ABSTRACT (maximum 200 words) Beginning with the United States (U.S.)–Mexican War in 1846 and continuing to the most recent combat operations in Afghanistan and Iraq, United States military history has repeatedly shown the importance of civil affairs operations: that is, shaping the civil component of the operational environment. During this span, civil affairs operations have evolved from operations conducted only by combat units to those conducted by a dedicated Civil Affairs force. The demand for Civil Affairs has increased significantly since September 11, 2001, and in response to that demand, the Army has attempted to grow the Civil Affairs force in both the active and reserve components. The rapid growth in demand for Civil Affairs has led to the creation of a Civil Affairs force composed of one active-duty Civil Affairs special-operations brigade, one active-duty Civil Affairs brigade for conventional forces, and nine reserve civil affairs brigades. The current Civil Affairs force structure is subordinate to three commands: the U.S. Army Special Operations Command, U.S. Forces Command, and the U.S. Army Reserve Command. This thesis analyzes the current Civil Affairs force structure within the active and reserve components by using three metrics: training efficiency, organizational efficiency, and operational efficiency. It addresses the question of whether the current Civil Affairs structure reflects the most efficient design, and if not, what changes are needed to improve efficiency. 14. Kan Specialist in Asian Security Affairs October 27, 2014 Congressional Research Service 7-5700 www.crs.gov RL32496 U.S.-China Military Contacts: Issues for Congress Summary This CRS Report, updated through the 113th Congress, discusses policy issues regarding military- to-military (mil-to-mil) contacts with the People’s Republic of China (PRC) and records major contacts and crises since 1993. The United States suspended military contacts with China and imposed sanctions on arms sales in response to the Tiananmen Crackdown in 1989. In 1993, President Clinton reengaged with the top PRC leadership, including China’s military, the People’s Liberation Army (PLA). Renewed military exchanges with the PLA have not regained the closeness reached in the 1980s, when U.S.-PRC strategic alignment against the Soviet Union included U.S. arms sales to China. Improvements and deteriorations in overall bilateral engagement have affected military contacts, which were close in 1997-1998 and 2000, but marred by the 1995-1996 Taiwan Strait crisis, mistaken NATO bombing of a PRC embassy in 1999, the EP-3 aircraft collision crisis in 2001, and the PLA’s aggressive maritime and air confrontations. Issues for Congress include whether the Administration complies with legislation overseeing dealings with the PLA and pursues contacts with the PLA that advance a prioritized set of U.S. security interests, especially the operational safety of U.S. military personnel.     2021 Policy Outlook As the 2020 campaign season enters its waning days, Crossroads Strategies is pleased to provide this broad overview of policy issues in in the next Congress and how the outcomes of the upcoming elections might impact their consideration. CRS will provide additional in-depth analysis of more specific policy issues in the weeks following November 3rd. In addition to a policy overview, this update also includes informed speculation on potential Cabinet and sub- Cabinet leadership in a second Trump and Biden Administration Finally, it provides a brief overview of the potential dynamics of a potential contested presidential election. Given the potential for a Democratic sweep, it is important to consider procedural tools available under unified government. The first is budget reconciliation. This is a fast-track process that allows the majority party to utilize the annual congressional budget process to bypass the typical 60-vote hurdle in the Senate and advance policy and funding goals, with only a simple majority. The budget is a privileged motion in the Senate, meaning the rules dictate it cannot be filibustered, but it can only be used once in a budget cycle. The universe of policies that may be considered under reconciliation is limited to those changes that have a significant impact on federal spending, and the budget process is subject to numerous rules and points of order. Republicans successfully used reconciliation to move the Tax Cuts and Jobs Act but were unable to use it as part of a strategy to fully Repeal and Replace the Affordable Care Act. The limitations of the reconciliation and increased use of the filibuster by the minority part in the Senate over the last several Congresses have led to serious discussion of changes to the legislative filibuster in the Senate.

    Maritime Territorial and Exclusive Economic Zone (EEZ) Disputes Involving China: Issues for Congress Ronald O'Rourke Specialist in Naval Affairs April 22, 2015 Congressional Research Service 7-5700 www.crs.gov R42784 Maritime Territorial and Exclusive Economic Zone (EEZ) Disputes Involving China Summary China’s actions for asserting and defending its maritime territorial and exclusive economic zone (EEZ) claims in the East China (ECS) and South China Sea (SCS), particularly since late 2013, have heightened concerns among observers that ongoing disputes over these waters and some of the islands within them could lead to a crisis or conflict between China and a neighboring country such as Japan, the Philippines, or Vietnam, and that the United States could be drawn into such a crisis or conflict as a result of obligations the United States has under bilateral security treaties with Japan and the Philippines. More broadly, China’s actions for asserting and defending its maritime territorial and EEZ claims have led to increasing concerns among some observers that China may be seeking to dominate or gain control of its near-seas region, meaning the ECS, the SCS, and the Yellow Sea. Chinese domination over or control of this region, or Chinese actions that are perceived as being aimed at achieving such domination or control, could have major implications for the United States, including implications for U.S.-China relations, for interpreting China’s rise as a major world power, for the security structure of the Asia-Pacific region, for the long-standing U.S. strategic goal of preventing the emergence of a regional hegemon in one part of Eurasia or another, and for two key elements of the U.S.-led international order that has operated since World War II—the non-use of force or coercion as a means of settling disputes between countries, and freedom of the seas.
