Rea Spanish Republican refugees and members of the Internation- '. · .. c al Brigade; Proposals of Joint Anti-Fascist Refugee Comnii:ttee:

The attached memo seems to indicate the following pro~lems~: .

1. There are a number of Spanish Republican refugees and· . members of the International Brigade who escaped from Franc:e to··· Switzerland, where most of them are presently interned• ''\The Joint Anti-Fascist Refugee Committee indicates the desirabilityof·ou:r providing facilities for relief agencies to send funds to indivi-. ..· duals or organizations in Switzerland for aid to these fef'ugeese.. V/ec. have issued several licenses relating to this and siniilai' matters•' :. ·c .·· It would seem advisable to suggest to the Joint Anti-~'asci.st Reftige6'· Connnittee that it tell the ilrt.erested organizations to ina,k~.applica~ tion to Foreign Funds Control for an appropriate license in

The Co~ttee also recommends that an approach be :r~de·t(> ·the Swiss with a view to their doing all that is possible: to foster: .. the admission to Switzerland of Spanish Republiciuis ~nd'.I,fi{Elrnati()nal Brigaders who escape from French concentration: camps• ·It.would se1;iin. that this might. be the subject for inquiry to Bern.

2. The Joint Anti-Fascist Refugee Committee has indica~ed the· desirability of doing everything we can to afd the Spanish Republi• can rei'ugees and members of the International Brigade who still. re."'.' ·. main in France in concentration camps, pris~ms, or labor. gangs. ~<.{c" ..... Among other things, the Gommithe proposes furnishing.f()od and c_loth"'. ing through the·· Swedes or the International Red Gross; the investiga tion of· conditions by the same groups; and doing whatever, is possible to get the· remaining International Brigaders out of France, such as for example, securing permission from the occupying. forces through the Swedish Government, followed by the Unit,ed States' leridingits · support to securing tre.nsit visas from the 0panish and Portuguese in order that the refugees may ~et either to Mexico or,.perl!apr;i, North . .Africa, if they could be usefui there.· In this '6onnectfon it/was ·· also suggested that transportation ba obtained through ihe Swedes•.

'., - 2 - The Committee also proposed in Swi t.zerland s_o that the International Red Service Committee and the Swiss Red Croes for the Spanish Republicans and interned there. It might be noted that on License Ne. NY 608719 was issued to the Relief Committee authorizing it to remit iod of six months to the International Red Croes would transmit the funds to the Service Sociale d'Aide for the relief of Spanish refugees in camps in southern.·Jf1~ar1ce1.;• 'llhether this license is presently broad enough"to of the Committee is a natter whicn could probably be inquiry.

3. The Joint Anti-Fascist Committee also proposes tomake an . investigation of conditions of the Spanish Republicans and Tnterna.; tional Brigaders in Spain. It urges the extension of relief to them.

I I have attached a proposed letter of inquiry directed to the Joint Anti-Fascist Committee and a proposed cable to Switzerl!!,nd. < .•. ,,,,,.•. ~ A~~ 'I ...
