    United Nations S/2007/582 Security Council Distr.: General 28 September 2007 Original: English Report of the Secretary-General on the United Nations Interim Administration Mission in Kosovo Introduction 1. The present report is submitted pursuant to Security Council resolution 1244 (1999) by which the Council decided to establish the United Nations Interim Administration Mission in Kosovo (UNMIK) and requested the Secretary-General to report at regular intervals on the implementation of the mandate. It covers the activities of UNMIK and developments in Kosovo (Serbia), from 1 June to 31 August 2007. Kosovo future status process 2. On 1 August, I issued a statement welcoming the Contact Group’s agreement on modalities for further negotiations between Belgrade and Pristina during a new period of engagement. This effort is being led by a “Troika”, comprising representatives of the European Union, the Russian Federation and the United States of America. The United Nations has been providing support to the Troika’s mediation effort. On 30 August, the Troika held proximity talks in Vienna with delegations representing Serbia and Kosovo. Prior to those talks, the Troika held its first meeting with the Serbian Government on 10 August and with the Kosovo Unity Team on 11 and 12 August. I look forward to the Contact Group reporting to me on the results of the period of engagement by 10 December. Political situation 3. During the reporting period, the overriding political focus in Kosovo was on the deliberations on a new resolution in the Security Council. The Kosovo Albanian community and its leadership expressed disappointment when the Council failed to adopt a new resolution.

Introduction During the initial stage of the Kosovo crisis, the international community held out prom- ises of substantial support to neighboring countries if they stood strong against Serbian aggression. President Clinton spoke about launching a Marshall Plan for Southeastern Eu- rope to help rebuild a region crippled by war.' NATO leaders showered promises of military protection and economic help to Yugoslavia's neighbors for siding with the alliance on Kosovo. In fact, NATO's "direct and real interest" in the security of the neighboring coun- tries caused the alliance to be at "the forefront of the international community in supplying money and material" to these countries.2 To prevent any widening of the conflict, neigh- boring countries received security support from both the international community and NATO. Indeed, the NATO alliance did not hesitate to assure the neighboring countries that it would stand by them throughout the crisis, given their importance to NATO's overall efforts to stabilize the region.' Did the international community keep its promise? Did the region pay an extraordinary price for assisting the alliance in its actions against Belgrade? Can the region fully recover from the Kosovo crisis? This article offers a preliminary assessment of the effects of the Kosovo war on South- eastern Europe and addresses regional reconstruction efforts up to and including the re- cently adopted Stability Pact. Much can be established empirically. For instance, economic performance before and after the war can be measured with relative accuracy.

Although electronic media has the largest audience, while online media is constantly expanding, the traditional print media is still surviving and they influence the political and social life of local communities. “Narodne novine” [English: The People’s Newspaper] are a daily news and political newspaper with the longest publication time in south-eastern Serbia. By using the quantitative and qualitative content analysis, as well as the comparative and synthetic research method, the authors investigate how this newspaper has transformed in relation to genre, and in thematic and visual terms during the two socially and historically different periods - in the socialist and transitional period. The research corpus consists of 63 articles from two editions of “Narodne novine” – the newspapers published on May 1st 1949 (28 articles) and 70 years later, on May 1st 2019 (35 articles).
