  • Povratne Dobe Velikih in Malih Pretokov Za Merilna Mesta Državnega Hidrološkega Monitoringa Površinskih Voda
    POVRATNE DOBE VELIKIH IN MALIH PRETOKOV ZA MERILNA MESTA DRŽAVNEGA HIDROLOŠKEGA MONITORINGA POVRŠINSKIH VODA Sektor za analize in prognoze površinskih voda Urad za hidrologijo in stanje okolje November 2013 Agencija Republike Slovenije za okolje POVRATNE DOBE VELIKIH IN MALIH PRETOKOV Ve čina hidroloških procesov v naravi se zgodi naklju čno, zato je uporaba verjetnostne teorije in matemati čne statistike v hidrologiji neizogibna za reševanje hidroloških problemov in za boljši opis hidroloških procesov. Verjetnost nastopa dolo čenega pojava predstavlja eno izmed najpomembnejših analiz hidroloških podatkov, kjer na podlagi predhodnih dogajanj napovedujemo dogodke v prihodnosti. Vsak napovedan dogodek (pretok) pa ima dolo čeno verjetnost nastopa. Zaradi enostavnosti in lažjega razumevanja v praksi verjetnost nastopa prikazujemo z njeno recipro čno vrednostjo, to je povratno dobo dogodka. Povratna doba je ocena časovnega intervala med dogodki. Pretok s povratno dobo 10 let je koli činska ocena pretoka, ki se v povpre čju pojavi enkrat na 10 let. Pomembno je poudariti, da je pojav dogodka slu čajen, saj se v kronološkem smislu dogodki ne pojavljajo vsakih 10 let, ampak pri čakujemo, da se bo dogodek pojavil 10- krat v 100 letih, ali v povpre čju vsakih 10 let. Povratne dobe smo izra čunali za najve čje letne pretoke (letne visokovodne konice – Qvk) in najmanjše male letne srednje dnevne pretoke (Qnp). Izra čun je narejen za lokacije merilnih mest državnega hidrološkega monitoringa površinskih voda z nizom podatkov vsaj 10 let (slika 1, preglednica 1). V izra čunih so upoštevana razpoložljiva obdobja podatkov do vklju čno leta 2010. Za ra čunanje povratnih dob smo uporabili Pearson III in Log Pearson III porazdelitveni funkciji, ki sta v hidrološki praksi najpogosteje uporabljeni metodi.

    REPUBLIKA SLOVENIJA MINISTRSTVO ZA OKOLJE IN PROSTOR AGENCIJA REPUBLIKE SLOVENIJE ZA OKOLJE MONITORING KAKOVOSTI POVRŠINSKIH VODOTOKOV V SLOVENIJI V LETU 2005 Ljubljana, julij 2007 Monitoring kakovosti površinskih vodotokov v Sloveniji v letu 2005 POVZETEK Na osnovi rezultatov monitoringa kakovosti voda v letu 2005 je bilo kemijsko stanje površinskih vodotokov v skladu z Uredbo o kemijskem stanju površinskih voda (Ur. l. RS št. 11/2002) ocenjeno na 88 merilnih mestih. Dobro kemijsko stanje je bilo ugotovljeno za 73 merilnih mest, za 15 merilnih mest pa je bilo ugotovljeno slabo kemijsko stanje. Slabo kemijsko stanje je bilo ugotovljeno zaradi preseganja mejnih vrednosti za fenolne snovi, AOX, metolaklor, vsoto pesticidov, anionaktivne detergente, mineralna olja, poliklorirane bifenile (PCB) ter zaradi trenda naraščanja letnih povprečnih vrednosti za kadmij v sedimentu. Ocena kemijskega stanja površinskih vodotokov se je v letu 2005 v primerjavi z letom 2004 poslabšala za 1,3%. V letu 2004 je bilo 84,3% merilnih mest uvrščenih v dobro, 15,7% pa v slabo kemijsko stanje. V letu 2005 pa se je odstotek merilnih mest uvrščenih v slabo kemijsko stanje povišal na 17%, v dobro stanje je uvrščenih 83% merilnih mest, kar pa je bolje kot v letu 2002, ko je bilo v slabo kemijsko stanje uvrščenih 25,3% merilnih mest, v letu 2003 pa 20,2% merilnih mest. Kriteriji za ocenjevanje ekološkega stanja površinskih vodotokov v skladu z Direktivo o vodah 2000/60/EC še niso dokončno izdelani. Zato se za leto 2005 biološka ocena kakovosti površinskih vodotokov v Sloveniji še vedno podaja na osnovi dveh bioloških elementov kakovosti, bentoških nevretenčarjev in fitobentosa, kot saprobni indeks.

Particular attention was also given to collect data and information for specific purposes concerning the development of the Danube Water Quality Model, the identification and evaluation of hot spots, the analysis of social and economic factors, the preparation of an investment portfolio and the development of financing mechanisms for the implementation of the ICPDR Action Plan. For the elaboration of the National Reviews, a team of national experts was recruited in each of the participating countries for a period of one to four months covering the following positions: Socio-economist with knowledge in population studies, Financial expert (preferably from the Ministry of Finance), Water Quality Data expert/information specialist, Water Engineering expert with knowledge in project development. Each of the experts had to organize his or her work under the supervision of the respective Country Programme Coordinator and with the guidance of a team of International Consultants.
