We consider that this report provides uptodate baseline data to assist in monitoring and reconsidering the SA as part of the review process. These add up to a total cut in greenhouse-gas emissions of at least 5% from 1990 levels in the commitment period 2008-2012. The UK has committed to an 8% reduction (base year = 1990). Achieve a reduction in anthropogenic carbon dioxide (CO2) levels to at least 5% Ensure all reasonable opportunities are taken forward to encourage development below 1990 levels by 2012. Consider afforestation and reforestation as carbon which is energy efficient and reduces reliance on private cars and reduces sinks. The UK target is to reduce emissions to 12.5% below 1990 levels by kilometres travelled. 2012 (note that the UK has imposed further targets upon itself since then). The proximity principle needs to be built into site selection when preparing the plans. The LDP should place primacy on reducing the need to travel and developing alternative means of travel. The impact of likely climate change on all types of infrastructure (i.e. impact on future drainage requirements) should also be considered. The SA should also include objectives addressing climate change issues, for example the need to reduce energy use and also the need to adapt to the impacts and risks associated with climate change. UN Framework Convention on Climate Change The convention sets an overall framework for intergovernmental efforts to tackle the challenge posed by climate change. It acknowledges that the climatic system is affected by many factors and is a shared system. The agreement was negotiated during the 21st Conference of the Parties of the UNFCCC in Paris and adopted by consensus on 12 December 2015, but has not entered into force. EU Directive on the Conservation of European wildlife and of Wild Flora and Fauna (92/43/EEC) The Habitats Directive is a major piece of European legislation that aims to contribute towards protecting biodiversity - the variety of life - through the conservation of natural habitats and wild plants and animals.
