University of Santiago De Compostela, USC (Spain) MEMORANDUM of UNDERSTANDING among the members of the Virtual International Spin-off Network: University of Santiago de Compostela, USC (Spain) Instituto Politécnico de Coimbra (Portugal) Fachhochschule des Mittelstands, FHM (Germany) Moscow State University of Geodesy and Cartography, MiIGAIK (Russia) Saint-Petersburg State University of Economics, SPbSUE (Russia) Nizhnevartovsk State University, NVSU (Russia) Perm State University, PSU (Russia) Ludong University (PRC) Yantai Academy of Agricultural Sciences (PRC) Association for International Education Support "Bologna club" Yantai Hi-tech Industrial Development Zone Sino-Russian high-tech cooperation promotion center (PRC) hereinafter individually referred to as a “Side” or collectively referred to as the “Sides”, In order to sustain and expand the relationship developed as a result of the project “University-enterprise cooperation via spin-off companies network / UNISON” the institutions listed above agree on the following: Page 1 of 14 Article 1 The sides promote the development of relationship established through the Virtual International Spin-off Network. Article 2 The cooperation between the sides shall be implemented on the principle of parity. Key areas cooperation can include: The focus will be the fields of research and innovation and specifically on the development of spin-off companies, involvement of researchers and business representatives in the activities of the spin-offs. 1. Support and update the platform by providing input; 2. Prepare training courses whenever necessary for students, staff, researchers and the administration of the spin-off companies; 3. The sides shall seek funding opportunities for the mentioned events and activities. Article 3 Each party shall designate a representative, who will work to implement activities as envisaged in this memorandum. Article 4 Intellectual property Rights: Patents and the Intellectual Property Rights (IPR) owned by each party before cooperation shall belong to the original owner. IPR/patents, if developed as a result of the cooperation between and/or among the network members, shall be based on negotiation of respective sides. Page 2 of 14 Article 5 Any disputes that arise during the implementation of any negotiated activities will be settled amicably by consultation and negotiation between the sides. Article 6 The present memorandum shall enter into force after its signature by all the Sides for a period of 3 years. It shall be renewable and modifiable by mutual agreement of the Parties. All changes and modifications shall be made in writing and shall be signed by the authorized representatives of each Side. The sides have right to terminate the memorandum with a written notice sent to the other side(s) within a period of six months. Article 7 This memorandum shall not bind any involved side to any financial commitment. Article 8 The memorandum of understanding is drawn in 11 originals in English language. All the originals are identical and have equal legal value.     Trees and shrubs of Saint-Petersburg in the age of climate change A remarkable meteorological record dating back to the eighteenth century and uninterrupted phenological record dating back to the nineteenth century have been accumulated in Saint-Petersburg, Russia. GENNADY A. FIRSOV and INNA V. FADEYEVA have studied the effect of climate on the survival of the woody plants that have been grown in St-Petersburg’s parks and gardens for the last three centuries. In Saint-Petersburg the earliest cultivation of trees and shrubs is connected with Peter the Great and goes back to the first years of existence of the new capital of Russia. It is also connected with his personal physician Robert Erskine, a nobleman from Scotland, who signed the edict on establishing the Apothecary Garden on 14 February 1714 (now the Botanic Garden of the Komarov Botanical Institute of the Russian Academy of Sciences, BIN). Using the main literature sources beginning with the first Catalogue of J. Siegesbeck (1736), it seems to be that more than 5,000 woody taxa have been tested here during three centuries. Another important dendrological collection in the city is the Arboretum of the State Forest-Technical University, FTU (established in 1833). More than 2,000 taxa are present in St-Petersburg’s parks and 63 gardens today. The cumulative experience of exotic trees and shrubs in St-Petersburg has shown that the main limiting factor for cultivating them outdoors are low temperatures in the cold period of the year. A high degree of winter hardiness will determine the success of any introduction (Firsov, Fadeyeva, 2009b).

The article is devoted to assessment of the role of high-rise buildings in the St. Petersburg historic city’s ensemble. Features of formation of city architectural look, the conditions of city typical silhouette’s appearance which is characterized by the contrast of a small number of high-rise structures with a low horizontal mass building are observed. The consequences of the emergence of a significant number of great height buildings, the silhouette of which conflicts with the traditional St. Petersburg landscape’s compositional principles, are analyzed. The economic reasons of high-rise construction of residential and office buildings are given. The conclusions about the prospects of St. Petersburg high-rise construction in the light of city-building and economic factors are made. 1 Introduction The problem of transformation of the historic St. Petersburg’s specific silhouette, which evolved over three centuries, appeared at the beginning of the new century. The weakening of height regulations in the mid of 1990-ies allowed to place buildings up to a height of 28- 40 meters in the city center and in the depth of the districts which led to the fact that there are more and more objects in the classic urban panoramas, which destroy the "skyline" beauty. The article, based on the analysis of architectural and memorial complexes dedicated to the Siege of Leningrad in Saint Petersburg, investigates the processes of formation and transformation of historical memory of this event in the urban space. The secular lan- guage of the artistic representation of the blockade created during the years of the USSR was instrumentalized by agents of the politics of history on the eve of perestroika and reinterpreted through the categories of Orthodox Christianity in contemporary Russia. Following the cultural transformations that took place during perestroika, I identify new actors of the politics of history: organizations of blockade survivors, Rus- sian nationalists, and the Russian Orthodox Church. They were the driving force behind many memorials and commemorative signs dedicated to the Blockade of Leningrad in and around Saint Petersburg in the 1990s and early 2000s. The construction of Russian Orthodox churches dedicated to the memory of the blockade, like the Church of the As- sumption of the Blessed Virgin Mary on Malaia Okhta and the Church of All Saints Re- splendent in the Russian Land in Victory Park, testify to the emergence of a new lan- guage of historical commemoration in the post-Soviet Saint Petersburg.
