Determination Case reference: VAR2109 Admission authority: Wakefield Metropolitan District Council for Moorthorpe Primary School, Pontefract, West Yorkshire Date of decision: 31 March 2021 Determination In accordance with section 88E of the School Standards and Framework Act 1998, I approve the proposed variation to the admission arrangements determined by Wakefield Metropolitan District Council for Moorthorpe Primary School, Pontefract for September 2021. I determine that for September 2021 the Published Admission Number shall be reduced from 45 to 30. The referral 1. Wakefield Metropolitan District Council (the local authority) has referred a proposal for a variation to the admission arrangements for September 2021 for Moorthorpe Primary School, Pontefract (the school), to the Office of the Schools Adjudicator. The school is a community school for children aged three to eleven in Pontefract. 2. The proposed variation is that the published admission number (PAN) for the school be reduced from 45 to 30 for September 2021. Jurisdiction 3. The referral was made to me in accordance with section 88E of the School Standards and Framework Act 1998 (the Act) which states that: “where an admission authority (a) have in accordance with section 88C determined the admission arrangements which are to apply for a particular school year, but (b) at any time before the end of that year consider that the arrangements should be varied in view of a major change in circumstances occurring since they were so determined, the authority must [except in a case where the authority’s proposed variations fall within any description of variations prescribed for the purposes of this section] (a) refer their proposed variations to the adjudicator, and (b) notify the appropriate bodies of the proposed variations”. -

It can be argued that the real ancestry can be seen in such as the experimental Michelin railcar and the Beardmore 3-car unit for the LMS in the 1930s, and the various streamlined GWR railcars of the same period. Whilst the idea of a self-propelled passenger vehicle, in the shape of numerous steam rail motors, was adopted by a number of the pre- grouping companies from around the turn of the 19th/20th century. CAMPAIGNERS in West Yorkshire are extremely concerned about lack of progress by the Government and Network Rail on infrastructure proposals that should deliver improvements for travellers in the next few years, including the TransPennine Route Upgrade (TRU). Three rail user groups and the Yorkshire Branch of Railfuture have written to Andrew Haines, Chief Executive of Network Rail, who was recently been quoted as casting doubt on TRU. In a magazine interview (RAIL 897, 29 Jan’2020) Haines had said the scope of TRU could depend on the high-speed rail proposal “Northern Powerhouse Rail” (NPR). The campaigners say NPR is decades away and will not benefit stations on regional routes that desperately need investment now. OPERATIONAL RAIL VEHICLE STRATEGY 2019-2034 OPERATIONAL RAIL VEHICLE STRATEGY 2019-2034 INTRODUCTION The Science Museum Group (SMG) through the National Railway Museum (NRM) owns the largest fleet of operating historic locomotives in the United Kingdom, so it’s essential that we have a strategy to ensure the most effective and efficient use of these vehicles. The NRM, Locomotion and Science & Industry Museum in Manchester (SIM) will continue to operate a select number of rail vehicles from our collection. Showing our collections in action is one of the most direct tools we have to share our key values with visitors: revealing wonder, igniting curiosity and sharing authentic stories. What’s more, our visitors expect a train ride. We need to meet that expectation whilst managing our collection in the most professional and responsible manner. A commercially viable and deliverable plan will see a core selection of operating vehicles at York and Locomotion within the maintenance capabilities of teams at those locations. These have been chosen for reasons of accessibility, affordability, income potential, attractiveness to visitors, practicality of operation and sustainable repair as well as the railway stories they reveal. We use our rail vehicles in various ways with priority always given for static display for our visitors at York and Shildon. Other ways in which we use them are: operation on museum sites; static loans to accredited museums; operating loans to heritage railways; main line operation. Our loans reach diverse audiences across the UK, making the national collection accessible to many. These vehicles are brand ambassadors for our mission of inspiring future engineers and scientists. -

As in 2013 we received a superb welcome from the city. We continue to ask all attendees to complete an online feedback questionnaire. A good percentage complete this but I would urge all members to take the time to participate. It is incredibly useful to the conference office and FCC and does influence whether we visit a venue again and if we do, what changes we need to try and make. FCC Changes Following the committee elections at the end of last year there were a number of changes to the membership of FCC. Qassim Afzal, Louise Bloom, Sal Brinton, Prateek Buch, Veronica German, Evan Harris and David Rendel either did not restand or were not re-elected. All played a valuable role on FCC and will be missed. We welcome Jon Ball, Zoe O’Connell and Mary Reid onto the committee as directly elected members. FPC have elected two new representatives onto FCC and we welcome back Linda Jack and Jeremy Hargreaves in these roles. Both have previously served on FCC so are familiar with the way we work. One of the FE reps is also new with Kaavya Kaushik joining James Gurling as an FE rep on FCC. -
