Multi-level governance: Institutional and financial settings Objective 1.Enhance effectiveness of migrant integration policy through improved vertical co-ordination and implementation at the relevant scale National level: competences for migration-related matters In Sweden, migration and integration policies are designed at the national level; however, there is no “integration code” or guidelines that all levels of government have to follow in their integration process. Since the dismantling in 2007of the former Integration Agency – created in 1998 – each ministry and government agency is responsible for integration in its particular area and integration has to be applied to all areas of policy (Bakbasel, 2012[5]). The Ministry of Justice (responsible for migration, asylum, residence permits) and the Ministry of Employment (responsible for employment, establishment, integration through work) are the two state departments responsible for most of the migration and integration policies. The Equality Ombudsman (DO) is in charge of overseeing discrimination laws. Sweden has intensified efforts to combat discrimination of foreign- born individuals since the 1990s. A comprehensive law against all kinds of discrimination was introduced in 2009. It is impossible, according to some studies, to determine whether these measures have begun to reduce discrimination (DELMI, 2017[15]). BUSINESS R&D IN WESTERN SWEDEN 2020 33% of Sweden’s business R&D expenditure SEK 41BN business R&D expenditure 4.5% Business R&D as a share of GRP Sweden’s most concentrated region for innovation with 35 testbeds Sweden is a country that boasts considerable capacity for conducting research and development (R&D). Year after year, Sweden finishes near the top in surveys looking at how much money countries invest in research and development in relation to their GDP. In 2019, Sweden’s total R&D as a share of GDP stood at 3.4 percent, which corresponds to approximately SEK 171 billion. In terms of business R&D expenditure alone, the share of GDP was just over 2.4 percent (approximately SEK 123 billion). In international measurements conducted by the OECD, among others, this means that Sweden has the world’s third largest R&D budget in relation to its GDP.1 This is very impressive for a small, open economy like Sweden. What might Sweden’s R&D capacity entail? The empirical stream of innovation studies often analyses the relationship between R&D and innovation. Broadly speaking, the conclusions show that the more R&D companies conduct, the greater the likelihood of innovations being created and demanded on global markets, and of the companies’ productivity increasing. This in turn generates increased value and frees up resources, which can be reallocated to new jobs and technologies. The apple is not falling far from the tree in this respect, as Sweden’s innovation potential also appears to be exceptional in several international surveys by bodies such as the European Commission, WIPO and the OECD.2 So where is Sweden’s R&D conducted in companies and where are the country’s innovations and market-leading competitive products, services and processes created? In 2019, Västra Götaland’s share of the country’s population and companies stood at approximately 17 percent. -

WHAT’S HAPPENING IN THE IMMEDIATE FUTURE (UNTIL 2013) Public transport measures The West Swedish Solution One important element of financing the West Swedish Solution is the congestion charge. But before it is intro- duced on 1 January 2013, a number of measures will be implemented in the area of public transport to create, among other things, shorter journey times, better relia- bility, higher capacity and greater frequency. This will be done by means of: • Longer platforms for commuter trains on the Alingsås- Gothenburg and Gothenburg-Kungsbacka routes, to allow for increased capacity onboard longer commuter trains. • Expanded parking facilities for commuters at stations and by bus stops along the routes into the city, to allow for connecting journeys by car or bike. • Extended bus lanes on the routes into Gothenburg, to create a significant increase in bus traffic with good ac- cessibility and more reliable public transport. • New bus routes and bus lanes in central Gothenburg to create fast, reliable bus and tram traffic. In addition to this, the whole journey will be made easier by means of extended hubs for public transport, more cycle parking facilities, better accessibility for cyclists and improved information about times and delays for travellers. The West Swedish Agreement costs SEK 34 billion. 50 per cent of the financing comes from Region Västra Götaland, Region Halland and Gothenburg City along with income from congestion tax in Gothenburg. State funding finances the remaining 50 per cent. Congestion tax Congestion tax is intended to improve accessibility on our roads, improve our environment and part-finance the West Swedish Agreement. Around 38 control points will be placed at the entrances and exits to the congestion zone. Vehicle number plates will be photographed auto- matically at control points. The Swedish Transport Agency will send a payment slip to the vehicle owner. Payment can be made by direct debit.
