Hazelmere Pimlico Road Clitheroe Lancashire BB7 2AG Dear Mr Maudsley, Land at Barrow Brook Enterprise Park Review of Highway Implications Further to your recent instructions, I confirm that I have undertaken an assessment of the proposed development comprising 14 industrial starter units (with a total GFA of some 4,065 sqm) at the above site with respect to potential transport/highways implications and set out my findings as follows. Background Whilst this is a previously undeveloped site, the access road (North Road) to the site has been provided from the roundabout on Hey Road/Holm Road which in turn provides access onto the A59 roundabout. With respect to recent planning history, there was a reserved matters application (ref 3/2007/1065) which was approved in February 2008 for part of the site. This followed an outline consent (ref 3/2002/0878) for a development comprising a total of 4662sqm of B1 office space. Whilst this consent has now lapsed, clearly this demonstrates that the principle of development at the site has been accepted and that the highways implications of such development have been appraised and also accepted. Registered in England and Wales No. 3880298, Registered Office as above Existing Conditions in the Vicinity of the Site As noted above, the existing access roads to serve the site have already been constructed (North Road), in the form of roundabout junctions onto both Hey Road/Holm Road and the A59. Whilst the A59 is a strategic route within the county, the roundabout which will serve the site appears to operate in a satisfactory manner, as does the roundabout on Hey Road/Holm Road. Reference to the LCC MARIO website indicates that within the last 5 years, there have been no recorded accidents on either Hey Road or Holm Road, with just 3 slight severity accidents recorded at the A59. This indicates that there are no particular road safety concerns. In light of the above, it is therefore considered that the local highway network operates in a satisfactory manner with respect to both highway operation and road safety. Previous Planning Consent In order to quantify the potential trip generation attributable to the previous planning consent on the site (comprising a total of 4662sqm of B1 office space), the TRICS database has been interrogated for the category of ‘Employment – Office’ for sites within England excluding Greater London. Only those sites not within a town centre or edge of town centre location were included. The resulting TRICS output is included at Annex A and summarised below in Table 1. Table 2 shows the resultant trip generation. Proposed Development As noted above, the proposed development comprises 14 industrial starter units with a total GFA of some 4,065 sqm. In order to quantify the potential trip generation attributable to such development, the TRICS database has been interrogated for the category of ‘Employment – Industrial Estate’. Sites in England, excluding Greater London have been chosen from the database. The resulting TRICS output is included at Annex B and summarised below in Table 3. Table 4 shows the resultant trip generation. Taking cognisance of the potential office trips associated with the previous planning consent (Table 2 above) then the net changes in trips attributable to the current light industrial unit proposals is as set out in Table 5. Time Period In Out Total AM Peak -47 +5 -42 PM Peak -1 -46 -47 Day (7am to 7pm) -85 -89 -175 Table 6 – Net Change in Trip Generation Clearly the proposed light industrial units would result in fewer trips generated by the site when compared to the previously consented office development and therefore it is difficult to see how the proposals could raise any highways related concerns. Even disregarding the previous consent on the site, the predicted trips number only 30 and 41 in the AM and PM peak hours respectively. To put these trips into context, The DfT document ‘Guidance on Transport Assessment’ quotes a threshold of 30 two-way trips in the peak hour, below which formal assessment may not be required. Clearly the predicted two-way trips forecast to be generated by the proposed development are comparable to this suggested threshold and therefore cannot be considered aas significant and could be more than adequately accommodated by the existing highway infrastructure within the vicinity of the site. Car Parking With respect to parking provision, the LCC standards indicate that the maximum permissible number of spaces would be 136 (@1 space per 30sqm). Clearly the 92 spaces proposed at the site would be in accordance with these standards. Servicing Swept path analysis has been undertaken to demonstrate that the site could be accessed by a large refuse vehicle. These plans which are inncluded at Annex C show that such a vehicle can enter and leave the site in a forward gear. Conclusion In light of the above, I conclude that the proposed development comprising 4,065sqm of light industrial starter units (14 no.) should not have a detrimental impact on highway opeeration of safety and consequently, there should be no highway related reason why the plannning consent should not be granted.
