Mister Presidents, Mister Delegates Dear Sirs, dear friends,

It’s a great honour for me to welcome you, if you allow me with this year the glove, at the occasion of the General Meeting of Mars and Mercury Europe in Namur. Due to serious causes not possible to transfer, I profoundly regret not to be able to assist to this meeting in Namur. I feel nevertheless confident knowing that the lead of this meeting is in hands of my predecessor, Colonel Zumwald, and our Secretary General, Philippe Gielen. From Sofia, Bulgaria, I send you my best greetings and enjoy me to meet you in the shortest delays in Belgium or elsewhere. 1. During our last meeting on the 25th November 2016 in Hasselt, we had big ambitions at the start. The same remains the objectives of the actual Presidency. The cardinal points – promotion of the contacts between the circles and their individual members and the participation to this contacts – are and will be pursued. Although some individual Circles has expressed reserves concerning sharing the data and coordinates of their members, what we noted, the ambition to promote the individual contacts between circles didn’t change. The ambition to form a European yearbook accessible to each member of each Circle was not abandoned but the form was changed : my predecessor, Pierre Zumwald, has created a Mars and Mercury site, which can contain the compilation of all European members who would give their agreement to be enclosed. Further : in a few weeks the National Secretaries will receive the invitation to kindly transmit to their members the existence of a M&M network in Linked In with the request, if they share the desire to meet each other over the European borders, to agree to join. Your President wrote it already in the marble… The M&M Europe site : as you could note, the reconstruction of the site could not yet be finalised. This meeting will enable you – thanks the initiatives of Pierre Zumwald – to acknowledge the content of the site as per next week ! Pierre Zumwald has launched the idea that the Vice-Presidency should manage the site but this theme confront us with the challenge of our vice-presidency, which will be treated later on in this report. 2. The Presidency has defined that closer contacts with – among others – Poland, Germany and Denmark, should take place, that the bonds should be reinforced. We had already some preparing contacts with Poland and Germany. Concerning Denmark the efforts are announced . These efforts, which costs we have foreseen in 2016 on the 2017 budget, but which didn’t take place, will be realised during the year 2018.

The year 2017 was the year of reflexion and preparation . The Circles will see that in the year 2018 the intentions ( including their financial imputations ) will for sure take place , this also considering the position already taken in term of reserves. Visits to : - Poland – Denmark – Germany will follow and our Board will use the reserves, as put to their disposal in 2016 . In the year 2017 the request to your Assembly will be identical, moves will so be easier, from which you will be able to read the result in our next report of 2018.

At this moment our Vice-Presidency is assured by M. Michel Gretsch , who acts to permit to the nominated Vice-President, Slawomir Michalski, and the Polish President , Colonel Zygmunt Bugowski, to continue with the actual phase of reflexion in their country, Poland. The Board has the view that our friends in Poland should receive the possibility to ensure themselves that the social environment in politics allow them to continue the active participation of Poland. Poland has the right to our support and your Board wants to give it to them. Further, next November , thanks to the introduction of our Dutch Past President , M. Tawfik Kamil, your president will be able to visit in Lisboa a representative of the Portuguese network who could be interested to establish a Circle in Portugal. This visit will take place in connection with a conference of another organisation to which I participate, so there will be no additional costs pour for M&M Europe. But it is understood that even if this visit has not immediately the, by your President expected, results the challenge to the Circles to raise up new Circles justifies in it selves the costs of their research. 3. The National Presidents and National Secretaries may expect an invitation to share their agenda of ( national ) activities with the Secretary General and their national colleagues : this is a first step to the opening of the Inter-European activities to the members of the other Circles, which, after introduction and acceptation, should have access to those, as usual in the international networks. The objective is the participation « cross border » of the Trans National M&M members to the activities of the other Clubs of the other Circles : you can only make better contacts and better relations between members at both sites of the border by real contacts. 4. M&M Europe aspires to organise, in 2018, in the bosom of NATO, a rendezvous on which all leaders and members of all Circles will be invited, the first initiatives of a possible cooperation with the International Society of Military Rights and War Rights took already place. We can add that this initiatives will not interfere in any way with the programs of the Belgian Circle, especially of Club Gent ( Genth ), which organizes on the 10th of November2018 the of M&M Belgium The European Board wants to participate the best way possible to the initiatives of Club Gent and M&M Belgium in 2018 5. On ‘domestic’ level M. Philippe GIELEN and M. Jan LENIERE will explain you that the European Board has decided not ( yet ) to use your authorisation to establish a ‘’ Non Profit’ Association ‘’ following Belgian law, as the regular costs of this entity would cost about 8% of the annual budget. Because of this unforeseen aspect, we - as your managing directors – have decided to ask you the possibility to deliver the Board of M&M Europe a delay period of 3 ( three )years to establish the Non Profit Association.

Mister Presidents, Mister Delegates, Dear Sirs, dear friends, Mars and Mercury is really a unique organisation : this unique character should be shown by each of our members in the respective Circles of which we are constituted. We have the luck to live in the years 2017 and 2018 instead of the horrible years 1917 and 1918 ; its to us to gather ourselves around the borders in this great Circle in which the « linking pin » is Mars et Mercury! a ) Mr Jan Lenière started his PowerPoint presentation, by delivering to all the delegates the details on paper of the situation on 31/12/2016 : total of the possessions on all existing accounts : € 14.256,65 ( Details see annexed tables ) b) Financial Control: the Auditor, Brgd Gen. Ronald Cazaerck, read his positive report ( see annexe ) and asks to the Assembly to discharge the General Treasurer, what was done.

c ) Presentation of the situation on 17/10/2017 : total of the possessions on all existing accounts : € 17.188,13 ( Details see annexed tables) Above figure doesn’t take into account the expenses to be done for the General Meeting 2017.

Yearly contribution of the National Circles : All countries are in a good standing of payment for the year 2017except Poland who promised to pay very soon.

d ) Definition of the 2018 contribution of the National Circles: The formula to be applied since 01-01-2017 is maintained with unanimity, as to be - €150 for each Cercle + €0,75 per member on the 31st of December of the former year without any exclusion

e) Budget : The Treasurer presents his budget for 2018 ( see annexe ) Points specially discussed : - The Trans-Europe project, not realised in 2017, was mentioned in the budget 2018 for € 1700,- The Assembly decides to lift this activity out of the regular budget and to consider it as a provision.

B : Report of the Royal Cercle Mars et Mercure Belgium 2017 (November 2016 - October 2017).

Balance of the past year. *Members : 797. Recruitment, as last year, is going better in the bigger Clubs then in the smaller. Easily explainable by the quantity of contacts and relations. *The Site was put in place and the Data Base is accessible. *National Days : 2016 : Air Base of Kleine Brogel of the 10th Tactical Wing, organised by Club Hasselt ; (province of Limburg) : 246 participants. Lecturer : General Compernol, CHOD ( Chief of Defence ) 2017 : organised by Club Namur ( province of Namur) : 184 participants Lecturer : Etienne de Callatay. Actually Professor at the UCL Namur, after having fulfilled numerous important mandates in public and private institutions ( BNB, IMF, departmental staff Prime Minister JL Dehaene, chief economist responsible of the financial department of the Degroof Bank. 2018 : will be organised on the 10th of November by the Club Gent (province Oriental Flanders) . *In 2017, apart of the numerous and interesting activities in our 11 clubs, an event of the Economeet Type took indeed place on last 22nd and 23th of June at the Royal Military School. This Forum named Officers & Entrepreneurs, was organised at the initiative of Club Brabant, to celebrate the 90th anniversary of the Circle. The two main axis of subjects and debates were at one hand the new partnership between Defence and the Contractors, and at the other hand the security challenge. About 200 representatives of Defence, of the Federal Service of Interior and of the economic and university world came together in the RMS to exchange their ideas and points of view about cooperation with Defence and the business world. Small minus: on Belgian level: the participation of the MM members was less important as expected (could be due to the cost of the event). The Secretary General, the General Treasurer and the Auditor were the only representatives of M&M Europe. *I deliver to you a copy (without the pictures) of the conclusions of this forum, which was sent to the editor of your national news bulletin for publication. *EconoMeet : representatives are still working on which future should be given to it. Vision , objectives and expectations will be put in writing in next national news bulletin.

* New Standing Orders : will be presented on next Board of Administrators for approval vote. *Life of the Circle : Big reflexion about the way of functioning of our Clubs and our Circle. On reason of responsibility of the administrators, Club Gent decided to function as a Non Profit Association on themselves. Club Bruges is already functioning as a NPA since 2006 and this doesn’t affect in any ways the relations between them and the Circle. We are looking to establish a typical convention which would give the possibility to all Clubs which wants to become an own NPA, and which would bound , in respect of loyalty, the Clubs NPA and the Circle NPA. To be followed in the months and years to come. *To end that discussions the insurance covering all events of the Clubs and the Circle was reviewed to a higher level . So a final and satisfactory epilogue and conclusion was found.

Strategy for the future years : We have to come to the conclusion that finding a strategy to recruit members is not easy, especially younger. Finally, the mouth to ear, direct contacts in own circle of friends, acquaintances and relations seems to be the most efficient. The Circle website and the websites

of the Clubs are all accessible and attractive but they have to be consulted by persons external to our Circle, what doesn’t seem to happen. Question is and stays : how to raise up the interest which provokes a positive reaction of a potential member ?

CH : Report of the activities of M&M Switzerland Mister President, Misters Members of the Board, Misters Members of the European delegations, Dear friends,

It’s a pleasure to present you the report of M&M Switzerland while treating three points :  Strenghts and weaknesses  Manpower  The balance of the year Strengths and weaknesses, developments during past year On level of the strengths, as usual the quality of the organisation, as well the program is limited last year to one lecture, one stamm aperitif and the launching of M2M. The number of participants remains week but full of quality. The self-proclaimed Comity, intended for 2 years is working on the possibility to transmit the ‘’keys’’ of M&M Switzerland to a relief of young officers… and the results are encouraging. The deep work done to rethink M&M Switzerland, which brought a simplification of the structure and the putting into place of a new activity M2M (member 2 member) has permitted to propose novelties and seem to be adapted to the wishes of the members. On level of other priorities :  To continue to relaunch M&M via Europe  To constitute a new Comity and continue to follow the idea to develop M&M in the German speaking part of Switzerland.

Evolution of the memberships

On level of the adhesions some pause was decided and the Circle counts about 100 members after the expurgation by the Board of the bad payers. Balance of past year

With 1 lecture, 1 stamm aperitif and 2 meetings M2M, the proposed activities are limited but allow to communicate. It’s urgent that our real difference : the two faces mars & mercury and that our European network should be well understood by and bring a real more-value to our members. D : 1. Actual number of members is 133. The age structure is encouraging. At the moment there is no pressure upon recruiting. The executive committee underlines in the minutes of our last meeting that MM Germany is no business network but a circle of friends with a special target. 2. In spring we visited the new command of cyber forces near Bonn. Just two weeks ago we met at the CLAAS Company in Harsewinkel with focus on the subject of digitalization of farming. 3. Next year it is planned to visit in spring the joint support service of the German forces probably in Ulm. The “civil meeting” in autumn will take place at Heidelberger Druckmaschinen in Wiesloch. 4. The contact to the forces is multifaceted on regional and national level. The contact to the MoD is good.

DK : Due to other priorities and an unexpected switch of Presidency, the Danish leaders were excused and sent their report later.

Activities in Mars and Mercury Denmark during the past year

After the General Assembly, the Spring Meeting was conducted in good order. The Chief of Defence, General Bjørn Bisseup briefed the attendees on the current security situation nationally and internationally.

In late summer, the President of Mars and Mercurius Denmark, Mr Jesper T. Lok, had to step down to exceptional work pressure in his business life. Mr Torben von Lowzow took over as acting President and still functions as such.

The Chief of Defences special event took place on the 6th of September 2017. This event included a visit at the Royal Danish Navy Weapons Centre.

The Autumn Meeting took place on the 2nd of November 2017 in the Citadel. The Vice Chief of Defence briefed on the overall security situation with a focus on Cyber Security. The main part of the evening was two briefings on Cyber Security and Cyber Warfare. The Mars part was by Thomas Lund-Sørensen of the Danish Defence Intelligence Service. The Mercurius part was by Lars Falch, Vice President, IT Security & Quality Corporate in Novo Nordisk.

The number of members of Mars and Mercurius Denmark is 300+ in 2017. The Danish members do not pay membership fee. However, in the spring of 2017 members were encouraged to each contribute with DKK 5,000 (c. 660 euros). This resulted in some income.

Mars and Mercurius Denmark applied for funds at various foundations and businesses. The received funds are passed on to information activities, as it is the aim of Mars and Mercurius Denmark to strengthen relations and cooperation between the Danish military, corporate life, and the public sector in order to gain a greater understanding of each other’s various challenges and ways of working.

An ongoing activity currently is that the Bureau of Mars and Mercurius Denmark is evaluating the conditions for being a member. Considerations on creating a web page are also ongoing.

E : The M & M Circle of Spain has still only one member left being myself, Joaquim Illa Juando. The more active members of the past are all past over, and some others , although sympathetic, didn’t show further interest to any support or contribution.

This means : nothing new is to consider.

I address my best greetings to all members of Mars & Mercury who always received me with such kindness and consideration.

F REPORT OF THE NATIONAL CIRCLE MARS ET MERCURY FRANCE MANPOWER

The deceases and resignations were compensated by new adhesions. Manpower unchanged.

ACTIVITIES 2016

- Dinner with conference each month in the Clubs of the Circle MM France.

- Visit of industrial sites.

- In collaboration with the AOR 67 (association of reserve officers) MM has organised a seminary of 6 days to the profit of under-officers admitted to the oral test of the entree examination to the EMIA (military inter-army school St Cyr), with the following program : 4 days of classes and 2 days of blank examination in the three following matters : general culture, military knowledge and English language.

- Sponsorship : at the request of' UNOR (national union of reserve officers ) and the AMLH (association of the members of the ‘’ légion d'honneur’’) we sponsor a certain number of young boys and girls. This sponsorship consists of meeting them two or three times a year to advise them in their university studies.

- Participation to the operation “Cap Jeunesse” ( Cape Youth ) who organises" a new school of 2nd chance".

- Participation to the operation “Dessins de Noël” ( Christmas Drawings ) organised by the Defence Association of Solidarity, presided by Mrs Claudie HAIGNERE.

- Remembrance obligation : participation to all remembrance ceremonies , in particular those concerning World War I .

- Permanent relations with the military authorities and the chambers of commerce and industry .

FUTURE ACTIVITIES

As the Circle MM France was created in 1958 we will celebrate in 2018 the 60st anniversary of its creation. At this occasion we will celebrate this anniversary in the month of September and will take this opportunity to associate to it the twinning with the Belgian Club of Luxemburg.

It’s understood that we will organise in April the 3rd preparation seminary to the oral entrée test to the EMIA.

LU : No big changes in the Grand Duchy Circle. The new fresh supplies are not able to balance the departures. Since 60 years now, a regular reinforcement, specially of younger members, is difficult to realise. We try to attract ancients of the Army members and also civils interested in military affaires or military defence.

So the Luxemburg Circle counts actually less than 50 members from which 30-40 are really active. The average age reaches at the moment 75 years.

Apart of his main goal to keep friendship between his members, one of the targets of the Circle is to contribute to the diffusion and upholding of the defence idea in a land where the majority of the population, and especially the political and civil leaders, had no more contacts with the military life in their youth.

Our annual program is still 4 to 5 meetings a year. This doesn’t mean that we don’t see each other more often. The occasions to do it are numerous in a country of the size of Luxemburg. The schedule of the meetings has slightly changed. The part of visits with a civil or military character went down. The meetings represent mostly gastronomic going outs which, in view of the advanced age of the members, are now held on midday and no more in the evening. The events with a lecture are not too much appreciated. Apart of a slow decrease the participation stays in a good average.

As we don’t know a national day the main event of the year, which we call « gala », will be held as usual in the beginning of the year. Next « gala » will be held on 02 or 03 February 2018 in restaurant « Jangeli » in Mondorf, the well-known spa city.

As to the management of the Circle we seem to be on a track of lasting continuity, as the majority of the members having MM responsibilities are in function since some long years. Luckily a few new faces came to joint them.

The contacts with our Mars & Mercury neighbours stays rather limited, with the exception of our neighbours of the Belgian Province of Luxemburg, who regularly organise one of their yearly events in Diekirch, at the start of the summer.

Mr.Chairman, Warsaw,20 October 2017 Gentlemen, Colleagues

Good Afternoon

Firstly I would like to apologize for absence polish representatives on the Annual M&M Europe Meeting .I have had inform Secretary General about it in my previous e-mail.

I would like to inform you that our internal activity is suspended but as far as the Vice- Presidency is concerned we would like to keep it also in ”suspension” as a temporary solution and we have hope that we will be able to take our turn in 2019.

We also agreed that our 2017 contribution will be paid in amount like last year. I think that we will fulfill our payment obligation by the end of 2017.

At the end I wish you all the best and a very successful meeting.

- Is it a problem with the Polish authorities , Ministries or something else ?

A journey to them by the General President, perhaps accompanied by the Secretary General, is foreseen,

8 - Discharge of the Board :

Discharge is given by unanimity to the Board for the management of the past years trading. The acting President thanks all Delegates for their confidence

9 – Update of the Articles and the Standing Orders:

In view of the complexity to create an International, or even National, Non Profit Association, with international members, the Board asks, to get some more time, to postpone her creation of 3 years or to abandon the idea. The Assembly don’t give her agreement and limit the period to 1 year.

The Swiss President marks his eventual agreement to abandon the idea of a Non Profit Association and to keep the idea living at the creation in 1960, being an International Coordination Commission M&M ( in French CLIMM ), but wants then to see next General Meeting a real proposition with Articles adapted in this sense . He proposes to question each Circle on this subject. He also asks to fix a principal of twinning in the Articles. A permanent delegate doesn’t exist till now but would be welcome.

The Belgian President proposes to establish some chart with the advantages and the disadvantages.

The French delegate A.Layrac mentions a Belgian Association “ of Facts” which would give no problems.

10 – Designation of the Auditor:

The actual Auditor , the Belgian National Past President Ronald Cazaerck, agrees to be maintained in this function and gets unanimous applause. . 11 – Elections :

All mandates are going on.

Poland confirms her temporary suspension of activities as from of Col e.r. Sławomir Michalsk. as Vice –President M&M EU ( See the message above at the end of art 7 )

Col e.r. Michel Gretsch, President of the Circle of the Gr. D. of Luxemburg, fulfils temporarily the function till situation is cleared up.

In case Poland would not be able, in time, to take their place again the Luxemburg Circle will have to present his candidate at the General Presidency in 2019 and the Belgian Circle will have to present a candidate to the Vice Presidency.

13 : Webste and communication

The old site is still in function ( actually still in the personal ownership of the Secretary General), but the Past President, Pierre Zumwald, will install very soon the site he presented on former GM from which we remember hereafter the main items

A pressing and urgent request is addressed to the Presidents of Circles to find and propose a Webmaster .

His principal function would be, as a coach, to give dynamics to the LinkedIn group. He will also have the job to keep the quality of the site on level, in co-ordination with the persons charged to bring in the data.

14 - New members of M&M Europe

No progressions : the attempts towards Italy ( Member from 1961to 1993 ), Portugal and Greece are still without success.

15- Next Annual Meeting

Next Annual Meeting will take place, following the old tradition the day before and on the location of the National Day of M&M Belgium, as to say Gent ( Genth ), on Friday November the 9th of 2018 . The time schedule will be the traditional one and the organisation details will follow as soon as known.

The Belgian National Day, organised by Club Gent, will take place the next day, being Saturday November the 10th 2017.

16 - Final word of the General President

The acting General President concludes the meeting to a height of 19.30 hours The agenda being exhausted, the President expresses his satisfaction and thanks all the participants and the organizers .
