This will be an important gathering of businesses and government officials of the hemisphere before the Summit. It is co- sponsored by the AACCLA and Business Week. Apparently the Vice President had to regret, as well as Ambassador Barshevsky, and Under Secretary Summers. The proposal I received was that Jeff Garten of Commerce would be very well received, and should perhaps be accompanied by someone from the White House who is not going to APEC. Apparently the Chilean press is already discussing the fact that we want everyone to come to Florida, but that no one from the U.S. is coming to Chile. Argentina is also supposedly upset about this. Most of the businesses present from the U.S. will be hardcore supporters of fast track authority for the President next year, as well as participants in the Summit of the Americas. For Summit and GATT reasons, and longterm relationships with businesses supportive of all our trade efforts, we should try to take care of this situation. Washington, D.C. 20220 Dear Under Secretary Summers: The Association of American Chambers of Commerce in Latin America (AACCLA) cordially invites you to give the keynote address to delegates attending the "Business Future of the Americas: Strategies for an Integrating Hemisphere" conference on Monday, November 14, 1994 in Santiago, Chile. The meeting, organized in conjunction with Business Week magazine, will be attended by over 350 senior-level decision-makers of U.S. based corporations, U.S.-subsidiaries in Latin America, and Latin American corporations throughout the Hemisphere. It is the broadest gathering of the Hemisphere's private sector between now and the week of the Summit. Earlier this week, Chilean Finance Minister Eduardo Aninat personally raised this meeting with Secretary Bentsen, emphasizing the need for a senior U.S. government official to address this pre-Summit, Hemisphere-wide gathering. Secretary Bentsen declined our invitation to speak due to his heavy travel schedule. We sincerely hope that you will be able to respond to Minister Aninat's request. Included in the audience are top regional executives from companies including Honeywell, BellSouth, Lotus Development, Dow, Coca-Cola, Oracle, Occidental, and Goodyear, firms eager to make the Summit of the Americas a success. They have been staunch advocates of open markets, economic modernization, and political reform throughout the Americas. Therefore, this is a prime opportunity for a U.S. government spokesperson to build Hemispheric business support and commitment. Both AACCLA and Business Week feel this meeting provides a perfect platform leading up to the Summit of the Americas for you to speak about the benefits of expanded trade and economic reform in the Hemisphere. We feel that you would be a splendid spokesman to discuss the merits of trade expansion at this crucial time in U.S.-Latin relations. This meeting is being held in Chile to demonstrate our commitment to NAFTA expansion, beginning with South America's most dynamic economy. Washington, D.C. 20500 Dear Mr. McLarty: It was good to see you at the Summit of the Americas round-table chaired by Secretary Ron Brown in Miami on Friday. I'm writing to follow-up on my request for your assistance in securing Secretary Lloyd Bentsen's participation at the hemisphere-wide "Business Future of the Americas" conference organized by the Association of American Chambers of Commerce in Latin America and Business Week magazine, November 15-16, 1994 in Santiago, Chile. We are anticipating a record attendance of senior business executives from 23 nations at this event, the largest and broadest gathering of the Hemisphere's private sector between now and the Summit week. This event is a critical platform for a U.S. government spokesman to build business support and commitment from throughout the hemisphere for the Summit. We have reserved the keynote address for this conference for a very senior U.S. government representative. Vice President Gore has had to decline our long-standing invitation to address this event either in person or via satellite. We have therefore invited Secretary of the Treasury, Lloyd Bentsen address us at the keynote luncheon on Monday, November 15. A copy of both invitations is attached. We also invited Deputy USTR, Charlene Barshefsky, to lay out the Administration's proposed trade and economic agenda for the Summit. Because of her extensive APEC travel commitments between now and our event, she asked Roger Altman if he would be available to participate. He has also had to decline. We need your immediate help to ensure that our government is well represented at this event. Hopefully, by Secretary Bentsen, or if that is not possible, with a representative of like stature. I have enclosed a conference program and would be glad to provide additional details, including a list of our registered delegates. In reviewing this request, please consider that: • We will have well over 350 people from around hemisphere at this event. The event has already received front-page coverage in Chile's newspapers and will be well attended by Chile's private sector. Chilean Finance Minister Aninat has offered to call Secretary Bentsen to emphasize the importance of this event to Chile. A majority of the Chilean Cabinet, as well the leadership of the Chilean Congress, are expected for the closing dinner, which is also the host American Chamber's 75th Anniversary Gala Dinner. • The 22 American Chambers of Commerce in Latin America are have been strongly supportive of the Summit initiative and related Administration policies including fast- track negotiating authority for President Clinton and the Interim Trade Program (also known as CBI Parity). I testified before the U.S. Congress to that effect this past July. • This is a well-recognized annual hemispheric event. Last year's meeting, held in Mexico City, included an important address by President Carlos Salinas, shortly before the NAFTA vote in the U.S. Congress.
