As confirmed any new policy areas in the Short form Revision will need to be considered against the existing framework. CNC / NRW Consultation Stages: We acknowledge the consultation requirements detailed in CR Comment noted. section 3.8 and confirm that we will comment further as and when consulted. It is useful for us to be aware at an early stage of when we shall expect to be consulted so that we can incorporate this into our workload. CNC / NRW Habitat Regulations Appraisal (HRA): It is noted that a separate HRA will be produced CR Comment noted. and we will be grateful for the opportunity to comment on such an assessment as and when applicable. As identified in section 3.10 it will be important to consider both direct effects and indirect effects of the policies as well as consider in‐combination effects with other plans or programmes which operate in and around the National Park. CNC / NRW Review of Plans, Policies and Programmes: It is noted that a review of Relevant Plans, CR Comment noted. Policies and Programmes has taken place. We have reviewed Appendix A and confirm that we are satisfied that all the relevant plans, policies and programmes that are no longer relevant have been omitted from the review process and that all new/updated relevant plans, policies and programmes have been identified. over…… Eryri Local Development Plan Short Form Revision – Strategic Environmental Assessment and Sustainability Appraisal Volume 2 4 Officer Enw / Name Sylwadau / Comments Responsible Officer Response CNC / NRW BASELINE data: We note that ‘The State of the Park Report (SOPR) which was used as a CR Comment noted. baseline in the original scoping report has been recently revised. We consider that this report provides uptodate baseline data to assist in monitoring and reconsidering the SA as part of the review process. CNC / NRW As identified in the document, when we publish the state of the Natural Resources CR Comment noted ‐ Report (SoNaRR) in September 2016 this will provide further evidence on the state of once published the natural resources within the National Park and will provide further uptodate baseline content of the information. SoNaRR will be eviewed and incorporated into the relevant parts of the report. CNC / NRW It is noted that the revision will take into consideration the Snowdonia Enterprise Zone CR Comment noted. Any with has been recently identified by Welsh Government. new LDP policy regarding the Enterprize Zone will be assessed through the SA Framework. These add up to a total cut in greenhouse-gas emissions of at least 5% from 1990 levels in the commitment period 2008-2012. The UK has committed to an 8% reduction (base year = 1990). Achieve a reduction in anthropogenic carbon dioxide (CO2) levels to at least 5% Ensure all reasonable opportunities are taken forward to encourage development below 1990 levels by 2012. Consider afforestation and reforestation as carbon which is energy efficient and reduces reliance on private cars and reduces sinks. The UK target is to reduce emissions to 12.5% below 1990 levels by kilometres travelled. 2012 (note that the UK has imposed further targets upon itself since then). The proximity principle needs to be built into site selection when preparing the plans. The LDP should place primacy on reducing the need to travel and developing alternative means of travel. The impact of likely climate change on all types of infrastructure (i.e. impact on future drainage requirements) should also be considered. The SA should also include objectives addressing climate change issues, for example the need to reduce energy use and also the need to adapt to the impacts and risks associated with climate change. UN Framework Convention on Climate Change The convention sets an overall framework for intergovernmental efforts to tackle the challenge posed by climate change. It acknowledges that the climatic system is affected by many factors and is a shared system. Under the Convention governments have to: Both plans need to ensure that issues relating to climate change are considered • Gather and share information on greenhouse gas emissions throughout their preparation. • Launch national strategies for climate change The SA needs to include objectives that address climate change, flooding and the need to reduce greenhouse gas emissions. The baseline data collation should also • Co-operate in preparing for adaptation to the impacts of climate change obtain baseline evidence relating to these issues. There are no specific targets of relevance. Eryri Local Development Plan Short Form Revision – Strategic Environmental Assessment and Sustainability Appraisal Volume 2 7 Objectives, targets, indicators Implications for LDP and the SA process The Paris Agreement An agreement within the framework of the United Nations Framework Convention on Climate Change (UNFCCC) governing greenhouse gases emission mitigation, adaptation and finance from 2020. The agreement was negotiated during the 21st Conference of the Parties of the UNFCCC in Paris and adopted by consensus on 12 December 2015, but has not entered into force. The aim of the convention is described in Article 2, "enhancing the The policies in the ELDP are not considered to be prejudicial to meeting the the implementation" of the UNFCCC through: objectives set out in this Agreement. "(a) Holding the increase in the global average temperature to well below 2 °C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 °C above pre-industrial levels, recognizing that this would significantly reduce the risks and impacts of climate change; (b) Increasing the ability to adapt to the adverse impacts of climate change and foster climate resilience and low greenhouse gas emissions development, in a manner that does not threaten food production; (c) Making finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development." Countries furthermore aim to reach "global peaking of greenhouse gas emissions as soon as possible". EU Directive on the Conservation of European wildlife and of Wild Flora and Fauna (92/43/EEC) The Habitats Directive is a major piece of European legislation that aims to contribute towards protecting biodiversity - the variety of life - through the conservation of natural habitats and wild plants and animals. Recognising that wildlife habitats are under pressure from increasing demands made on the environment, the Directive provides for the creation of a network of protected areas across the European Union to be known as ‘Natura 2000’ sites. This network includes SACs and SPAs, which, on land, are already Sites of Special Scientific Interest (SSSIs).
