The project seeks to explore the legacies of the Arab–Israeli War of 1948, which resulted in the dispossession and displacement of three quarters of the Palestinian population, in the establishment of the State of Israel, and in the reconfiguration of territorial borders across the region. Elements of these volumes have been exhibited at the Slought Foundation in Philadelphia, Storefront for Art and Architecture, the Brooklyn Museum of Art, and the Pace/MacGill Gallery in New York, and will now be presented at the Al-Ma’mal Foundation for Contemporary Art in East Jerusalem, and the Khalil Sakakini Cultural Center in Ramallah.     01_Masahla prelims 28/7/05 2:28 pm Page i About this book The war of 1948 is known to Israelis as the “War of Independence”. But for Palestinians, the war is forever the Nakba, “The Catastrophe”. The conflict led to the creation of the state of Israel and resulted in the destruction of much of Palestinian society by Zionist forces. Approxi- mately 90 per cent of the Palestinians who lived in the major part of Palestine upon which Israel was established became refugees. The minority of Palestinians – 160,000 – who remained behind, are one of the main subjects of this book. Many of them were forced out of their homes and became second-class citizens of the state of Israel. As such, they were subject to a system of military administration between 1948 and 1966 by a government that confiscated the bulk of their lands. For the Palestinians, both refugees and non-refugees, the traumatic events of 1948 have become central to Palestinian history, memory and identity. Moreover, in recent years Palestinians have been producing memories of the Nakba, compiling and recording oral history and holding annual commemorations designed to preserve the memory of the catastrophe, while emphasising the link between refugee rights, identity and memory. In the absence of a rich source of Palestinian docu- mentary records, oral history and interviews with internally displaced Palestinians are a critical and natural source for constructing a more com- prehensible narrative of their experiences. This collection is dedicated to the memory of Edward W. Said (1935– 2003), whose voice articulated the aspirations of the disenfranchised, the oppressed and the marginalised, and whose message was humanist and universal, extending beyond Palestine to touch wide audiences.

    THE BIRTH OF THE PALESTINIAN REFUGEE PROBLEM REVISITED Benny Morris’ The Birth of the Palestinian Refugee Problem, 1947–1949, was first published in 1988. Its startling reve- lations about how and why 700,000 Palestinians left their homes and became refugees during the Arab–Israeli war in 1948 undermined the conflicting Zionist and Arab interpreta- tions; the former suggesting that the Palestinians had left voluntarily, and the latter that this was a planned expulsion. The book subsequently became a classic in the field of Middle East history. The Birth of the Palestinian Refugee Problem Revisited represents a thoroughly revised edition of the earlier work, compiled on the basis of newly opened Israeli military archives and intelligence documentation. While the focus of the book remains the 1948 war and the analysis of the Palestinian exodus, the new material con- tains more information about what actually happened in Jerusalem, Jaffa and Haifa, and how events there eventually led to the collapse of Palestinian urban society. It also sheds light on the battles, expulsions and atrocities that resulted in the disintegration of the rural communities. The story is a harrowing one. The refugees now number some four million and their existence remains one of the major obstacles to peace in the Middle East. Benny Morris is Professor of History in the Middle East Studies Department, Ben-Gurion University.He is an outspo- ken commentator on the Arab–Israeli conflict, and is one of Israel’s premier revisionist historians. The purpose of the present phase – Chapters 1 and 2 of the Environmental Impact Survey – is to examine five onshore alternatives for the receiving and treatment facilities: 1. Dor North 2. Ein Ayala 3. Hagit East 4. Hadera Wastewater Treatment Facility 5. Meretz Wastewater Treatment Facility Additionally, three alternatives are being investigated regarding offshore sites for platforms that will be part of the natural gas treatment array in accordance with the guidelines of the Ministry of Environmental Protection from March 29, 2012, which were approved at a meeting of the National Board and are attached hereto as Appendix A. It should be noted that concomitant with the EIS document that looks at alternative locations from environmental perspectives, an additional document is being prepared that will be submitted in parallel, presenting the engineering, security and other aspects for examining the aforesaid alternatives.
