Box 12419 Min Bhawan, New Baneshwor, Kathmandu, Nepal N Phirke, Pokhara Tel: ++ 977-1-46 21 764 D Tel: 061 52 44 00 Fax: ++ 977-1-46 22 298 Email: [email protected] E-mail: [email protected] Web site: www.iteconepal.com Initial Environment Examination (IEE) Report on Small Towns Water Supply and Sanitation Sector Project, Indrapur INITIAL ENVIRONMENT EXAMINATION Executive Summary Introduction Indrapur Water supply and Sanitary Subproject is one of the twenty subprojects being implemented under the Second Small Towns Water Supply and Sanitation Sector Project (SSTWSSP) by the Government of Nepal with the assistance of Asian Development Bank. The sub project is designed to provide drinking water facilities and to establish a sustainable sanitary and drainage system to the rapidly urbanizing center of Indrapur VDC. As per the Environmental Protection Act 2053, and Environmental Protection Regulation 2054, of GON, any project must conduct Initial Environmental Examination (IEE) or Environmental Impact Assessment (EIA) based on the criteria given in the Annex 5 and 6 of EPR, 2054, before the commencement of work. This report has been prepared to fulfill the said requirements. The Proponent The project proponent, Project Management Office, Second Small Towns Water Supply and Sanitation Sector Project under the Department of Water Supply and Sewerage, is responsible for the preparation of IEE report. The joint Venture of ITECO Nepal and Udaya Engineering Consultancy Firm has been assigned to work on behalf of the project for conducting IEE studies and prepare IEE report using all the prevalent guidelines, policies, Acts and rules. Project Management Office, Second Small Towns Water Supply and Sanitation Sector Project, Department of Water Supply and Sewerage will coordinate for this IEE study. Objective of IEE The main objective of IEE study for Water supply and sanitation subproject of Indrapur VDC is to follow Rule 7 and Annex 5 of EPR, 2054 (1997) including its amendment, 2055. The norms for this study will be guided by the National Environmental Impact Assessment Guidelines, 1993 and the spirit of EPA, 2054. Similarly the main purpose of IEE is to help decision makers to balance the pressure of immediate gain from exploitation of natural resources with sustainable utilization of resources and the protection of human wellbeing and the environment. Components of Subproject The Water supply part of the Sub Project comprises of: Construction of: Four deep tube wells at the north tip of ward No. 3 Two ground level reservoirs each of 400 m3 capacity One 450 m3 capacity overhead tank Two sets of treatment system, each comprising of one aerator and one pressure filter for each group of two deep wells Transmission line from the wells to the storage tanks through the treatment system Laying 82.26 km of distribution pipes Make house connection for 5513 Household in the design year and 3944 in the base year The sanitation part comprises of: A conceptual plan of sewerage system in the project area with tentative cost estimate One decentralized waste water treatment facility designed as a model infrastructure for one community in ward no. 3, with sewer line, anaerobic baffle reactor and constructed wetland for about 100 households ITECO - UDAYA - JV Page i Initial Environment Examination (IEE) Report on Small Towns Water Supply and Sanitation Sector Project, Indrapur One Public latrine Design and facilitation for the installation of latrines in each and every household which currently does not have them, so that the project area can be declared as an open defecations free area Establishment solid waste management system comprising of collection in a collection vehicle and sorting and disposal of solid wastes Sewerage collection and treatment Main part of sanitation has been limited to preparation of master plan only. Its implementation has been kept for later. Environment Baseline of the Project Topography, Geology and Climate Indrapur VDC lies in the Terai belt in the Eastern Development Region on the southern portion of the Churia Hill Region of Nepal. The elevation of the project area is 121-143 m above mean sea level. The land is almost plain and has gentle slope towards south. The area comprises of gravel sand and clay. Tropical type of climate persists; summer is very hot while winter is cool. Annual precipitation is about 2000 mm. Surface and Ground Water The proposed project area is situated in between two seasonal streams- Jharana Khola and Sukuna Khola, which dry up in the summer. Ground water is available in the area. There are a number of dug wells and shallow tube wells installed in the project area which supply water to the population. Ecological Profile Flora, Fauna and Protected Areas Deforestation has decreased the vegetation of the project area. Most of it has been turned into agricultural farm lands. But since the concept of community forests was introduced, there has been an improvement in the forest cover. The forest area predominantly consists of Sal, Sisau, Karma, Shag and Jamun. Wild life has decreased to a considerable extent. However some wild animals like elephant, deer along with other animals are found. Common birds as house sparrow, peacock, crow, jungle fowl and vulture are some of the bird species seen in the area. Protected forest lies on the northern side of the service area, and is not affected by the project. Public Consultation While preparing this report a public notice was published in a popular national daily, Annapurna daily newspaper (dated March 6, 2011) asking for queries and comments / suggestions. Besides the notice were pasted in the schools, health posts, public administration office, land revenue office, all ward offices of the VDC and other various public gathering places as described in EPR-2054. Similarly various communities based organizations, NGOs were also contacted. Following Issues were predominantly raised by the participants during discussions Effect of excessive use of ground water Risk of pollution of water source Provision for population growth Source protection Most of the comments, suggestions are taken care of by improving the design. The predicted local impacts are of local in nature and low in magnitude. There are very little possibilities of adverse impacts on biological and socio-economic environment of the project area too. The project may produce significant positive impacts on health, hygiene, job creation (temporarily
