MINUTES OF AN EXTRAORDINARY MEETING OF FARNHILL PARISH COUNCIL HELD ON FRIDAY 22ND JANUARY 2016 AT 12.00PM AT /FARNHILL INSTITUTE & CONTINUED AT LOWER ARBOUR.

D Atkinson, M Scarffe & J Waring , Clerk S Harding-Hill and two members of the public. 484/16 PUBLIC PARTICIPATION The two members of the public said they did not have anything specific to say, but that they were interested in listening to what future work was to be carried out at Lower Arbour.

486/16 DISCLOSURE OF INTERESTS None 487/16 THE ARBOUR a. Design & Construction of Steps at Lower Arbour Counc M Scarffe provided the following report regarding the design and construction of steps at Lower Arbour to connect the new path to the amenity area. I wasn’t able to get the levelling carried out but I did identify three possible locations connecting the realigned path to the amenity area on straight lines which are identified on the drawing as sections A, B and C. On each section I have established the profile of the embankment using measured dips from a spirit level and this is illustrated by the black line. Note, the relationship between the levels on each section was not established. Also shown on each section is a green line which is drawn at a slope of 1 in 4. This is the slope above which walking can become difficult and is the slope on the realigned path. It can be seen that the slope on all three sections is greater than 1-4, which implies steps would be needed. A profile of a set of steps is shown in red on each of the sections. This is based on steps with a 170mm riser and a 300mm tread. There is no specific regulation covering steps in this type of location, but these steps comply with the Building Regulations Approved Document for external steps and are considered appropriate. The steps run from the top of the embankment until an intersection with the green line is made, at which point steps would no longer be needed. On section A the steps would have to run the full length, which is not a realistic option. On section B an intersection is made around half way down the slope with the embankment needing to be realigned below that. A similar situation exists at section C. Whilst this exercise does not cover all possible options for introducing steps, it does show that there is no simple solution. (Drawing attached) 488/16Replacement of Street Light No 50 at Junction of Starkey Lane and Grange Road. Street Lighting Column 50, on Grange Road at the junction with Starkey Lane has been condemned by County Council. Initially NPG attended, who removed the old ceramic fuse to make it safe as it was dangerous. NYCC then attended and have confirmed that the column needs to be replaced. The Parish Council discussed several options to either remove the light altogether and not replace it, replace the light in the same position or replace with a light on the opposite side of the road. It was agreed that the column was not in the best position to provide maximum light especially as the light is partially blocked by trees so it would probably be better moved across the road if the Parish Council decided to replace it. Clerk to contact NYCC to ask them if it would be possible without costing a lot more. It was suggested that we hold off making a decision till after the Annual Parish meeting when we could ask members of the village their opinions on whether a light is necessary. NYCC quoted to replace the column where it is with a standard LED lantern would cost £1070.00+VAT or to replace with a Windsor Decorative Lantern & Embellishment Kit would cost £1850.00 + VAT. 489/16 PLANNING Tree Preservation Order: 153 2006 Application No: 28/2016/16547 Proposal: Crown Reduction Of 3 No. Sycamore And 1 No. Beech By One Third (1 Sycamore Belongs To TPO 153 2006) And Crown Clean Trees Within TPO 153 2006 Location: Elica House, Main Street, Farnhill

Application No: 28/2015/16486 Proposal: Retrospective Application For Demolition Of Garage And Erection Of Replacement of Garage With Smaller Footprint. Location: Crag End, Grange Road, Farnhill.

The Parish Council had no objections to the replacement garage. 490/16 THE ARBOUR Members of the Council then proceeded to the Arbour to continue discussions on site. b. Concerns were expressed on what materials had been used for infill under the flags at the seating area as there seemed to be voids on the front wall. Clerk to ask the contractor to correct the issue. It was also noted that with the ground being dug out and lowered for the flags it had left the base of the wall bedded on soil. It was suggested that a four inch skin be placed in front of the wall to secure the base. There were also issues with the height of the back wall, but the Parish Council agreed that it would be better to plant a hawthorn hedge behind it rather than raise the wall. Work is still needed on the retaining wall at the corner of the seating area, but it was agreed that it should be left till it was decided what work would be done to the adjoining path. c. The Parish Council approved the Interim Payment to the contractor for £2616.00 including VAT provided he agreed to resolve the issue under the flags. d. Further issues had evolved at Lower Arbour and it was pointed out by Counc M Scarffe that the retaining wall on top of part of Lower Arbour was in need of attention. It was agreed that before any more work was carried out the Parish Council should develop a long term plan on the necessary work needed.
