This event will look at policy developments since then, on-going national coordination and how the West Country Water Resources group is progressing the long terms strategy for the South West with speakers from Defra, RAPID (Regulators Alliance Progressing Infrastructure RAPID Map Development), South West Water, EA (Environment Agency) & DWI (Drinking Water Inspectorate). RAPID is a regulatory partnership between Ofwat, the EA and the DWI. RAPID’s goal is to facilitate the coordinated delivery of a programme of strategic water resource schemes required to meet the needs of people, the economy and our environment as set out in the National Water Resource Framework. As well as test the regulatory and commercial arrangements for water resource infrastructure to ensure it is fit for future needs. Meet the Speakers Paul has been the Managing Director of RAPID since January 2020. Paul is seconded to RAPID from the Environment Agency where he was Deputy Director with oversight of Water Resources for England. Prior to the Environment Agency, Paul worked in the water industry in a variety of regulation and asset management roles. Paul Hickey Paul is a Fellow of the Institute of Water and sits on its Board as well as the South Managing Director West Area Committee. RAPID Sophie is responsible for the overall regulatory system for water companies in England, overseeing the relationship with Ofwat and engagement with the water industry. She also leads on ensuring there is a secure and sustainable supply of water in the long-term, including the need to reduce overall demand for water to respond to climate change and population growth pressures. In previous roles, Sophie has worked in MHCLG on local government finance Sophie Broadfield reform and in the Treasury and Department for Education. Deputy Director (Water Services) Defra Polly Chancellor supports the work of regional water resource planning; previously in her work for the Environment Agency with the development of the water resources national framework and more recently in her work at Ofwat. Polly joined the RAPID team in Ofwat in May 20 and this team is working to help accelerate the development of new water infrastructure and design future regulatory Polly Chancellor frameworks. Senior Associate Polly has over 15 years’ experience of RAPID and Environment Agency working in water resource planning and is a chartered member of CIWEM. Continued Rob has over 25 years water industry experience holding various senior operational, research and engineering consultancy roles, and is currently part of the senior leadership team at SWW heading up the management of water resources for their customers. Rob chairs the new regional water resource planning group for the West Rob Scarrott Country and has worked on a range on Head of Water Resources industry projects from the creation of the South West Water Flood Estimation Handbook to the concept of Target Headroom. Lisa has over 15 years’ water resources and drought planning experience within Government. Lisa is now in a more operational role and over the past three years, she has been the EA lead for the West Country Water Resources group, working with its members to shape a new approach to planning. She is now taking a national view to embed regional planning into regulation and working with all five Lisa Winfield regional to ensure it succeeds and Senior Advisor delivers outcomes in the EA’s National Framework. Environment Agency Brenda Caymen supports the drinking water quality aspects of the Strategic Regional Options in RAPID, having previously worked in the Drinking Water Inspectorate and prior to that, in various water quality roles at Thames Water Utilities Ltd.
