However, Army tightened its freeze formula to one outside employee for every four lost. Employers can seek freeze exemptions, for example, for medical, hiring safety and security positions and to hire new college graduates. However, Ratcliff said, officials will take a hard look at such requests because of a February study. We found the services had used only a third of the allocations freeze we gave them, but they had perhaps used exemptions more than they should have," she said. And for a group of Kaneohe Bay children no words could be truer. Ten martial artists from the Okinawa Shorin Ryu Dojo here competed in the Hawaii Okinawa Karate Do Championship Sunday. The tournament was held at the Army's Aliamanu Recreation Complex and included partidipants from the state of Hawaii and as far away as Washington D.C. Competitors had their choice between three different events: Kumite (sparring) and open-hand and weapons kata (karate routines) with each event being divided by age and expertise. After 10 hours of physically and mentally grueling competition, the Kaneohe dojo emerged triumphant with three trophies. But according to Sensei Greg Johnson, triumph is not measured with trophies.
