Procedure for the conduct of the Public Forum will be as follows:

a. The Mayor will invite members of the gallery to speak on any item of concern, provided that the item is not included in a Chairperson's report or part of the minutes of a Committee and, therefore, for discussion by Council at tonight's meeting.

b. The limit of the Forum will be fixed at 30 minutes with each speaker limited to asking 1 question which must not exceed 5 minutes.

c. Each person will be limited to one question without elaboration or debate.

d. The Mayor reserves the right not to reply to questions where answers cannot be given immediately, but Council will reply by letter.

e. ALL questions must be submitted in writing including name and address by noon on the day of the meeting.

MAYORAL MINUTES

Relay for Life at Fairfield Showground

The Fairfield Relay for Life Team has approached me to say they would like to relocate their annual event to the festival oval at Fairfield Showground.

Our goal with Fairfield Showground is to create a space that the community can embrace and where major events can be held. It is testament to this newly developed venue to have such a high profile organisation made up of many local volunteers sharing the enthusiasm for what we are creating at Fairfield Showground.

This year’s Relay for Life is scheduled for Saturday 16 and Sunday 17 November.

Over the past 11 years, the Fairfield community has raised $900,000.00 through Relay for Life, with proceeds supporting the Cancer Council's research, prevention and support services. It is a community event that supports an issue that affects so many of us, our friends and our families.

Council has a history of supporting worthwhile causes like the Cancer Council and it is proposed that Council support this event by way of a donation of $5,000.00 towards running the event.

This is an event that has the potential to change people’s lives – as cancer can touch any one of us, our families or loved ones at any time. Fairfield City Council is proud to be a financial supporter and to host the Relay for Life at Fairfield Showground.

I propose that Council provides the Fairfield Relay for Life Team with $5,000.00 from the Cultural Event Sponsorship Fund towards running this important community event.

Leave your Mark at Fairfield Showground

While major works are progressing on the redevelopment of Fairfield Showground, we are also working on elements like circuit walking tracks, placement of seating and signage, exercise equipment, an off-leash dog park and providing for an overall enjoyable experience while attending events at the new Showground.

The development of Fairfield Showground is a once in a generation opportunity to provide open space for the people of south western for sporting events, festivals and playgrounds – to encourage the community to come together for healthy, outdoor activities and events.

This will include a fun new playground for children of all abilities at Deerbush Park, including a circuit walking path around the park, trampolines, picnic tables, bench seating, climbing net fort and slide, flying fox and much more. The design for the park was recently on exhibition for community feedback and submissions are currently being considered.

I am proposing that pavers for the Deerbush Park walking path be made available to members of the community for a small cost. These pavers can be engraved with a family name or business name and will be placed on the walking paths circling Deerbush Park at the Showground site.

The pavers are a chance to showcase those families and businesses who have called Fairfield City ‘home’, and who will forever have a connection to the City.

The pavers will be cost-neutral for Council, with no profit to be made from their sale.

I propose that Council proceed to promote the sale of pavers to community members and businesses for a price to be determined, to be placed on the Deerbush Park circuit walking path at the Showground site.

#Capture Fairfield Visual Arts and Photography Competition

For the past 3 years, Council has run the highly successful #Capture Fairfield photography competition, designed to encourage people to discover our City, facilities and services through the lenses of their cameras.

The competition is run alongside Local Government Week, with the Local Government Week themes used as themes for the photo competition. Winning photographs are displayed at Whitlam Library, at Council’s pop-up offices held during Local Government Week at local shopping centres, and in a display book, available on our website.

Deputy Mayor Clr Yilmaz is Chair of the Arts Advisory Committee and she has made representations to me to introduce a visual arts competition - as an ideal way to provide an opportunity for local artists to share their talents with the community. The matter has also been discussed at the Arts Advisory Committee.

I propose that the #Capture Fairfield photography competition be expanded to include a category for other visual arts.

The themes of the competition will again be aligned with the Local Government Week themes (once announced) and we will work with schools, community groups and the broader community to encourage participation.

Details of the competition are being finalised, but it is envisaged that the winning photographs and artworks will be displayed at Whitlam Library and either the Fairfield Museum and Gallery or at the Fairfield City Council Chambers.

To commemorate the amazing talent in our City, we will also create a book displaying the artworks and photography.

The competition will be coordinated by Council’s Communications and Marketing Team and the team at Fairfield City Museum and Gallery.

I recommend that Council expand the #Capture Fairfield photography competition to include a category for other visual arts.

Mayoral Community Benefit Fund - Drug Awareness & Relief Foundation

At the March 2019 Services Committee Meeting, Council resolved to make a donation to the Drug Awareness & Relief Foundation.

The Drug Awareness & Relief Foundation will receive $500.00 from the Mayoral Community Benefit Fund to use towards the printing and publication of the Matters of Substance Manual.

The Manual will be circulated to parents, educators and children attending Mary Mackillop, Westfield Sports and Fairfield High Schools.

Each Manual costs $50.00 and the donation from Council will provide 10 Manuals. In addition, funds generated from the Manual will support the Foundation’s Outreach Services which provides a mobile support and referral service to young people on the streets in high risk areas.

Mayoral Community Benefit Fund - Parents Café Fairfield Inc.

At the March 2019 Services Committee Meeting, Council resolved to make a donation to The Fairfield Parents Café Inc. based in Fairfield.

The Fairfield Parents Café Inc. will receive $2,000.00 from the Mayoral Community Benefit Fund to use towards their education and training program for local refugees.

The Fairfield Parents Café Inc. is a not-for-profit refugee settlement program operating from Fairfield High School to assist parents with social inclusion and their transition to the Australian education system.

The organisation incorporates refugee settlement activities that enhance community integration and cohesion such as education, employment, training and social enterprises. Since its establishment in 2010, the Fairfield Parents Café has helped over 3,000 local families through its various programs and activities.

I invite Fairfield Parents Café Inc. Manager, Haitham Jaju to come forward to receive the donation.

Fairfield City Women’s Day Award

Earlier this year, Council called for nominations for the inaugural Fairfield City Women’s Day Award; to recognise women as leaders in business, as entrepreneurs or for their accomplished careers in the private or public sectors. The award is also designed to establish the winners as an inspiration for others in the community to aspire.

The nominees all presented credentials of a high calibre and it gives me great pleasure to announce the winner of the inaugural Fairfield City Women’s Day Award to be Le Ho.

Internationally recognised as one of Australia's leading female entrepreneurs, Le Ho took over a struggling waste management company, Capital City Waste Services (CCWS) and within years had the company $10m in the green, a record turnover, testament to her unwavering commitment and hard work.

From humble beginnings, Le now exemplifies excellent entrepreneurship - providing incredible inspiration to the women in Fairfield. In addition to her celebrated accomplishments, she is always working to bring more opportunities and acclaim to Western Sydney in the projects she pioneers.

Today, Le sits on the Board of Directors of Western Sydney University - The College. She is working closely with the University to develop Australia's first industry endorsed Waste Management course to be delivered by a university.

Zero Waste Management was incorporated to take on these future students by giving them an opportunity to gain employment upon finishing. This company operates with the mission of not only creating opportunities, but to further encourage diversity and gender equality within the waste management industry in Australia.

Working with local community groups, Le strives to empower those from disadvantaged backgrounds to build their own successes. In particular, Le has worked closely with the Blue Dragon Children's Foundation, an Australian organisation that aims to rescue Vietnam's poorest children from poverty.

Councillors can you please join me in welcoming Fairfield City’s 2019 Women’s Day Award winner Le Ho to accept her award.

Fabulous Fairfield

Council’s Fabulous Fairfield Program acknowledges residents’ hard work in growing and maintaining striking gardens that add to the environmental quality and beauty of our City.

Tonight, we congratulate residents from Bonnyrigg, Bossley Park, Canley Heights and Fairfield East.

The gardens this month benefited from the recent rain, they were well-manicured with layers of shape and texture throughout. The daily care and attention our residents contribute are a visual pleasure for all to enjoy.

I would like to congratulate the recipients of the March Fabulous Fairfield awards as the standard this month has been very high.

Our Fabulous Fairfield winners will receive native plants grown by the Fairfield Community Nursery volunteers, who are based at our Nalawala Sustainability Hub. In addition, they also receive a small financial contribution to assist in the upkeep of their gardens.

1. The Draft 2019-2020 Operational Plan (Attachment A of the report) including the Draft 2019-2020 Pricing Policy, Fees and Charges (Attachment B of the report), be publicly exhibited from 29 March 2019 to 29 April 2019.

2. A further report be submitted to Council after the exhibition period, addressing all submissions received and any amendments required to the Draft 2019- 2020 Operational Plan including the Draft 2019-2020 Pricing Policy, Fees and Charges.

That Council note the forecasted figures for Making the Rates and Charges for the financial year ended 30 June 2020, in accordance with requirements of the Local Government Act 1993, and for inclusion in the Draft 2019-2020 Operational Plan:

1. The Residential rate should be made as a combination of base amount and "Ad Valorem" rate with the base amount to be $396.17 calculated to yield 45% of total revenue $50,720,404.69 for this category, and further that the "Ad Valorem" component of the Residential Rate be $0.00112972 or 0.112972 cents in the dollar on the value (valuation base date 1 July 2016) of rateable land in the city being under the Residential category.

2. The farmland rate should be made as a combination of base amount and "Ad Valorem" with the base amount to be $460.58 calculated to yield 21.5% of the total revenue $242,071.76 for this category, and further that the "Ad Valorem" component of the Farmland Rate to be $0.00093063 or 0.093063 cents in the dollar on the value (valuation base date 1 July 2016) of rateable land in the city being under the Farmland category.

5. The following Domestic Waste Management Charges be now made for the 2019–20 year (July to June period):

5.1 Domestic Premises – the 2019-20 charge to be $500.50 per bin of the size and pattern approved by Council payable in advance. No deduction will be made for services not rendered.

Services in excess of (1) per week and services commenced after 1 July 2019 will be charged at $9.62 per week.

5.2 Residential Flat Building – the 2019-20 charge to be $500.50 per residential unit for either bulk containers provided by Council or per bin the size and pattern approved by Council payable in advance. No deduction will be made for services not rendered.

Services in excess of (1) per week and services commenced after 1 July 2019 will be charged at $9.62 per week.

5.3 Service Availability to Vacant Land – The Local Government Act, 1993 requires all rateable land for which a domestic waste management service is available to be charged. The service availability charge of $250.25 will only be levied on relevant vacant residential land.

6. The following Stormwater Levy be now made for the 2019-20 year (July to June period):

6.1 Residential Strata – All residential strata properties will be charged at $12.50.

Services commenced after 1 July 2019 will be charged $0.24 per week.

SUMMARY

The NSW Government allocated $1,000,000.00 to the 2018/19 Metropolitan Public Library Grants fund to assist eligible councils in improving public library spaces, services and technology. The Library submitted an application for $100,000.00 in January 2019 to refresh the children’s area of the Whitlam Library. Council was notified on 1 March 2019 that the Library had received a grant of $85,000.00.

Accepting the grant will result in a new project for the 2018/19 Operational Plan.

The purpose of the project is to provide children with a space that stimulates their desire to explore, discover, learn and interact. The aims of the grant project are to:

 Improve access to and the performance of the children's collections  Provide new learning experiences for children up to 12 years  Extend the range and quality of programs offered

CONCLUSION

The grant will enable the children's area to be refreshed into a flexible space featuring mobile collections with occasional seating for parents to read to their children; a performance stage/area; learning spaces; and information technologies. Mobile shelving will enable the children’s collections to be flexibly arranged and the design is such that when set-up for programs it allows the collections to be continued to be used; something that is not possible now due to the fixed layout.

The grant will provide the community with vital resources for the development of literacy and language skills through reading, interactive programs and the use information technologies.

The outcomes of these funding applications were announced in February 2019. Fairfield City Council has been successful with two grant applications that will contribute to projects already identified in the 2019/20 Operational Plan.

This report provides details of the grant funding that Council has been successful in securing and seeks approval to allocate the specified amounts into the respective projects.

The projects include IN20637 Splash Pad (Fairfield Showground), IN20559 Tree Planting in Parks and Sportsfields (various locations) and IN20173 Street Tree Planting (various locations).

PURPOSE

Everyone Can Play Grant 2018-2019

The Draft 2019/20 Operational Plan includes the project IN20637 Splash Pad (Fairfield Showground) valued at $550,000.00. The successful application was originally for an Inclusive Splash Playground at Fairfield Adventure Park. Since the time of the application, the draft Operational Plan 2019/20 has been adjusted and the location has been confirmed as Fairfield Showground.

It is proposed to enter into discussions with NSW Planning and Environment to adjust the project scope and change the grant location of the water playground to Fairfield Showground.

The Inclusive Splash Playground will provide a water play space for all ages and abilities. The inclusive playground will include multiple tipping buckets, spraying fountains, user- directed water cannon, spray hoops along with accessible wide pathways and picnic shelters surrounding the park.

These grants are provided on the condition that Council matches with a minimum of 1:1 funding.

Five Million Trees for Greater Sydney Grant 2018-2019

The Draft 2019/20 Operational Plan includes the project IN20559 Tree Planting in Parks and Sportsfields and IN20173 Street Tree Planting. These 2 projects provide a total of $60,000.00 to deliver these outcomes.

The successful grant application provides for 2,236 trees to be planted at 11 sites throughout the Local Government Area including; Clear Paddocks Reserve Wakeley, River Avenue Villawood to Carramar, Hollywood Drive Lansvale, Nelson Street Fairfield, Polding Street Wetherill Park, Bosnjak Park Edensor Park, Endeavour Park Fairfield West, Carrawood Park Carramar, Rosford Park Smithfield, Brenan Park Smithfield, and Smithfield Road.

These grants are provided on the condition that Council matches with a minimum of 1:1 funding.

CONCLUSION

Council has been successful in securing 2 grants announced in February 2019. The grant funds will allow existing projects to be expanded.

This report recommends that Council receives and allocates the grant funds into the identified projects within the 2018/19 Operational Plan.

The NSW Government has allocated a grant of up to $200,000.00 under the Metropolitan Greenspace Program (2018/19) for project completion in 2019/20. The purpose of the grant is to develop strategic planning for the Green Grid Priority Corridors identified in the Greater Sydney District Plans.

This report seeks Council’s endorsement of the Ropes Creek Master Plan which is the approved project for this funding and also to negotiate with NSW Planning and Environment for any unspent funds to be re-allocated to Council’s project IN19585 Chipping Norton Lakes Master Plan Lansvale.

DISCUSSION

Grant Allocation

The Metropolitan Greenspace Program 2018/19 is offering eligible councils a total of $4 million to prepare a detailed Master Plan for each of the Priority Green Grid Corridors identified in the Greater Sydney District Plans. The delivery of these Corridors is a core objective of the Metropolitan Greenspace Program and aligns with the Greater Sydney Region Plan – A Metropolis of Three Cities.

Up to $200,000.00 per project is being offered to eligible councils for this purpose. Each eligible council has been nominated for 1 or more project(s). The funding is to prepare a detailed Master Plan for each of the Priority Green Grid Corridors identified in the Greater Sydney District Plans (Attachment A). The Ropes Creek Corridor is the nominated project for Fairfield Local Government Area.

Ropes Creek sits in the Western portion of the Local Government Area with surrounding land predominately in private ownership and is shown in the maps below.

It is noted that a separate report to the April Outcomes Committee addresses the structure planning and community consultation undertaken to date for Fairfield Rural Lands Urban Investigation Area (UIA) which includes the Ropes Creek Corridor. The work subject to the grant offer will address the acquisition and corridor identification issues for the Ropes Creek Corridor and establish a process for the remaining potential ‘green corridors’ within the broader UIA.

The Green Grid Priority Corridor for Liverpool City Council is the Georges River Parklands and Chipping Norton Lakes. The Chipping Norton Lakes are bounded by 3 Local Government Authorities; Canterbury Bankstown City Council, Fairfield City Council and Liverpool City Council.

Council Officers have had preliminary discussion with NSW Department of Planning and Environment about their support for the re-allocation of any unspent monies following the completion of the Master Plan for the Ropes Creek project. Fairfield City Council has a project in the 2018/19 Operational Plan; IN19585 Chipping Norton Lakes Master Plan that has a small budget for the commencement of the planning for the recreational facilities required throughout the parks associated with the site.

The reallocation of any remaining funding from the Ropes Creek project could be included in IN19585 Chipping Norton Lakes Master Plan. Grant Acceptance

If Council resolves to accept this grant offer a project proposal/project management plan will be prepared by Council Officers and be provided to NSW Planning & Environment by 30 April 2019.

Projects are required to commence within 60 days of the funding deed being signed and completed within 12 months of the deed being executed.

CONCLUSION

Council has been allocated a grant of $200,000.00 by NSW Planning and Environment under the Metropolitan Green Space Program Grants 2018/19 to develop a Master Plan for Ropes Creek.

This report recommends that Council accept the grant funding of $200,000.00 for the Ropes Creek Master Plan and that Council Officers negotiate with NSW Department of Planning and Environment that should there be any unspent funds that they be reallocated into Project IN19585 Chipping Norton Lakes Master Plan Lansvale with funds voted into Council’s 2018/2019 Operational Plan.

That:

1. The part of Hughes Street Cabramatta as identified in the report be closed.

2. In accordance with Section 38D(1) of the Roads Act 1993, a Notice be published in the Government Gazette to close the part of Hughes Street Cabramatta as outlined in red on the draft Plan of Subdivision in Attachment B of the report.

3. The part of Hughes Street Cabramatta referred to in the report be classified as Operational Land.

4. SUMMARY

This report seeks Council’s approval to formally close a small portion of road adjoining 34- 40 Hughes Street Cabramatta. Upon closure of the road, the land will be classified as Operational Land and will form part of the site for the new Hughes Street Car Park redevelopment project.

Background

Council at its Ordinary Council Meeting on 27 November 2018 considered Item 160 relating to the new car park proposal at Hughes Street Cabramatta and resolved to endorse the general layout as identified in the report. The parcels of land identified in the new car park footprint includes a small section of road of approximately 3m² as outlined in red in the diagram below.

CONSULTATION FOR ROAD CLOSING

A public consultation for closing of part of Hughes Street Cabramatta was conducted in February 2019. A notice of proposed road closing was advertised in the Fairfield Champion on 20 February 2019. For reference, a summary of the public consultation and responses is outlined in Attachment A. Council received 2 enquiries and Council Officers have resolved these potential objections, which have now been withdrawn.

A Development Application has been lodged to legally identify the subject part of Hughes Street, Cabramatta for the purpose of road closing and issue of land title. This is shown as outlined in red on the draft plan of subdivision in Attachment B. Once the DA has been approved and all conditions satisfied, the plan will be lodged with the Land Registry Services.

In accordance with section 38D(1) of the amended Roads Act 1993, Council after considering any submissions made in respect of a road closing proposal may, by notice published in the Gazette, close the subject part of Hughes Street, Cabramatta.

“38D Decision of proposal (1) After considering any submissions that have been duly made with respect to the proposal, the council may, by notice published in the Gazette, close the public road concerned. (2) However, a council public road may not be closed: (a) in the case of a classified road—unless RMS consents to the closure of the road, or (b) in the case where a notifiable authority has formally objected under section 38C to the closing of the road—until the objection is withdrawn by the authority or set aside by the Land and Environment Court under that section.”

As the objections to the proposed road closure have been resolved, it is recommended for a notice in the Government Gazette to close part of Hughes Street, Cabramatta be published.

CONCLUSION

Following completion of public consultation, it is recommended that Council exercise its power to formally close the subject part of Hughes Street identified in the report by publication of a notice in the Government Gazette.

The subject road will be classified as Operational Land and will form part of the Hughes Street Car Park Redevelopment footprint.
