Navy Columbia (SSBN-826) Class Ballistic Missile Submarine Program: Background and Issues for Congress Updated September 14, 2021 Congressional Research Service https://crsreports.congress.gov R41129 Navy Columbia (SSBN-826) Class Ballistic Missile Submarine Program Summary The Navy’s Columbia (SSBN-826) class ballistic missile submarine (SSBN) program is a program to design and build a class of 12 new SSBNs to replace the Navy’s current force of 14 aging Ohio-class SSBNs. Since 2013, the Navy has consistently identified the Columbia-class program as the Navy’s top priority program. The Navy procured the first Columbia-class boat in FY2021 and wants to procure the second boat in the class in FY2024. The Navy’s proposed FY2022 budget requests $3,003.0 (i.e., $3.0 billion) in procurement funding for the first Columbia-class boat and $1,644.0 million (i.e., about $1.6 billion) in advance procurement (AP) funding for the second boat, for a combined FY2022 procurement and AP funding request of $4,647.0 million (i.e., about $4.6 billion). The Navy’s FY2022 budget submission estimates the procurement cost of the first Columbia- class boat at $15,030.5 million (i.e., about $15.0 billion) in then-year dollars, including $6,557.6 million (i.e., about $6.60 billion) in costs for plans, meaning (essentially) the detail design/nonrecurring engineering (DD/NRE) costs for the Columbia class. (It is a long-standing Navy budgetary practice to incorporate the DD/NRE costs for a new class of ship into the total procurement cost of the first ship in the class.) Excluding costs for plans, the estimated hands-on construction cost of the first ship is $8,473.0 million (i.e., about $8.5 billion). -

William Halbrook Crary was a prospector and newspaper man born in the 1870s (may be 1873 or 1876). William and his brother Carl N. Crary came to Valdez in 1898. Will was a member of the prospecting party of the Arctic Mining Company; Carl was the captain of the association. The Company staked the “California Placer Claim” on Slate Creek and worked outside of Valdez on the claim. Slate Creek is a tributary of the Chitina River, in the Chistochina District of the Copper River Basin. Will Crary was the first townsite trustee for Valdez. Carl later worked in the pharmaceutical field in Valdez and was also the postmaster. Will married schoolteacher Nan Fitch in Valdez in 1906. Carl died of cancer in 1927 in Portland, Oregon. -

Alaska’s role as battlefield, lend-lease transfer station, and North Pacific stronghold was often overlooked by historians in the post-war decades, but in recent years awareness has been growing of Alaska’s wartime past. This renewed interest generates exciting educational opportunities for students and teachers researching this chapter in the history of our state. Few people know that the only World War II battle fought on U.S. soil took place in Alaska or that Japanese forces occupied two Aleutian Islands for more than a year. Still fewer know of the Russian pilots who trained in Fairbanks, the workers who risked their lives building the Alaska Highway, or the Alaska Scouts who patrolled the Bering Sea coast. Unit 5: Crisis and Change Lesson F: The Failure of Democracy and Return of War Student Resource: Timeline for World War II — Japan Timeline for World War II — Japan Pre-1920: • 1853: American Commodore Matthew Perry arrived in Tokyo harbor and forced the Japanese to allow trade with U.S. merchants with threat of military action. • 1858: Western nations forced Japan to sign the Unequal Treaties. These articles established export and import tariffs and the concept of "extraterritoriality" (i.e., Japan held no jurisdiction over foreign criminals in its land. Their trials were to be conducted by foreign judges under their own nation's laws). Japan had no power to change these terms. • 1868: Japan, in an effort to modernize and prevent future Western dominance, ousted the Tokugawa Shogunate and adopted a new Meiji Emperor. The next few decades saw rapid and successful industrialization during the Meiji Restoration. • 1899: With newly gained power from recent industrialization, Japan successfully renegotiated aspects of the Unequal Treaties. • 1899–1901: The Boxer Rebellion led China to a humiliating defeat by the Eight-Nation Alliance of Western powers including the United States and Japan, ceding more territory, and dealing one of the final blows to the struggling Qing Dynasty. • 1904–1905: The Russo-Japanese War began with a surprise attack and ended by an eventual Japanese victory over Imperial Russia. The Japanese took control of Korea. • 1914: During World War I, Japan and other Allies seized German colonial possessions. • 1919: Japan, as a member of the victorious Allies during World War I, gained a mandate over various Pacific islands previously part of the German colonial empire. -

Bringing together original historical research on the radical press and close readings of Yiddish avant-garde poetry by Moyshe-Leyb Halpern, Peretz Markish, Yankev Glatshteyn, and others, I show that the development of anarchist modernism was both a transnational literary trend and a complex worldview. My research draws from hitherto unread material in international archives to document the world of the Yiddish anarchist press and assess the scope of its literary influence. The dissertation’s theoretical framework is informed by diaspora studies, gender studies, and translation theory, to which I introduce anarchist diasporism as a new term.
