Povratne Dobe Velikih in Malih Pretokov Za Merilna Mesta Državnega Hidrološkega Monitoringa Površinskih Voda POVRATNE DOBE VELIKIH IN MALIH PRETOKOV ZA MERILNA MESTA DRŽAVNEGA HIDROLOŠKEGA MONITORINGA POVRŠINSKIH VODA Sektor za analize in prognoze površinskih voda Urad za hidrologijo in stanje okolje November 2013 Agencija Republike Slovenije za okolje POVRATNE DOBE VELIKIH IN MALIH PRETOKOV Ve čina hidroloških procesov v naravi se zgodi naklju čno, zato je uporaba verjetnostne teorije in matemati čne statistike v hidrologiji neizogibna za reševanje hidroloških problemov in za boljši opis hidroloških procesov. Verjetnost nastopa dolo čenega pojava predstavlja eno izmed najpomembnejših analiz hidroloških podatkov, kjer na podlagi predhodnih dogajanj napovedujemo dogodke v prihodnosti. Vsak napovedan dogodek (pretok) pa ima dolo čeno verjetnost nastopa. Zaradi enostavnosti in lažjega razumevanja v praksi verjetnost nastopa prikazujemo z njeno recipro čno vrednostjo, to je povratno dobo dogodka. Povratna doba je ocena časovnega intervala med dogodki. Pretok s povratno dobo 10 let je koli činska ocena pretoka, ki se v povpre čju pojavi enkrat na 10 let. Pomembno je poudariti, da je pojav dogodka slu čajen, saj se v kronološkem smislu dogodki ne pojavljajo vsakih 10 let, ampak pri čakujemo, da se bo dogodek pojavil 10- krat v 100 letih, ali v povpre čju vsakih 10 let. Povratne dobe smo izra čunali za najve čje letne pretoke (letne visokovodne konice – Qvk) in najmanjše male letne srednje dnevne pretoke (Qnp). Izra čun je narejen za lokacije merilnih mest državnega hidrološkega monitoringa površinskih voda z nizom podatkov vsaj 10 let (slika 1, preglednica 1). V izra čunih so upoštevana razpoložljiva obdobja podatkov do vklju čno leta 2010. Za ra čunanje povratnih dob smo uporabili Pearson III in Log Pearson III porazdelitveni funkciji, ki sta v hidrološki praksi najpogosteje uporabljeni metodi. Spadata med troparametrske Gama funkcije, katera izhaja iz eksponentne porazdelitve. Pri povratnih dobah velikih pretokov objavljamo tudi podatke iz hidroloških študij in hidravli čnih izra čunov, s katerimi razpolagamo na ARSO, Uradu za hidrologijo in staje okolja. Za vodomerne postaje, ki so bile obravnavane v Hidrološki študiji srednje Save (IzVRS, 2012), so podatki za povratne dobe velikih pretokov v celoti povzeti iz te študije. Za vodomerne postaje, za katere so bili izdelani hidravli čni izra čuni gladin v okviru projekta BOBER (Nadgradnja sistema za spremljanje in analiziranje stanja vodnega okolja v Sloveniji), so dodani izra čuni iz projektne dokumentacije IDZ (idejne zasnove) za zgradnjo in posodobitev vodomernih postaj državnega hidrološkega monitoringa. V preglednicah so za vsako merilno mesto (vodomerno postajo) za letne visokovodne konice (Qvk) podani pretoki za povratne dobe 2, 5, 10, 20, 30, 50, 100, 1 Agencija Republike Slovenije za okolje 300, 500 in 1000 let, kar ustreza verjetnostim nastopa dogodka 0,5, 0,2, 0,1, 0,05, 0,033, 0,02, 0,01, 0,0033, 0,002 in 0,001. Za najmanjše male letne srednje dnevne pretoke (Qnp) so podani pretoki za povratne dobe 2, 5, 10, 20, 25, 50, 100 in 1000 let, kar ustreza verjetnostim nastopa dogodka 0,5, 0,2, 0,1, 0,05, 0,04, 0,02, 0,01 in 0,001. Razlika pri prikazanih povratnih dobah je zaradi nadgradnje programa za izra čun povratnih dob, saj se je pri najve čjih letnih pretokih izkazala potreba po izra čunih povratnih dob za 30, 300 in 500 let, zaradi česar so bili prera čuni za velike pretoke ponovljeni, ne pa tudi za male pretoke. Pri interpretaciji izra čunanih pretokov moramo upoštevati obdobje meritev: čim daljše je to obdobje, tem boljše so ocene pretokov za daljše povratne dobe. Izra čun pretokov s povratno dobo 1000 let presega meje obi čajnih izra čunov, oziroma so dobljene vrednosti mo čno pogojene z izbiro porazdelitvene funkcije. Osrednji del Dravinje je z Uredbo o posebnih varstvenih območjih (območjih Natura 2000 (6)), opredeljen kot območja Natura 2000, SPA in 2 pSCI (slika 1). Z Uredbo so opredeljeni so varstveni cilji iz katerih izhajajo varstvene usmeritve. S temi se posege in dejavnosti usmerja tako, da se zagotovi ohranjanje ali izboljšanje stanja vrst in habitatnih tipov območja. To pa lahko narekuje tudi prilagojeno rabo naravnih dobrin in upravljanja voda. V prispevku predstavljamo območji Natura 2000 in primera sanacijskih del, ki smo jih izvedli na Dravinji v letih 2005 in 2006 in pri katerih smo skušali slediti varstvenim ciljem oziroma specifičnim varstvenim usmeritvam, ki izhajajo iz naravovarstvenega statusa območja. Obravnavamo sanacijo erodiranih odsekov na dveh lokacijah, in sicer zajede pri Studenicah in sanacijo dveh zajed v bližini Majšperka. Na obeh obravnavanih lokacijah teče Dravinja po močno vijugasti in zaraščeni strugi. Zaradi izredno meljasto peščene sestave tal so konkavne brežine tu bolj ali manj erozijsko poškodovane. Starejša, dotrajana drevesa padajo v strugo, kar dodatno zapira strugo in pretočni profil. Zaradi sestave tal in delnega zmanjševanja pretočnosti struge prihaja v konkavnih odsekih do večjih poškodb brežin, v konveksah pa do odlaganja zemeljskega materiala, ter posledično s tem do nastajanja sipin.

The Julian Alps are a mountain range of the great Alps that stretches from northeastern Italy to Slovenia. They cover an estimated 4400 km², of which 1542 km² lies in Slovenia, and rise to 2,864 m at Mount Triglav, the highest peak in Slovenia. The entire mountain range constitutes about 150 mountains and is divided into two sections - the Western Julian Alps and the Eastern Julian Alps. 1 The Triglav National Park, boasting a number of peculiarities, is the largest and the earliest protected natural heritage site in the country. It is located in the north-west of Slovenia, more precisely in the Julian Alps. The park was named after the highest mountain of Slovenia, the Triglav, which is located nearly at the center of the park. It is the only National Park in Slovenia and among the earliest European parks. Pokljuka, is the southernmost highland marsh in Europe and a natural habitat of sphagnum moss. Near Kranjska Gora you can find nature reserve, the Zelenci, whom lakes provide Sava Dolinka with its source.

Zagotovo nam dve leti skupnega pedagoškega dela še ne dopuščata, da bi lahko govorili o tradiciji združene šole, kljub vsemu pa je bilo minulo leto dobro leto z vsem, kar mu pripada: s kvalitetnim delom v razredih, medpredmetnim povezovanjem, timskim delom, uspehi dijakov na tekmovanjih, sodelovanjem v projektih, delovno prakso v tujini, šolskimi prireditvami, organizacijo državnega tekmovanja, organizacijo delavnic za osnovnošolce, predstavitvami šole in še s celo vrsto drugih aktivnosti. Včasih je bilo morda vsega celo malo preveč. Preveč zaradi razpršenosti naših učiteljev po srednjih in osnovnih šolah v bližnji in širši okolici Celja. Kljub vsem dodatnim aktivnostim pa so nam bili in nam vedno bodo glavna skrb dijaki in njihov uspeh. Pri delu z dijaki je bilo veliko zadovoljstva in veselja, veliko dogovarjanja in tudi pregovarjanja, pridobivanja in borbe za ocene. Bil je smeh, bilo je tudi razočaranje, tu in tam sta se pojavili tudi jeza in nezadovoljstvo, a vedno smo se trudili poiskati skupno pot in dobro rešitev. In na koncu lahko z zadovoljstvom zapišem: »Bili smo uspešni.« V življenju vsakega človeka in v razvoju šole se pojavljajo vzponi in padci. Vsi smo veseli in zadovoljni, ko se šola razvija in raste.
