The building is associated with an expansion of the chicken rearing operations at the site, which is used in part for that purpose and in part as a mixed employment area in converted former agricultural buildings. In addition to the normal planning issues of land use, design, scale, access, etc. the site is in an area of flood risk that is adjacent to a range of ecological designations and is on the approach to the runway at BAe System in Warton. These have raised a series of issues that have required extensive discussions involving the applicant and consultees, but have now been adequately resolved. The development is therefore now considered to comply with the requirements of the local plan policies in respect of the agricultural need for the development, and with the various environmental protection and conservation policies of the plan. It also complies with the aims of the NPPF which supports the growth and expansion of rural business. In the absence of any demonstrable harm from this development the application is likely to be one which should be supported. However, there is an outstanding requirement for additional information to address concerns of Natural England regarding the potential for harm to the surrounding ecological designations, and there was an omission in the consultation process that came to light at the time of the preparation of this report. 6 of 153 To allow these matters to be addressed it is recommended that Committee delegate the decision to the Head of Planning and Housing to determine the application, including securing revised plans and agreeing conditions, once these matters have been further investigated and consultations undertaken. Reason for Reporting to Committee The application is a 'major' application in its scale, and under the terms of the Council's Scheme of Delegation such applications are to be determined at Committee where the officer recommendation is for approval. Site Description and Location The application site is located within open countryside to the south of Preston New Road, Newton and the complex of a former farm where the outbuildings that have been converted to business purposes. A poultry building approved by application 94/0426 is positioned down the farm track approximately 100m south from the yard areas associated with the converted farm buildings.

As a result of the apparent silence we took legal advice in an attempt to get a response. Regrettably critical queries remain unanswered. Other Interested Parties we have spoken to were similarly unaware of the procedure for responding to Representations. Had we been aware of this earlier we would have questioned Highways England's interpretations sooner. Clearly neither the 2009 Strategy or the bypass in its present form will reverse the decline of our Town. The attached Representation sets out our understanding of the issues and we hope this will lead to a clarification and an improvement to the scheme. Yours sincerely Edward Greenwood FREE 2007 A585 Windy Harbour to Skippool Improvement Scheme EXECUTIVE SUMMARY All the Wards in Fleetwood are deprived areas in need of regeneration Flood risks Fleetwood’s beaches were being washed away due to an experiment in not maintaining the breakwaters. This led to increased river silting and eventually contributed to Stena Line closing the Irish Ferry service. Having questioned this policy for many years without success our MP was able to influence opinions at Wyre and the breakwaters were rebuilt. Only recently has Wyre Council appreciated the key part breakwaters play in retaining beach material and based on this I understand their consultants have researched altering these structures to strengthen the sea defences.

OC/ACT/13/02036 – I am responding to your letter dated 9th August re the above and would be grateful if you would provide the Inspector dealing with the Local Plan Minority Group - Liz with copies of the two Minority Reports, prepared by councillors who are not members of the Conservative administration. I would be obliged if Oades you would confirm, in writing that this will be done. Most of the points my colleagues and I wish to make are contained in the two Minority Reports so I do not see any reason for repeating them. Since the Minority Reports were published submission documents have been prepared which were not available at that time, I then briefly outline below some comments and concerns in relation to some of the documents: Open Space Study Update and Playing Field Strategy. These are poor documents as much of the information within them is inaccurate, I think they are lazy studies and should be redone ensuring that the information is fully accurate. The education figures seem to be inaccurate and I believe that this needs to be revisited. At the Planning Policy meeting held in June there was a discrepancy noted in relation to the population figures within the documents, this should perhaps be looked at again?     Fylde Local Plan To 2032 October 2018 Fylde Local Plan to 2032 Preface Fylde consists of the classic seaside resort towns of Lytham and St Annes, the historic market town of Kirkham and the urban centres of Wesham, Warton and Freckleton; together with large areas of countryside and picturesque rural settlements. The Local Plan identifies the settlement hierarchy for Fylde at the end of the plan period in 2032. It is a destination in its own right for leisure, culture and tourism. Fylde is also an important part of the Lancashire economy – containing regionally significant business sectors including BAE Systems at Warton, (part of the internationally and nationally important Lancashire Advanced Engineering and Manufacturing Enterprise Zone), Blackpool Airport and its associated Enterprise Zone and the Westinghouse Springfields (Salwick) nuclear processing plant. It is vital that we manage, guide and encourage development within Fylde to meet the identified needs and aspirations of our local communities. The Local Plan identifies four Strategic Locations for Development which will be the focus for the level of housing development and economic growth required in Fylde up to the end of the plan period. The four Strategic Locations are: Lytham and St Annes; Fylde – Blackpool Periphery; Warton; and Kirkham and Wesham. To accommodate the level of development proposed, the Local Plan includes a masterplan policy for all of the Strategic Locations to ensure that new development on strategic sites is planned and delivered in an effective manner. This version of the Local Plan has been produced for Adoption, as the principal document of the statutory Development Plan for the borough.
