Modified UK National Implementation Measures for Phase III of the EU Emissions Trading System As submitted to the European Commission in April 2012 following the first stage of their scrutiny process This document has been issued by the Department of Energy and Climate Change, together with the Devolved Administrations for Northern Ireland, Scotland and Wales. April 2012 UK’s National Implementation Measures submission – April 2012 Modified UK National Implementation Measures for Phase III of the EU Emissions Trading System As submitted to the European Commission in April 2012 following the first stage of their scrutiny process On 12 December 2011, the UK submitted to the European Commission the UK’s National Implementation Measures (NIMs), containing the preliminary levels of free allocation of allowances to installations under Phase III of the EU Emissions Trading System (2013-2020), in accordance with Article 11 of the revised ETS Directive (2009/29/EC). In response to queries raised by the European Commission during the first stage of their assessment of the UK’s NIMs, the UK has made a small number of modifications to its NIMs. This includes the introduction of preliminary levels of free allocation for four additional installations and amendments to the preliminary free allocation levels of seven installations that were included in the original NIMs submission. The operators of the installations affected have been informed directly of these changes. The allocations are not final at this stage as the Commission’s NIMs scrutiny process is ongoing. Only when all installation-level allocations for an EU Member State have been approved will that Member State’s NIMs and the preliminary levels of allocation be accepted.

Improved Generation Dispatch In Power Systems Imperial College of Science, Technology and Medicine t A thesis submitted for the degree of Doctor of Philosophy of the University of London and for the diploma of Membership of Imperial College -by- Fergal McNamara Electrical Energy Systems Section Department of Electrical Engineering Imperial College August 1990 Page i Improved Generation Dispatch in Power Systems To my Mother and Father Page ii Improved Generation Dispatch in Power Systems ABSTRACT The economic allocation of generation among individual generating sets performed in an En ergy Management Centre relies on simple models of power plant behaviour. The plant is re garded as a power source which can be varied at will, with some maximum rate of change. However, there are many other relevant power station attributes, which, although clearly re cognized, are not explicitly taken in consideration in the Energy Management Centre. Primary control of grid frequency, achieved by governor action, relies on the fact that some generators are operating above the minimum pressure necessary to achieve their dispatched load. The response of such a generator to a frequency deviation from nominal, termed the governor gain, is an automatic control action aimed at reducing supply and demand imbal ance and hence containing frequency within limits. The ability of a generating unit to provide active power reserve for frequency regulation is a function of its dispatched load and operating pressure. If this relationship and the associated costs are known then the required reserve can be scheduled in the most economic way over the entire power system by an enhanced dispatch algorithm which includes the operating pressure.

150/10 ASSESSMENT REPORT for Modification Proposal P226 ‘ Improving Large Combustion Plant Directive Information Disclosure ’ Prepared by: P226 Modification Group Date of Issue: 05 December 2008 Document Reference: P226AC Reason for Issue: For Panel Decision Version Number: 1.0 Proposed Modification P226 seeks to enhance the visibility of key Large Combustion Plant Directive (LCPD) emission limit/allocations and operating hours data by publishing such data on the Balancing Mechanism Reporting System (BMRS). In addition the proposal requires relevant BSC Parties to promptly inform the market (again via the BMRS) whenever they request changes to emission limits/allocations or subsequently have such changes granted under the relevant Emission Limit Value (ELV) or National Emission Reduction Plan (NERP). Alternative Modification P226 is similar to the Proposed Modification, except that it focuses instead on the publication of information on the BMRS relating to cumulative operating hours and derogations applied for and granted. It does not require the submission or publication of details on emission limits/allocations. As such the Alternative Modification does not contain all of the reporting requirements detailed in the Proposed Modification. MODIFICATION GROUP’S RECOMMENDATIONS The P226 Modification Group invites the Panel to: • AGREE a provisional recommendation that P226 Proposed and Alternative Modifications should not be made; • AGREE a provisional Implementation Date for both the Proposed and Alternative Modifications of: − 25 June

  • Nothing Neutral Here: Large-Scale Biomass Subsidies in the UK and the Role of the EU ETS
UK-based power companies are using the myth that biomass is 'carbon neutral' to continue their emissions and greenwash their polluting activities permitted under the EU Emissions Trading System and other EU legislation. This deceptive accounting undermines analysis that places emissions from biomass on a par with fossil fuels. This British biomass boom is set to benefit polluters and cause widespread environmental destruction through land grabs and deforestation. Nothing Neutral Here: Large-scale biomass subsidies in the UK and the role of the EU ETS CARBON TRADE WATCH May 2012 Executive summary Nothing The UK government is subsidising the generation of biomass energy despite the fact that this will promote high carbon Neutral Here: emissions, land degradation and cause deforestation. It is estimated that around 80 million tonnes of wood is expected Large-scale to be burned in UK power stations each year.1 Without overall reduction in energy use, much of the biomass required would biomass subsidies be imported from outside the UK. These subsidies are justified on the premise that energy in the UK and the generated by burning biomass causes no emissions: a myth imported into the design of the failed EU Emissions Trading role of the EU ETS System (EU ETS). While large energy companies looking to switch to biomass are currently accounted for in the EU ETS, Executive summary 2 emissions reductions reporting will be greatly exaggerated based on false biomass ‘carbon neutral’ status. This notice details changes that will apply from 1 April 2013 and follows the ‘indicative notice’ published on 2 November 2012. This notice is split into four parts: • TO Charges • TO Entry Commodity • DN Pension Deficit • TO Exit Capacity • TO Exit Commodity • SO Charges • SO Entry and Exit Commodity • Other SO Charges • St Fergus Compression • Connected System Exit Points Administration • Supporting Information • Appendices Basis of preparing the charges / allowed revenues National Grid sets its charges to recover the price controlled allowances set by Ofgem. The current price control expires on 31 March 2013 and Ofgem has issued its Final Proposals for the RIIO-T1 price control to apply from 1 April 2013 1. National Grid has used Ofgem’s RIIO-T1 Final Proposals, which were published on 21 December 2012, as the basis for calculating the charges contained in this notice. 2 A summary of the revenues used to set the charges is given in Table 2 in Appendix 1. 1http://www.ofgem.gov.uk/Pages/MoreInformation.aspx?docid=342&refer=Networks/Trans/PriceControls/RIIO- T1/ConRes 2 Given the timing of setting charges, we have used the figures which result from Ofgem’s RIIO-T1 Final Proposals, however this should not be interpreted as acceptance of the Final Proposals by National Grid.
