part of the interior.

There were no objections to this application.

Highways

Mr.Caine reported on an accident in Aston Eyre just prior to Christmas. As there had still been no news from Alice Dilley regarding further improvements to control the speed of vehicles at Aston Eyre the clerk was instructed to write again asking for a reply to the Council's enquiries.

Parish Litter Picking Party Mrs.Miles suggested that a litter picking party should be formed to make an occasional clean-up of the parish. The clerk explained that equipment could be obtained and arrangements to collect the litter could be made. It was agreed that the clerk should insert a short piece in the next Parish Newsletter inviting people to volunteer to join a group.

Finance Balance at bank on 29th December, 2015, c/a £8356.19, d/a £644.97 a) Approval for payments

Clerk £277.47, HMRC £69.20, Nigel Oliver £750.00, Richard Millington £315 (Playing field maintenance) Revised amount for Web site £168.99 Payments were approved on a proposal by Mr.Melly and seconded by Mr.Hill

b Clerk's annual appraisal After discussion it was agreed that the work carried out by the Clerk was satisfactory.

Clerk's salary/ hours In order to comply with current guidelines, it was resolved on a proposal by Mrs.Thompson and seconded by Mr.Hill, that the number of paid hours should be increased to 4 for 2016/17 and by a further hour in the following year.

c) Precept calculation for 2015/16 The clerk produced a budget statement and after discussion it was resolved on a proposal by Mr.Spafford and seconded by Mr.Caine that the precept for 2016/17 should be set at £4750.

Election re-charge There had been no further information regarding the disputed Election re-charge.
