The trust company had deposits amounting to $62,000,000. The next day, following a run of three hours, the Knickerbocker Trust Company paid out $8,000,000 and then suspended. One immediate result was that banks, acting independently, held on tight to the cash they had in their vaults, and money went to a premium. Ac cording to the experts who investigated the situation, this panic was purely a bankers’ panic and due entirely to our system of banking, which bases the protection of the financial solidity of the country upon the individual reserves of banks. In the case of a stress, such as in 1907, the banks fail to act as a whole, their first consideration being the protec tion of their own reserves. BREXIT AND JERSEY Mark Boleat April 2016 Executive summary On June 23rd voters in the United Kingdom will decide whether the UK should remain a member of the European Union. The decision will be of massive importance to the UK, a “leave” vote being followed by years of uncertainty as Britain seeks to establish a new economic relationship not just with the European Union but also with the rest of the world. By extension, the vote will also be of crucial importance to Jersey, given that Jersey’s economy is closely tied to that of the UK and Jersey’s prosperity depends on it being semi- detached to the UK. When Britain decided to seek to join the then EEC in 1971 this was seen as potentially very damaging to Jersey, at the least resulting in increased competition for agricultural products, and at worst threatening the tourism and finance industries if Jersey were to be subject to the full rules of the EEC. In the event Jersey got the best possible deal - inside the common external tariff but outside the EEC generally. These arrangements were set out in Protocol 3 to the 1972 Accession Treaty. In practice, Jersey became loosely attached to the EEC as well as semi-detached to the UK. This was achieved through low- key way, but with good preparation in both Jersey and the UK. The Brexit debate in the UK is as much emotional as rational. Business is strongly in favour of Britain remaining in the EU but finds it difficult to engage in such a debate. -

Autonomy and the Thirteen Colonies: Was the American Revolution Really Necessary?* Robert A. Friedlander** Nothing better illustrates the almost insurmountable difficulties faced by modern pluralistic societies in dealing with recalcitrant minorities on the transnational level than the futile attempts to grant autonomy to dissident populations.1 It has been particularly frustrating for democratic regimes when minority rejectionists have turned to terror-violence as their ultimate political weapon, with Ireland, Spain, and Israel the preeminent contemporary examples. The Northern Irish Parliament is indefinitely suspended,2 home rule has failed to end Basque extremism,'. and the Camp David accords face an uncertain future.' In each case, autonomy has been the chosen method of conflict- resolution and despite offers of-or attempts at-self-government, con- flict continues. Throughout modern history in both theory and practice, autonomy has been at best inherently suspect. In those few historical instances when it was actually attempted, autonomy either worked very badly or not at all. -

Jefferson and Franklin ITH the exception of Washington and Lincoln, no two men in American history have had more books written about W them or have been more widely discussed than Jefferson and Franklin. This is particularly true of Jefferson, who seems to have succeeded in having not only bitter critics but also admiring friends. In any event, anything that can be contributed to the under- standing of their lives is important; if, however, something is dis- covered that affects them both, it has a twofold significance. It is for this reason that I wish to direct attention to a paragraph in Jefferson's "Anas." As may not be generally understood, the "Anas" were simply notes written by Jefferson contemporaneously with the events de- scribed and revised eighteen years later. For this unfortunate name, the simpler title "Jeffersoniana" might well have been substituted. Curiously enough there is nothing in Jefferson's life which has been more severely criticized than these "Anas." Morse, a great admirer of Jefferson, takes occasion to say: "Most unfortunately for his own good fame, Jefferson allowed himself to be drawn by this feud into the preparation of the famous 'Anas/ His friends have hardly dared to undertake a defense of those terrible records."1 James Truslow Adams, discussing the same subject, remarks that the "Anas" are "unreliable as historical evidence."2 Another biographer, Curtis, states that these notes "will always be a cloud upon his integrity of purpose; and, as is always the case, his spitefulness toward them injured him more than it injured Hamilton or Washington."3 I am not at all in accord with these conclusions. -

Our school pro- grams actively engage students in their own exciting and enriching learning process. We hope that stu- dents participating in this program will come to realize that communication, cooperation, sacrifice, and determination are necessary components in seeking justice and liberty. The American Revolution was one of the most daring popular movements in modern history. The Colonists were challenging one of the most powerful nations in the world. The Colonists had to decide whether to join other Patriots in the movement for independence or remain loyal to the King. It became a necessity for those that supported independence to find ways to help America win its war with Great Britain. To make the experiment of representative government work it was up to each citi- zen to determine the guiding principles for the new nation and communicate these beliefs to those chosen to speak for them at the Continental Congress. Those chosen to serve in the fledgling govern- ment had to use great statesmanship to follow the directions of those they represented while still find- ing common ground to unify the disparate colonies in a time of crisis. This symbiotic relationship between the people and those who represented them was perhaps best described by John Adams in a letter that he wrote from the Continental Congress to Abigail in 1774.
