1. Introduction

1.1 Reeves Transport Planning is appointed to provide a Transport Report in support of a proposed redevelopment at St Peters Place, Lancing, which is in the Adur District of . A site layout plan is attached ta Appendix 1.

1.2 The proposal seeks to redevelop the existing garages and car breaker/repair site to provide 18 flats, with associated parking and turning areas that will be accessed via St Peters Place, Western Road.

1.3 This Transport Report is drafted with reference to West Sussex County Council’s guidance on the content of Transport Assessments and the Ministry of Housing’s, Communities & Local Government Guidance on Travel Plans, Transport Assessments and Statements, published March 2014. 2. Policy Background

2.1 This section of the Transport Report sets out the relevant policies, at a national and local level, that this proposal will be judged against.

2.2 The National Planning Policy Framework (NPPF), adopted in March 2012 and updated June 2019, details the Government’s planning policy and is a material consideration in planning decisions. Its emphasis is on minimising the need to travel, reducing car use and encouraging the use of sustainable transport. It sets out the objectives with respect to promoting sustainable transport and notes that ‘the transport system needs to be balanced in favour of sustainable transport modes, giving people a real choice about how they travel. However, the Government recognises that different policies and measures will be required in different communities and opportunities to maximise sustainable transport solutions will vary from urban to rural areas’.

2.3 Section 9 of the revised NPPF has focused on promoting sustainable transport with suggested guidance on considering development proposals where:

• Appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, given the type of development and its location;

• Safe and suitable access to the site can be achieved for all users; and

• Any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to and acceptable degree.

2.4 Paragraph 109 reinforces that ‘development should only be prevented or refused on highway grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe’.

2.5 Policy 15 of the Adur Local Plan 2017 states that development should include a layout and design that considers the potential users of the site, have safe access to the highway network, not result in harm to highway safety and have acceptable parking arrangements.

2.6 Policy 28: Transport and Connectivity explains that to secure significant improvements to transport and mobility in Adur, ‘new development should:

• Improve public transport and access to it where opportunities arise.

• Work with West Sussex County Council and Brighton & Hove City Council to promote a sustainable transport system along the coast to help in the regeneration of the area including Shoreham Harbour, ensuring that the A259 is improved.

• Provide for improvements to the road network, including the A259 and A27. Measures include junction improvements, traffic calming, and where necessary new roads. Appropriate mitigation measures to address capacity issues ata number of key junctions including the Sussex Pad on the A27 will be sought.

• Encourage proposals to extend the existing cycle network and secure a network of cycle, pedestrian and bridleway facilities linking urban areas, key sites, open space, countryside and coast. These will include new and improved rights of way (suitable for a range of users, including those with mobility difficulties, where appropriate) as well as improved access across the A27.

• Ensure that new development is located and designed to minimise the need for travel, facilitates and promotes the use of sustainable alternatives to the private car, and provides or contributes to the necessary infrastructure to serve the development and to mitigate against any adverse impacts to an acceptable level. Travel Plans and Transport Assessments will be required for certain developments in line with West Sussex County Council guidance and the National Planning Policy Framework.

• Ensure new development contributes to the mitigation of air pollution, particularly in Air Quality Management Areas. Air quality assessments may be required. Where practical, new development should be located and designed to incorporate facilities for electric vehicle charging points, thereby extending the current network.

• Implement a range of measures to address car parking issues in Shoreham town centre.

• Apply the most up-to-date car parking and cycle parking standards.

• Pursue with West Sussex County Council ways of managing the impact of HGVs in Adur and implement measures as appropriate.

• Implement an area-wide behaviour change programme to encourage sustainable modes of transport and reduce demand for the private car. This should include a package of travel behaviour initiatives’.

2.7 The development will be required to support the objectives of the West Sussex Transport Plan 2011-2026, which are:

• A high quality transport network that promotes a competitive and prosperous economy;

• A resilient transport network that complements the built and natural environment whilst reducing carbon emissions over time;

• Access to services, employment and housing; and

• A transport network that feels, and is, safer and healthier to use.

2.8 This Transport Report will demonstrate that the transport implications of the proposal meet the requirements of both local and national policies, and that it does not have any adverse impact on highway safety or capacity. 3. Existing Conditions

3.1 The application site is located to the rear of the existing block of flats that front the northern section of St Peter’s Place, Lancing. St Peter’s Place is a short cul-de-sac off Western Road, which provides vehicular access to the existing residential flats as well as several industrial units.

3.2 The existing St Peter’s Place/Western Road junction currently servesthe industrial and residential properties with appropriate levels of visibility available at the access, in particular to the north, in the direction of on-coming traffic.

3.3 The application site is occupied by an existingoutdoor vehicle repair and breakers yard and 12 lock up garages. The existing building is circa 172sqm, which contains repair bays with associated storage and office accommodation.

3.4 During our numerous site visits there have regularly been 30 vehicles parked on and around the site. The vehicles have been in various states of repair or are being dismantled. Large goods vehicles were observed delivering vehicles to be dismantled or collecting the bodyshells of vehicles that have been dismantled.

3.5 The current uses are served by an existing vehicular access track from St Peter’s Place, which is immediately east of the existing residential block of 15 flats. The current configurationprovides a maximum of nine car parking space for the flats.

Accessibility by Foot and Cycle

3.6 The surrounding environs are predominantly suburban in nature with footways on both sides of the road and typical street lighting. There are local amenitiesincluding a hair salon, takeaway and convenience store located within a 550metre walk.

3.7 The site is 800metres from national cycle Route 2, which provides links to Worthing, Shoreham and Brighton.

Accessibility by Bus

3.8 There are stops located on Western Road that are within the recommended optimum walking distances to bus stops, which Planning for Public Transport in Development, 1999, states as 400metres. To the north, there are two stops known as Carnforth Road bus stops that provide northbound and southbound services to Lancing town centre, Arundel, Durrington and Shoreham. To the south, there are the Water Treatment Works bus stops that are a continuation of these services.

3.9 Table 3.1 presents a summary of the routes and frequencies of the services available at nearby bus stops, and the relevant route maps and timetables are attached at Appendix 2.

Accessibility by Train

3.10 Lancing Rail Station is situated approximately 1.8kilometres directly east of the site, which falls within the two kilometres that the Chartered Institution of Highways & Transportation’s Providing for Journeys on Foot (2000) guidelines establishes as an acceptable walking distance for commuters.

3.11 The station is served by Southern services that provide frequent journeys to Gatwick, London, Littlehampton, Brighton and Portsmouth. The Southern route map demonstrating routes to, and from, Lancing Rail Station is included at Appendix 3.

3.12 In summary, it is considered that the proposed site is accessible in terms of public transport with good links to both the existing bus and rail network. 4. Proposed Development

4.1 The proposal seeks to demolish the existing buildings and provide a residential development comprising of 18 one-bedroom flats. The proposed development will be served via the existing vehicular access from St Peter’s Place.

4.2 The proposal includes 18 car parking spaces with one allocated to each new unit. Amendments to the layout of the land surrounding the existing residential development, St Peter’s Place, facilitates five additional car parking spaces. This is to compensate for the loss of spaces caused by the demolition of the existing buildings. In line with the requirements of West Sussex County Council’s ‘Guidance on Parking at New Development’ 28% of the full car parking provision will be Electric Vehicle (EV) enabled. This equates to 6 spaces with EV charging facilities. The remaining 12 spaces will be provided with ‘passive provision’ to accommodate potential future demand in EV charging facilities.

4.3 Appropriate levels of cycle parking will be incorporated within the development. A minimum of 18 safe, covered and secure bicycle spaces can be included to actively encourage cycling. 5. Transport and Traffic Impact

Trip Generation Comparison

5.1 In order to assess the transport implication of this proposal, it is necessary to undertake an assessment of the trip generation of the existing 171sqm vehicle repair business, the car breaker element, and the lock up garages.

5.2 This assessment is based on data for ‘Vehicle Services – Vehicle Repair Garage’ contained within the latest version of the TRICS database. A full data assessment with details of the TRIC sites used is attached, asAppendix 4.

5.3 Table 5.1 identifies the predicted trips associated with the existing circa 170sqm vehicle repair garage.

5.4 The data indicates that the vehicle garage repair element of the existingunit generates approximately 31 vehicle movements per day.

5.5 The existing car breaker’s yard trip assessment is based on discussions with the site owner. Where weekly movements occur, the numbers are converted to a daily rate to ensure the traffic generation is comparable. It should be noted that the numbers are based on a robust assessment of the site working to its weekly average capacity. In reality, the number of daily vehicle movements associated with this use is variable.

• Arrival of vehicles (five per week): two vehicular movements per day;

• Removal of car shells (five per week): two vehicular movements per day;

• Deliveries/collections (three per day): six vehicular movements per day;

• Staff movements (additional three staff): six vehicular movements per day.

5.6 Using this information, the car breakers yard currently generates approximately 16 vehicular movements per day.

5.7 Assuming all the garages can be renovated and leased to regular commuters, the 12 garages could generate a maximum of 24 vehicle movements per day.

5.8 Therefore, it is estimated that the existing site uses generate a total of 71 daily vehicular traffic movements, with approximately seven movements in the AM Peak and eight movements during the PM Peak.

5.9 TRICS has also been interrogated to understand the likely trips generated by the proposed residential scheme and the multi-modal surveys associated with flats located outside of Greater London and under private ownership.

5.10 Table 5.2 demonstrates the possible trip generation associated with the proposed 18 flats.

5.11 The results suggest that the proposed residential scheme will generate approximately 71 daily vehicular traffic movements, with approximately eight trips during the AM peak and seven vehicle trips during the PM peak.

5.12 This proposal will generate a traffic impact that is similar to the existing use. While the absolute number of vehicle movements are similar, the removal of the businesses, and in particular the vehicle breakers, will represent a material change in the type of vehicles that attempt to use the access.

5.13 The location of the new refuse storage area is adjacent to facilities for the existing flats, as such there will be no material change in the current situation. A fire appliance can park within 18 metres of the riser serving the dwellings, while maintaining a maximum reversing distance of 20m, which complies with the requirements for fire access as defined in paragraphs 13.4 and 13.5 of part B5 of Building Regulations.

5.14 Swept Path Analysis, attached at Appendix 5, illustrate that refuse and emergency vehicles can access and leave the site in a forward gear without impeding the free flow of traffic. 6. Parking Demand and Provision

6.1 A minimum of 18 safe, covered and secure bicycle spaces can be included in the development, which can be controlled by planning condition.

6.2 West Sussex County Council’s Guidance on Parking at New Developments, March 2019, shows that the application site is located in Parking Behaviour Zone (PBZ) 1 and is on the boundary of PBZ 4. PBZ 1 suggests a parking demand of 27 spaces and PBZ 4 suggests a demand of 16 spaces.

6.3 The Census Super Output data sets for the development area is attached, as Appendix 6. The data is based on the number of bedrooms and properties with at least one resident/tenant over 17years of age in the immediate vicinity of the application site. The Census data indicates that demand will equate to nine parking spaces.

6.4 The new and reconfigured parking area can accommodate a maximum of 32 parking spaces. This ensures no net loss of parking capacity for the existing flats and provides one allocated space to each of the new 18 residential flats. 7. Collision and Risk Assessment

7.1 Collision data frequency has been abstracted from Sussex Safer Roads Partnership’s website to understand the likely traffic impacts of the proposal. The data mapping is attached at Appendix 7.

7.2 The data demonstrates that, in the most recent published five-year period to September 2019, there was one collision on Western Road circa 120metres to the north of the access. Accordingly, it will not have been caused by, or contributed to, by the site access.

7.3 This indicates that there are no intrinsic design faults with the site access or local road network that have a negative impact on highway safety. There are no highway design issues that will be worsened by this proposal, given the minimal traffic impact. 8. Conclusions and Recommendation

8.1 Reeves Transport Planning is appointed to provide a Transport Report in support of a proposed redevelopment at St Peter’s Place, Lancing. The application seeks to redevelop the existing garages and car breaker/repair site to provide 18 residential flats. Associated parking and turning areas will be accessed via St Peters Place off Western Road.

8.2 The site is occupied by an existing garage repair and breakersyard and lock up garages. The existing site building is circa 250sqm and contains repair bays with associated storage and office accommodation. The site is served from an existing vehicular access track from St Peters Place, immediately east of the existing residential block of flats.

8.3 It is considered that the proposed site is accessible with amenities available within walking distance and adequate public transport links to both the existing bus and rail network.

8.4 Transport impact analysis indicates that the proposed development will generate similar daily vehicular movements when compared to the site’s existing uses. While the absolute numbers will remain around the same, the removal of the businesses, and in particular the vehicle breakers, will represent a material change in the type of vehicles that attempt to use the access.

8.5 The latest version of West Sussex County Council’s Guidance on Parking at New Developments suggests that the proposal will create a parking demand for 27 spaces, when assuming PBZ 1, and 16 spaces, when assuming, PBZ 4. Local Census data indicates that demand is more likely to be nine car parking spaces.

8.6 The PBZ map for the Adur Ward is attached atA ppendix 8. It illustrates the location of the site in relation to the wider PBZs. Zone 1 covers the predominately rural ward of Peverel, and Zone 4 covers the urban ward of Churchill. The application site is on the

small triangle of land to the south of the east coast main line. It is reasonable to assume that the parking behaviour of new tenants will reflect the behaviour of local residents in Zone 4 rather than the behaviour of people living in Zone 1, on the suburban fringe next to the A27.

8.7 This assumption is supported by the local Census data from both Peverel and Churchill. It confirms that car ownership, in the immediate vicinity of the application site, will equate to nine vehicles.

8.8 The new and reconfigured parking area can accommodate a maximum of 32 parking spaces. This ensures no net loss of parking capacity for the existing flats and provides one allocated space to each of the new 18 residential flats. Appropriate levels of bicycle parking, that exceed the minimum requirements are also incorporated into the scheme.

8.9 The change of use will remove a noisy and dirty business activity, dismantling damaged or scrapped vehicles, from a residential area, which will significantly enhance the amenity afforded to existing residents. On this basis and taking all relevant information into consideration including the accessibility of the application site, the provision of on-site parking and the comparable daily traffic movements, it is considered that the proposed development will not have a severe impact on highway capacity or safety. Accordingly, the proposal fully complies with both local and national policy objectives and should not be refused on transport grounds.
