  • Carré Le Maux 2020 Dollar Swap Lines
The Federal Reserve’s Dollar Swap Lines and the European Central Bank during the global financial crisis of 2007–2009 Emmanuel Carré and Laurent Le Maux* Symposium on Money, Banking and Finance 7-8 June 2018, Sciences Po Aix-en-Provence Revised version of the manuscript, 9 March 2020 Forthcoming in the Cambridge Journal of Economics Although the literature has studied the role of the Federal Reserve as the global lender of last resort in 2007–2009, many aspects of the Dollar Swap Lines to the European Central Bank need further exploration. Accordingly, we provide original evidence about the auction operations, allotted amounts, and interest rates with regard to the Federal Reserve’s dollar swaps and the European Central Bank’s dollar provision. More specifically, we examine the demand side of the Dollar Swap Lines (whereas the existing literature mentions the supply side only) and we scrutinise the interest rate (whereas the literature concentrates on volumes) set by the Federal Reserve, and also the rate set by the European Central Bank. Our findings cast light on the nature of the relationship between the Federal Reserve and the European Central Bank. Finally, we contribute to the literature on the global lender of last resort by coining the notion of the financial dilemma, under the dollar system within a framework of globalized financial markets. * Emmanuel Carré (University of South Brittany): [email protected]. Laurent Le Maux (University of Western Brittany): [email protected]. The authors would like to thank Orice Williams Brown (General Accountability Office) and Michael Fleming (Federal Reserve Bank of New York).

  • A GRANDE ÉCOLE in PROVENCE Sciences Po Aix Operates in a Highly Competitive Area of Higher Education and Research
AIX-EN-PROVENCE INSTITUTE OF POLITICAL STUDIES www.sciencespo-aix.fr A GRANDE ÉCOLE IN PROVENCE Sciences Po Aix operates in a highly competitive area of higher education and research. The competition now takes place at a scale that goes far beyond national borders. Our goal is to welcome foreign students and researchers while promo- ting the international integration of students and researchers from Sciences Po Aix. The attractiveness of an original course offering with relevance to the professional world, the quality of our research and our openness to the socio-economic world will enable our establishment to compete with the most prestigious universities. There is no Grande École without a grand design. Sciences Po Aix must be faithful to the tradition that deeply roots it in the Euro-Mediterranean environment. Driven by a pioneering spirit, Sciences Po Aix must foster in each student a taste for innovation, agility and creativity. In a world being jostled by existential challenges, our institution must be a place for reflection about change and ways to support it. Prof. Rostane Mehdi, Director, Sciences Po Aix “Sciences Po Aix trains students for positions of responsibility in the public and private sectors. It is a university-based Grande École.” Aix-en-Provence Institute of Political Studies (Institut d’études politiques - IEP or “Sciences Po”) is a public higher education institution. It is one of the ten Institutes of Political Studies in France along with Bordeaux, Grenoble, Lille, Lyon, Paris, Rennes, Saint-Germain-en-Laye, Strasbourg and Toulouse, but the only one in the Mediterranean area. Accessible by competitive exam only, it is a Grande École within the University.
