Modified UK National Implementation Measures for Phase III of the EU Emissions Trading System As submitted to the European Commission in April 2012 following the first stage of their scrutiny process This document has been issued by the Department of Energy and Climate Change, together with the Devolved Administrations for Northern Ireland, Scotland and Wales. April 2012 UK’s National Implementation Measures submission – April 2012 Modified UK National Implementation Measures for Phase III of the EU Emissions Trading System As submitted to the European Commission in April 2012 following the first stage of their scrutiny process On 12 December 2011, the UK submitted to the European Commission the UK’s National Implementation Measures (NIMs), containing the preliminary levels of free allocation of allowances to installations under Phase III of the EU Emissions Trading System (2013-2020), in accordance with Article 11 of the revised ETS Directive (2009/29/EC). In response to queries raised by the European Commission during the first stage of their assessment of the UK’s NIMs, the UK has made a small number of modifications to its NIMs. This includes the introduction of preliminary levels of free allocation for four additional installations and amendments to the preliminary free allocation levels of seven installations that were included in the original NIMs submission. The operators of the installations affected have been informed directly of these changes. The allocations are not final at this stage as the Commission’s NIMs scrutiny process is ongoing. Only when all installation-level allocations for an EU Member State have been approved will that Member State’s NIMs and the preliminary levels of allocation be accepted. -

CHILHAM: STOUR VALLEY Location map: CHILHAMCHARACTER AREA DESCRIPTION North of Bilting, the Stour Valley becomes increasingly enclosed. The rolling sides of the valley support large arable fields in the east, while sweeps of parkland belonging to Godmersham Park and Chilham Castle cover most of the western slopes. On either side of the valley, dense woodland dominate the skyline and a number of substantial shaws and plantations on the lower slopes reflect the importance of game cover in this area. On the valley bottom, the river is picked out in places by waterside alders and occasional willows. The railway line is obscured for much of its length by trees. STOUR VALLEY Chilham lies within the larger character area of the Stour Valley within the Kent Downs AONB. The Great Stour is the most easterly of the three rivers cutting through the Downs. Like the Darent and the Medway, it too provided an early access route into the heart of Kent and formed an ancient focus for settlement. Today the Stour Valley is highly valued for the quality of its landscape, especially by the considerable numbers of walkers who follow the Stour Valley Walk or the North Downs Way National Trail. Despite its proximity to both Canterbury and Ashford, the Stour Valley retains a strong rural identity. Enclosed by steep scarps on both sides, with dense woodlands on the upper slopes, the valley is dominated by intensively farmed arable fields interspersed by broad sweeps of mature parkland. Unusually, there are no electricity pylons cluttering the views across the valley. North of Bilting, the river flows through a narrow, pastoral floodplain, dotted with trees such as willow and alder and drained by small ditches. -

North Kent Plain Area profile: Supporting documents Introduction National Character Areas map As part of Natural England’s responsibilities as set out in the Natural Environment 1 2 3 White Paper , Biodiversity 2020 and the European Landscape Convention , we North are revising profiles for England’s 159 National Character Areas (NCAs). These are East areas that share similar landscape characteristics, and which follow natural lines in the landscape rather than administrative boundaries, making them a good Yorkshire decision-making framework for the natural environment. & The North Humber NCA profiles are guidance documents which can help communities to inform their West decision-making about the places that they live in and care for. The information they contain will support the planning of conservation initiatives at a landscape East scale, inform the delivery of Nature Improvement Areas and encourage broader Midlands partnership working through Local Nature Partnerships. The profiles will also help West Midlands to inform choices about how land is managed and can change. East of England Each profile includes a description of the natural and cultural features that shape our landscapes, how the landscape has changed over time, the current key London drivers for ongoing change, and a broad analysis of each area’s characteristics and ecosystem services. Statements of Environmental Opportunity (SEOs) are South East suggested, which draw on this integrated information. The plant is re garded as a power source which can be varied at will, with some maximum rate of change. However, there are many other relevant power station attributes, which, although clearly re cognized, are not explicitly taken in consideration in the Energy Management Centre. Primary control of grid frequency, achieved by governor action, relies on the fact that some generators are operating above the minimum pressure necessary to achieve their dispatched load. The response of such a generator to a frequency deviation from nominal, termed the governor gain, is an automatic control action aimed at reducing supply and demand imbal ance and hence containing frequency within limits. The ability of a generating unit to provide active power reserve for frequency regulation is a function of its dispatched load and operating pressure. If this relationship and the associated costs are known then the required reserve can be scheduled in the most economic way over the entire power system by an enhanced dispatch algorithm which includes the operating pressure. -

Statutory guidance was first published within the Department of the Environment Transport & Regions Circular 02/2000, dated the 20th March 2000. This was replaced by Defra Circular 01/2006 dated 4th August 2006 which covered radioactive contamination of land. -
