3 Development Details

3.1 Background Arup (Pty) Ltd has been appointed by eThekwini Municipality to undertake a Traffic Impact Assessment (TIA) for the proposed Film City Development to be located in Stamford Hill, Durban (KZN). This TIA will form part of the Rezoning Application for the site.

3.2 Site Location The proposed development is situated within several land parcels, namely Erf 11546, Erf 12693 and Rem/1/11543 in Stamford Hill, Durban. The aforementioned site will henceforth be referred to as “the site”. The site is located approximately 3.5km North of the Durban CBD. The site has a total area of 93 377m². The site location and locality plan can be seen in Figures 1 and 2, respectively.

3.3 Development Details The municipality intends rezoning the site for a film city development. The proposed development will occur in a phased manner and the ultimate development will include the following land uses, a film studio, film studio retail, a backlot theatre, loft apartments, a hotel and markets. As this project is currently at the rezoning stage, the architectural plans are yet to be finalised. A concept plan is contained in Appendix A. 3.4 Existing & Proposed Rights According to the eThekwini Municipal GIS database, the site is currently zoned as Government and Municipal Reservations (see Figure 3) and is currently vacant, however portions of the site is used to host events periodically. The intention is to rezone the site from Government and Municipal Reservations, to Special Zone 32 (see Figure 4), which primarily allows for the operation of a Film City Development.

3.5 Access Arrangements Access to the development will be as follows: • Phase 1 – Access will be located on Battery Beach Road, in the vicinity of the existing access point. The access point will be adjusted to ensure 120m spacing to MY Avenue and incorporate access to the pools. The access point will be a traffic circle with a 40m inscribed circle diameter (ICD). • Ultimate Phase Access – for the ultimate phase an additional access point via Sylvester Ntuli Road will be introduced. This access will be taken via the existing traffic circle located between Snell Parade and Sandile Thusi Rd. Access into the site will be via the existing M4 overpass bridge. A right of Way servitude will have to be registered over the vacant Natal Command site in favour of the Film Studio Development.

5 Background Information

5.1 Existing Road Network Information regarding the class of road and numbers of lanes for roads of significance within the study area is illustrated in Figure 7and Figure 8. It should be noted that the data on the numbers of lanes contained in Figure 7 (as obtained from the eThekwini GIS database) does not reflect localised road widening. The information on the existing numbers of lanes in the vicinity of the intersections can be found in the Sidra layouts provided in Section 14 of this report.

6 Review of Available Planning Documents

6.1 Inner City LAP Plan Transport Study In 2016, the eThekwini Municipality completed the Inner City LAP plan. The plan considered the complete regeneration of the inner city. The plan accounted for the increase in the population from 85,000 to 450,000 and the increase in job opportunities from 65,000 to 250,000. The vision of the inner city: By 2040 the Inner City of Durban will be Africa’s leading, most vibrant, liveable, walkable City Centre providing economic, residential, sporting ad leisure opportunities for all. An assessment of the plan shows a number of transportation intervention being in place to support the vision. These include: • New Primary and Secondary road connections (see Figure 10) • New local and frontal streets (see Figure 11) • New Pedestrian Prioritised Connections (see Figure 12) • Roll out of the BRT Trunk Corridors (C1, C8, C5 and C6) • Inner City Distribution Service (ICDS) • Airport LRT • Public Transport Node Upgrades (Warwick, Alice Street Depot, Centrum Terminal) • Rail Upgrades (Rolling Stock, Infrastructure, Durban and Berea Station) • NMT Projects – (Bike Lanes, Bike Share schemes) Refer to Table 3 for a roll-out plan of the various transportation interventions. 6.1.1 Inner City LAP Transportation Modelling Results A strategic transportation study was undertaken for the regeneration of the inner city. The transportation study was undertaken from first principles using person trips. The transportation demand forecast was calculated by applying a policy modal split of 65:35 (PT:Pvt) and allowing for peak spreading by extending the peak period form 2 hours to 3 hours. In addition, trips within 400m from desitination zone was assigned to walk trips and 10% of internal PT and car trips was assigned to cycling in keeping with the Walkable City theme. For Traffic Zone (TZ) 30 – Sports Precinct, the TZ within which the Film Studio development is located in, it was estimated that this zone will consist of a development bulk of 1,800,000m² which will consist of a mix of residential, retail, commercial and other land uses. 6.3 Planned Transportation Upgrades In addition to the transportation upgrades discussed in the previous two sections, plans are afoot to add an additional lane to the M4 Ruth First Highway in both direction. However, at this stage, the extents of the upgrades and timeframes are not known.

6.4 Progress on Proposed eThekwini Municipality Transportation Plans A review was undertaken on the progress of the plans that have been prepared by the eThekwini Transport Authority. From the assessment that has been carried out, it is understood that none of the transportation proposals identified in the Inner-City LAP Transportation study, Detailed Public Transport Study for the Inner City or the planned M4 upgrades have been implemented to date. In addition, based on the discussions with the ETA, it is doubtful that any will be completed by 2022.

8 Background Traffic Demand Estimation

8.1 Existing Traffic Volumes (2020) To determine the base 2020 traffic volumes for the study area, historical traffic counts were obtained from the eThekwini Municipality’s traffic count database. 9 Traffic Demand Estimation

9.1 Existing Development Trip Generation Assessment – Latent Rights As indicated in Section 3.4, the site is zoned Government and Municipal requirements and has free entry use rights for a number of uses. Some of the higher traffic generating land uses include Offices, Office-Medical, Markets, Educational Establishment and Institution. The size of the site is 93 377m² An assessment was undertaken of three notional development alternatives. The first alternative considers a 6000-student tertiary facility, the second considers a medical facility with 10 000m² medical centre and a 300-bed hospital and the third considers a 50 000m² office block. In all three alternatives, parking was provided at-grade and not in a structured parking facility. All three alternatives generate in excess of 1000 trips during the commuter peak hour, with alternate 1 generating in excess of 4000 trips. The trips generated by alternate 1 is greater than that generated by the proposed Ultimate Film City development. Table 7 contains a summary of the notional development alternatives, the parking requirements and development trip generation. 9.2 Development Proposal The client intends to develop the site to accommodate for a film city development, with the ultimate development including the following land uses, a film studio, film studio retail, a backlot theatre, a hotel and markets on a total of 90820m² of GLA. The development will consist of a phase 1 and ultimate development phase. Phase 1 primarily focuses on the film studio component of the development consisting of movie sets, theatre and themed retail whilst the ultimate phase will account for the remainder of the development which includes loft apartments, additional retail and a hotel.

9.3 Inner City Trip Generation Estimate As discussed in Section 6.1.1, a trip generation exercise was undertaken for Traffic Zone 30 – Sport precinct from first principles, accounting for peak spreading and a target modal split. The data was assessed and the effective trip rate and total PCU demand for the Film Studio ultimate phase is contained in Table 8. The results indicate that the development would generate some 365 trips during the AM Peak hour. 9.4 Trip Generation Rates For the film studio component of the development a detailed assessment was undertaken to determine the trip rate using employment/on-site population data at the Cape Town Film Studios. The trip rate that was derived for Phase 1 equated to 2,4 trips/100m² whilst for the Ultimate phase the rate decreases to 1,2 trips. For this study, a rate of 2,4 trips/100m² was applied for both phases. A summary of the trip rate derivation is contained in Appendix C. For the retail component in Phase 1, the Friday PM rate was applied whilst in the ultimate phase the weekday PM rate was applied. The reason for using a reduced rate was to work towards an inner-city LAP vision of a walkable city. For the loft apartments, a base rate of 1 trip/unit was applied for the ultimate phase, again, with the aim to work towards the inner city LAP vision of a walkable city. For the hotel and theatre, the trip rates contained in the ETA Manual for Traffic Impact Assessments and Site Traffic Assessments was applied as shown in Table 9. 9.5 Trip Reduction Factors The trip reduction factors applied for the development is summarised in Table 10. For Phase 1, in light of the People Mover service being in proximity to the development and the development itself being within walking distance of the Moses Mabhida rail station and the Umgeni Rd PT corridor, the PT reduction was applied. For the market and retail component, 50% of the low car ownership reduction factor was applied to account for the existing car ownership levels within the CBD. In the ultimate phase, PT reduction factors were applied to all uses and low car ownership was applied to retail and lofts in light of the municipality’s inner city LAP vision. 9.6 Trip Generation Applying the trip rates and reduction factors considered in Sections 9.3 and 9.4, the traffic demand forecast for the Phase 1 and Ultimate development was calculated.

10 Trip Distribution & Assignment

The trip distribution for the development was calculated using the 2025 medium growth population data for the 60 x 60 zone system and calculating the journey time between the OD. The percentage distribution was applied for both inbound and outbound trips. The directional distribution is summarised in Table 17. The distribution was largely based on the directional approach to the study area. The northern areas are the zones from Durban North onwards, the southern areas include the inner city and southwards, the west accounts for Berea North and South and Far West accounts for the rest of the zones west of the Berea (N3, M13 and M19 areas) Table 17: Trip Distribution Direction Percentage N 34% S 45% W 6% FW 15%

11 Approved Neighbouring Developments

A truncated TIA was undertaken for the Suncoast Development, entitled The Proposed Additions and alterations on Erf 12519, Stamford Hill also known as Suncoast Casino, Hotels and Entertainment World, Rev 00 was prepared by NSA Consulting Engineer in March 2018. The development bulk considered in the TIA is contained in the extract taken from the report contained in Figure 17. The 2018 development bulk considered was for an 8332m ² development of which comprised of a retail component, extra casino floor area plus conference type facilities. The study area was curtailed to Snell Parade only. In this regard, the development volumes extracted from the report was rudimentarily extended through the Film Studio casino study area, to assess the combined impact. The Suncoast Development traffic is contained in Figures D34 and D35 in Appendix D.

14 Traffic Impact Assessment

The traffic impact assessment was undertaken at an intersection level using Sidra v8 and at a segment level using the Highway Capacity Manuals (HCM) Urban Street Segment assessment process

14.1 Intersection Analysis An assessment was undertaken to determine the Levels of Service (LOS) at the analysed intersections. LOS is a measure used by traffic engineers to gauge the performance of intersections. The delay is inverse to the LOS which implies that the LOS decreases as the delay increases. The LOS ranges from A to F, with LOS A being the most favourable. For this assessment, a comparison was undertaken of the overall intersection volumes, overall intersection delays and overall LOS, for each intersection, for each scenario and for the AM and PM. The results of the comparison are contained in the following sections. The detailed sidra results are contained in Appendix E. The summary of overall results for the AM and PM Peak hour is contained in Table 18 and Table 19, respectively.

1 – Umgeni Rd and Isaiah Ntshangase Road The intersection currently operates at an overall LOS D during the AM and PM Peak hours. However, by 2025 and 2030, the intersection will experience large delays, especially during the PM Peak hour. In light of the above, the following mitigating measures should be considered. The measure won’t bring the overall LOS to LOS D however, it will seek to reduce the delays. The on-street parking on the south approach should be removed over a 40 – 50m section to create a short through lane. A discussion was held with Mr Vishay Hariram of the ETA’s Traffic Operations branch and he indicated via email that he aforementioned intersection adjustment is not practical at this stage as the businesses in the area require the parking bays. Therefore, this recommendation has not been taken forward.

2 – Masabalala Yengwa Avenue and Isaiah Ntshangase Road The intersection currently operates at an overall LOS D during the AM and LOS F during the PM Peak hour. By 2025 and 2030, the intersection will experience large delays, especially during the PM Peak hour. One potential mitigating measure for the PM peak hour will be to optimise the signal timing to allow more green time for the northbound movement. This intersection should be upgraded as part of the IRPTN C8 Corridor upgrade.

3 - Masabalala Yengwa Avenue and Battery Beach Rd The intersection currently operates at an overall LOS C during the AM and LOS B during the PM Peak hour. By 2025 there will be an increase in delays during the AM Peak hour, which is exacerbated in the 2030 AM Peak hour. With the implementation of Phase 1 Development traffic in 2025, the AM Peak hour operates at an LOS F. To mitigate this impact it is proposed that the eastern

approach be reconfigured to accommodate for a 20m short left lane, and the lanes on this approach be remarked to allow for a double right turn movement. The short-left slip on the north should be extended to 40m and traffic signals optimised. With the implementation of Ultimate Development in 2030, this intersection will operate at an LOS F. Consideration could be given to converting the far side through lane on the north approach to a shared through and left turn lane. Notwithstanding, these measures, by 2030 ultimate development plus Suncoast development, the intersection will operate at a poor LOS.

10 - Sandile Thusi Rd and M4 This intersection currently operates at LOS F during the AM and PM peak hour and will continue in 2025 and 2030. The addition of the Film City development traffic has a minimal impact on this intersection since the development traffic that is assigned to this intersection are on movements that currently have capacity viz. left turn on north approach and right turn on south approach. The implementation of the Inner City’s LAP and PT plan will seek to alleviate congestion at this intersection. Notwithstanding the above, consideration can be given to extending the left turn on the north approach to 130m as well as reconsidering the signal phasing during the AM peak hour.

13 – Sandile Thusi Rd and Umgeni Rd The intersection currently operates at a poor LOS during the AM and PM peak hour and will continue to do so for the 2025 and 2030 background traffic scenarios. The implementation of the Phase 1 and Ultimate Film City development will have a minimal impact on the overall delays, however when the Suncoast development traffic is added in 2030 there is substantial increase in the delays. The implementation of the Inner City’s LAP and PT plan will seek to alleviate congestion at this intersection.

14.2 Segment Analysis A segment analysis was undertaken for the following segments using the Highway Capacity Manuals (HCM) Urban Street Segment assessment process: • Masabalala Yengwa Avenue • Umgeni Rd • Snell Parade • Sandile Thusi The assessment was extended to the Battery Beach Rd and Sylvester Ntuli Rd segments as well however it is noted the length of the segments are less than 150m in certain sections and therefore not considered at this stage. The segment assessment considered the capacity of the flow on the through movement lanes, the capacity of the through movement, the average speed and the overall LOS. The results of the segment assessment are contained in Appendix F and a discussion on the results is contained in the following sections.

Masabalala Yengwa Avenue Despite the poor intersection level of services at the two intersections along Masabalala Yengwa Avenue for the 2025 scenarios and beyond, the segment analysis shows relatively good LOS. There are some issues in the 2030 PM scenarios with and without development, where the northbound section between Battery Beach Rd and Isaiah Ntshangase Rd experiences delays. This is attributed to the fact that the through movement at the Isaiah Ntshangase Rd is only afforded 45% green time currently. A quick signal optimisation assessment shows that this could be increased to 73% which will improve the LOS significantly.

Umgeni Rd The results show that the north and southbound movements along Umgeni Road operate at an acceptable LOS for all the scenarios tested

Snell Parade The results for Snell Parade show that all segments operate at an acceptable LOS for the tested scenarios. The segment that experiences the biggest impact is the segment between Suncoast South Access and Battery Beach Rd, in the northbound direction during the PM peak hour.

Sandile Thusi An assessment of the average travel speed along the length of Sandile Thusi Rd (within the study area) indicates that the section as a whole has an acceptable average travel speed for all scenarios. However, when the assessment is broken

down to segment level, then one finds that certain segments experience slow travel speeds. The affected segments are those that having segments lengths that are less than 250m. This may be somewhat mitigated by adjusting signal timings and once future road links and transportation proposals, as identified in the Inner City LAP, are implemented.

Battery Beach Road The analysis undertaken for Battery Beach Road – between Masabalala Yengwa Avenue and Snell Parade - was on the assumption of a 4 lane cross-section, 2 lanes in each direction. The road is currently marked as a single lane and it is recommended that this be upgraded to four lanes by 2030.

15 Planning Year Horizon (>2000 Trips)

The proposed development is not expected to generate more than 2000 trips. To this end, no planning year horizon scenario has been analysed.

16 Site Traffic Assessment

As this project is at rezoning stage, the architectural plans are not yet finalised. It is recommended that a Site Traffic Assessment be undertaken at building plan submission stage that will assess the following:

• Access layout; • Parking numbers, layout and driveway geometry (including ramps); • Loading area/bay numbers, layout and geometry (including ramps) if required; • Drop-off facility requirements and layout if required; • Tracking of relevant vehicle-types accessing and circulating throughout the site using AutoTURN V9.

17 Public Transport Assessment

Traditionally, trip generation is calculated by applying a vehicle trip rate to the development bulk to estimate the total traffic demand. However, the trip generation rate manuals do not provide an indication of the modal split or the proportion of public transport trips to private vehicle trips. Hence, a number of assumptions will be required to calculate the public transport person trips by using this approach. In this regard, it was decided that the amount of public transport person trips should be calculated using a person trip generation rate. This was calculated by applying trip production and trip attraction rates for different activities and land uses, applying an income group employment proportion for the different employment categories and then applying an income group modal split. It should be noted that this exercise was undertaken for the weekday morning peak hour only. The purpose of determining the number of public transport person trips is three- fold: • To determine the type of public transport interchange required at the site based on the eThekwini Municipality’s Guidelines for Public Transport Facilities and Standard Operating Procedures for the Design of Bus and Mini Bus Taxi Facilities and Holding Areas, August 2011. • To gain an indication of public transport potential for the development. • To gain an idea of the amount of pedestrian activity that will occur within the development. The following sections contain the parameters used in the analysis.

17.1 Trip Production There are three basic types of activities that constitute trip productions: • Employment, Work • Education, Schools • Other (Medical, recreational, shopping etc.) The number of person trips for employment/work and “other” trips per household varies based on the income level (low, medium and high). The number of person trips were calculated based on the information derived from the eThekwini Municipality Household Travel Survey 2008 (EMHTS 2008) and is summarised in Table 21.

The public transport modal split for high income areas in eThekwini based on the EMHTS 2008 is 15% to 20%, for this study 0% was assumed. For middle income areas it’s 43% however, 40% was used in this study. The public transport modal split for low income in eThekwini based on the EMHTS 2008 is 80%. For Phase 1, the development is not expected to produce any PT trips in the AM peak hour, however for the ultimate development and with the loft apartments in, 154 PT trips are expected to be generated in the AM peak hour.

17.2 Trip Attraction There are three broad categories of employment: • Services and Industry • Retail • Office The number of employment opportunities created by each category is as follows: • Industry - 3,0 per 100m² • Retail - 4,5 per 100m² • Offices - 5,0 per 100m² The proportion (%) of employees per income group for each employment category was based on data contained in the Cornubia Transport Study Rev G, 2011, Goba. and shown Table 21.

17.2.2 Ultimate Phase The Ultimate phase trip attraction was calculated by applying the rates discussed in the previous section. The retail development for the ultimate phase is 33 500m² and the Film Studio (considered as offices) is approximately 25 000m² (including theatre). In addition to the trips attracted by retail and film studio development, some trips will be attracted by the loft apartments. These trips are related to the trips made by domestic workers. For this analysis, it was assumed that the trip attraction rate per unit is 0.2 persons/unit. This takes into consideration the nature of the development (students, bachelors etc) and the length of the public transport peak period, which during the AM peak hour for example starts at 05:00 and ends at 08:00/08:30. The number of trips attracted by loft units during the peak hour as a result of domestic worker trips is 82 person trips. The total anticipated inbound trips during the AM peak hour is 833 person trips.

17.3 Short Term PT Response The development in the short term will be supported by the existing People Mover service that operates in the inner city and currently has a stop at the Swimming Pool site, which is situated opposite the development as shown in Figure 18. The site is also located in proximity to the Moses Mabhida train station, which is along the C2 Rail corridor. In the planning of this station, the Film City development was one of the key drivers for this new station. The development is located 1km walking distance to the Moses Mabhida train station (which is along the C2 rail corridor) and 1,2km to the Umgeni Rd PT corridor as shown in Figure 19.

17.4 Medium to Long Term PT Response As discussed under Section 6.2 of the report, the eThekwini Municipality has developed a Public Transport Plan for the Inner City. The plan looks at a 2020, 2030 and 2040 horizon. The following PT proposals will have a direct and positive impact on the Film City Development: • NMT Plans • ICDS Routes 5a, 6a and 6b • C1 Corridor from Bridge City to Durban CBD via Umgeni Rd • C8 Corridor from Tongaat to Durban CBD via KSIA • KSIA LRT System • Inner City Tram • Full implementation of C2 Rail Corridor from Umlazi and Kwa Mashu to Durban’s CBD with new rolling stock • Feeder Services from the Berea The potential roll-out of these plans are summarised in Table 25

18 Pedestrian/NMT Assessment

At ultimate development and in alignment with the Inner City LAP, the proposed development is expected to generate a substantial amount of NMT/pedestrian trips. In light of that, the following recommendations are made: • The development should accommodate for an east-west pedestrian right of way, linking from the M4 overpass to Peoples Park via a possible new bridge over Masabalala Yengwa Avenue • A pedestrian access at the intersection of Masabalala Yengwa Avenue and Battery Beach Rd • A pedestrian access on Battery Beach Road • Provision of adequate pedestrian facilities within the development with minimal vehicle/pedestrian conflict points.

19 Mitigating Measures

The Film City Development, when assessed by applying traditional trip generation rates, traditional background traffic growth rates and combined with neighbouring development traffic (estimated using traditional trip generation rates) will have a substantial impact on the road network. This effectively tests a worst-case scenario which may never materialise. Traditionally, these impacts would be mitigated by adding additional road capacity to the affected intersections. However in reality the road network within the study area is largely constructed to its full extents. In addition, it would be short-sighted to implement certain localised road widening measures without taking consideration and/or compromising the municipality’s future PT and NMT plans for the inner city. The following mitigating circumstances needs to be taken into consideration: • The analysis assumes that the peak hour for all land uses (Film City and Suncoast) will occur simultaneously. In reality, and given the nature of both developments, these are less likely to occur simultaneously and/or to occur during the commuter peak hours. • The retail component of the developments (Film City and Suncoast) is similar to the Ushaka Marine World retail and not the traditional big anchor development. Therefore, it is not expected to generate as large an amount of traffic as estimated and assessed in this study.

19.1 Inner City LAP The implementation of the Inner City LAP plan will see an increase in the inner city population and work opportunities. If the range of residential and work opportunities are broad and encompassing of various income levels, there would be a decrease in the amount trips entering and leaving the inner city during the commuter peak periods. In addition, if the land use/socio economic plan is backed up by an appropriately planned PT and NMT system there would be a decrease in the amount of car trips within the Inner City. The Inner City Plan also considers additional road links in the east-west direction between the Inner City and Berea. And if these are implemented, they will provide much needed transportation capacity across the rail line.

19.2 Inner City Public Transport Plan The eThekwini Municipality is seeking to roll out the Inner City Public Transport Plan over the next 20 years. A significant portion of the plan will have a positive impact on the study area. The plan, when rolled out, will reduce the background traffic volumes through the study area as well reduce the traffic generated by the development.

The proposed development is a mixed use development of medium to high density and it is developments of this nature that will provide the critical mass needed to support the public transport plan.

19.2.1 Short Term Plans The short-term plan to improve/extend the ICDS and extend the NMT plan provide the starting blocks of managing background traffic volumes and addressing the development’s travel demand. In addition, the site is served by the C2 rail corridor which will be improved in the medium to long term by new rolling stock. The Berea feeder services are planned for the long term, however given the interactions between the Berea and the Inner City, it is recommended that some routes be brought forward. This will have an overall positive impact on the mobility between the nodes.

19.2.2 Medium Term Plans The medium-term plan for the implementation of the C1 corridor will improve operations along the north-south corridor especially along Umgeni Road.

19.2.3 Long Term Plans The implementation of the long term plan, which includes plans for a Tram system, an airport shuttle, the full implementation of the C2 and C8 IRPTN corridor will make Durban a world class city that is not dependant on private vehicles for its mobility need. Its implementation will result in a more effective and equitable use of road/public space.

19.3 M4 Upgrade plans There are plans for an additional lane on the M4 in each direction. At this stage, the extents and timeframes for these upgrades is not known. This project team is in support of this proposal provided the primary function of the additional lane is to provide priority and additional mobility for high occupancy vehicles. These could include: • Short term public transport services (ahead of the planned C1 and C8 corridors) • Higher Occupancy Vehicles/Lift clubs etc • Short term Airport Shuttles (ahead of a long-term rail based service)

19.4 Short Term Road Upgrades The following short-term road upgrades have been proposed to mitigate the impact of the Phase 1 Film City development. These upgrades may be implemented provided they do not compromise the Inner City LAP and PT plans.

• 2 – Masabalala Yengwa Avenue and Isaiah Ntshangase Road - One potential mitigating measure for the PM peak hour will be to optimise the signal timing to allow more green time for the northbound movement. • 3- Masabalala Yengwa Avenue and Battery Beach Rd - the eastern approach be reconfigured to accommodate for a 20m short left lane, and the lanes on this approach be remarked to allow for a double right turn movement. The short-left slip on the north should be extended to 40m and traffic signals optimised. • 10 - Sandile Thusi Rd and M4 - Consideration can be given to extending the left turn on the north approach to 130m as well as reconsidering the signal phasing during the AM peak hour. In addition, Battery Beach Rd - between Masabalala Yengwa Avenue and Snell Parade – should be upgraded to a four lane cross-section.

19.5 Medium to Long Term Road Upgrades The following medium to long term road upgrades may be implemented at the appropriate stage: 7 - Sylvester Ntuli Rd and Snell Parade - an additional approach and departure lane be implemented on the north approach 9 - Sylvester Ntuli Rd and Sandile Thusi Rd - the north approach be remarked to allow for a double right turn movement.

19.6 Preliminary Conclusion The aforementioned mitigating measures will seek to reduce both, the background traffic demand as well as the anticipated development traffic. In doing so a great level of mobility will be achieved within the study area, the inner city and across the municipality. Notwithstanding the above, should it become evident to the municipality that certain mitigating measures – in particular the Inner City LAP Plans, the Inner City PT Plans or the M4 upgrade plan - have been amended significantly, are substantially delayed in terms of implementation or will not be implemented at all, then the municipality will be responsible for updating this TIA accordingly.

20 Conclusion & Recommendations

The Film City Development is a catalytic Inner City development located on Erf 11546, Erf 12693 and Rem/1/11543 in Stamford Hill, Durban. The site which is currently zoned as Government and Municipal Reservations is to be rezoned to Special Zone 32. The development will consist of film studios, theatre, theme retail, hotel and loft style apartments.

Development Bulk The development will be phased in with Phase 1 anticipated by 2025 and Ultimate Phase by 2030. Phase 1 will account for a third of the overall bulk.

Study Area The study area is bounded in the north by Isaiah Ntshangase Rd, to the south by Sandile Thusi Rd, to the east by Snell Parade and to the West by Umgeni Rd.

Access Points Phase 1 access into the development is to be located on Battery Beach Road, spaced at least 120m from Masabalala Yengwa Ave. For this study, the access was considered as a traffic circle.

For the ultimate development a second access is proposed on Sylvester Ntuli Rd, at the existing circle located between Snell Parade and Sandile Thusi Rd.

Development Traffic Latent Development Trips An assessment of the latent development rights of the site indicate that the trips generated by these rights could in fact be greater that the proposed Ultimate Film City Development. As an example, a 6000 student tertiary facility can generate in excess of 4000 trips during the commuter peak hour, which is approximately twice the amount that is generated by the proposed Ultimate Film City Development. Vehicle Trips In phase 1, the development is expected to generate 521 trips in the AM peak hour and 1149 trips in the PM peak hour. The ultimate development is expected to generate 1125 trips in the AM peak hour and 1875 trips in the PM peak hour. The ultimate development trip generation accounts for the trip reduction factors and the modified trip rates. Despite the amount of traffic that is expected to be generated by the development in 2025 and 2030, the following extenuating circumstances needs to be considered: • The analysis assumes that the peak hour for all land uses (Film City and Suncoast) will occur simultaneously. In reality, and given the nature of both developments, these are less likely to occur simultaneously and/or to occur during the commuter peak hours. • The retail component of the developments (Film City and Suncoast) is similar to the Ushaka Marine World retail and not the traditional big anchor development. Therefore, it is not expected to generate as large an amount of traffic as estimated and assessed in this study. Public Transport Person Trips In Phase 1, the development is expected to attract some 350 public transport person trips in the AM Peak hour. For the ultimate development some 750 public transport person trips will be attracted and 150 trips produced by the development

Road Impact Assessment The intersection analysis for the 2020 base year shows that all the intersections within the study area operate at an acceptable overall LOS apart from 2- Isaiah Ntshangase Rd and Masabalala Yengwa Ave, 10 - Sandile Thusi Rd and M4 and 13 – Sandile Thusi Rd and Umgeni Rd. By 2025 and 2030, most intersections will operate at a poor LOS apart from the intersections along Snell Parade and the 11 and 12 – Sandile Thusi Rd and Masabalala Yengwa Avenue interchange.

The introduction of Phase 1 Film City development traffic will have a significant impact on the 3 - Masabalala Yengwa Avenue and Battery Beach Rd but a minimal impact on the remaining intersections In 2030, when the full development is expected to be operational, the major impact extends to include 2- Isaiah Ntshangase Rd and Masabalala Yengwa Ave intersection. With the inclusion of the Suncoast development traffic in the 2030 scenario, there is a substantial impact on all the intersections except 5 – Battery Beach Rd and Snell Parade and Suncoast North Access, 6 – Snell Parade and Suncoast South Access and the 11 and 12 – Sandile Thusi Rd and Masabalala Yengwa Avenue interchange. The segment analysis indicates that certain links along the Sandile Thusi Rd corridor will experience low journey times which may be attributed to the short segment lengths and small amount of green time allocated which is due to high competing movements. There may be an issue on the Masabalala Yengwa Avenue corridor in the northbound direction in the PM peak hour, but this may be mitigated by reallocation of the green time for that scenario.

Mitigating Measures In light of the future traffic volumes on the road network in 2025 and 2030, with and without the proposed development, a number of mitigating measures will need to be implemented to minimise the impact on mobility in the study area and the inner city as a whole. The following mitigating measures are in alignment with the Inner City LAP and Inner City PT Plans. These measures will seek to reduce the future background traffic in the inner city and the amount of vehicular traffic generated by the proposed development: • The realisation of an increased population and work opportunities in the Inner City – provided that these consider a broad range of income levels – coupled with an appropriately designed Inner City Distribution Service (ICDS) and NMT system will see a substantial decrease in the amount of trips entering, leaving and within the Inner City. • The implementation of the Inner-City Distribution Services in the short term • The extension of the Inner City NMT Plan • The potential early roll out of selected feeder services from the Berea • The medium-term roll-out of the C1 Corridor • The new rolling stock for the C2 rail corridor in the medium to long term horizon • The implementation of the long-term PT plans which includes plans for a Tram system, an airport shuttle, the implementation C8 IRPTN corridor

Recommendation The following recommendations are made from a traffic and transportation perspective: • The proposed rezoning of Erf 11546, Erf 12693 and Rem/1/11543 in Stamford Hill, Durban is supported. • The mitigating measures identified in this study are to be implemented by the municipality as and when they are required or in alignment with a more broader implementation plan • The future planning and design of transportation infrastructure in the study area – be it the items discussed in this study, amendments to these or new proposals - must take account the proposed development • The eThekwini Municipality is to ensure that an east-west pedestrian right of way, linking from the M4 overpass to People’s Park via a proposed new bridge over Masabalala Yengwa Avenue is allowed for in the precinct plan/site development plan/SG diagram for the site • The eThekwini Municipality to ensure a pedestrian access into the site at the intersection of Masabalala Yengwa Avenue and Battery Beach Rd and along Battery Beach Road, in the vicinity of the vehicular access point.

• The cost of the Battery Beach access point – which incorporates a traffic circle with a 40m ICD – is for the cost of the eThekwini Municipality. The eThekwini Municipality is to ensure that any road servitudes that may be required for the access point is accounted for in the precinct plan/site development plan/SG diagram for the site. • The eThekwini Municipality is to consider the registration of a Right of Way over the neighbouring property (located east of the M4) in order to support the second access to the site for the ultimate development plan, at the appropriate stage. • A site traffic assessment must be undertaken for each building plan submission made for the development. • Any changes to the development bulk may require an updated TIA unless it can be proven that the changes under consideration has a lower trip generation than that considered in this TIA or the changes results in minimal impact on the transportation network. The final decision on whether a TIA is needed or not will rest with the eThekwini Transport Authority (ETA) • The eThekwini Municipality may submit a truncated TIA for any sub-phasing of the development when required. • Should it become evident to the municipality that certain mitigating measures – in particular the Inner City LAP Plans, the Inner City Detailed Public Transport Plans and the M4 upgrade plan - have been amended significantly , have been substantially delayed in terms of implementation or will not be implemented at all then the municipality will be responsible for updating this TIA accordingly.

Phase 1 : 13 085 sqm FS 1. There are two categories of people at a film studio, Cast & Crew and Standby Construction. Standby construction are the guys that build the sets. a. Cast and crew work varying hours, depending on the “call time”, it can be early morning to late evening. In Cape Town, it was estimated that 30% will travel during commuter peak hours. We assumed 40%. b. Standby construction work normal office hours from 8 to 5. 2. There are typically two types of production, local soupies or Hollywood blockbusters. The typical cast and crew population for each are shown below. 3. It is estimated that a third of Cast & Crew and Standby Construction come using PT in Cape Town. For our assessment we used the same value for crew and cast, however for standby construction we increased the value to 40% since our site is located with Durban’s CBD and is not remote like the Cape Town site. 4. For Phase 1 we assumed a local soapie plus one blockbuster. This production sequence is more likely the exception rather than the norm. 5. A PV occupancy of 1,2 was assumed 6. A 25% factor was applied to calculate flow in reverse direction 7. The effective PV trip rate is approximately 2,4 trips/100sqm.

Ultimate 26 880 sqm FS

For the ultimate scenario the following was considered: 1. In all likelihood you would probably have three local soapies and one blockbuster but for assessment purposes we considered one soapie and two blockbusters 2. For PT use, in light of the inner city LAP and the proposed ICDS, we increased the PT from 33% to 50% for all categories. 3. Rest of assumptions remain the same
