    ABSTRACT Title of Dissertation: BUILDING A BASELINE: UNIFYING SPATIAL AND TEMPORAL METHODOLOGIES TO UNDERSTAND ARCHAEOLOGICAL LOOTING IN EGYPT Michelle R.D. Fabiani, Doctor of Philosophy 2019 Dissertation directed by: Dr. Laura Dugan, Department of Criminology and Criminal Justice Archaeological looting – the illegal excavation or removal of an antiquity from the ground or structural complex of an archaeological site – is a persistent issue in many countries. National and international laws, agreements, conventions, and statutes all proscribe the looting transporting, possession, and sale of antiquities illegally removed from archaeological sites. Looting has also generated a lot of academic attention, with scholarship developing in archaeology, sociology, criminology, and law (among others). Despite such legal proscriptions and scholarly contributions to understanding this phenomenon, current efforts have been unable to produce tangible solutions for preventing this crime. Not only has there not yet been extensive scholarship to understand the link between looting and contextual forces, there is a dearth of research on the most effective ways to study these interconnected variables. Using a framework of routine activity theory, this dissertation proposes a new possible approach that considers spatial, temporal, and spatio-temporal relationships to establish baseline data on patterns of archaeological looting attempts in Lower Egypt from 2015 to 2017 relative to sociopolitical, economic, and environmental stress — and to begin to address this research gap. Specifically, this dissertation proposes a methodology for collecting and coding data on archaeological looting attempts from satellite imagery. It then applies a series of spatial (clustering, proximity), temporal (SEM, VAR, ARDL), and spatio-temporal methods (clustering, hot spots analysis, spatial time series) to these data to demonstrate the importance of analyzing this phenomena multidimensionally.

In 1970 UNESCO adopted a convention intended to stem the flow of looted antiquities from developing countries to collections in art-importing countries. The majority of art-importing countries, including Britain, Germany, and Japan, refused to join the Convention. Contrary to other art-importing countries, and reversing its own traditionally-liberal policy, the United States accepted the international regulation of antiquities and joined the UNESCO Convention. The article seeks to explain why the United States chose to establish controls on antiquities, to the benefit of foreign countries facing archaeological plunder and to the detriment of the US art market.

Bennoune: Terror/Torture Terror/Torture By Karima Bennoune* ABSTRACT In the face of terrorism, human rights law's requirement that states "respect and ensure" rights necessitates that states take active steps to safeguard their populations from violent attack, but in so doing do not violate rights. Security experts usually emphasize the aspect of ensuring rights while human rights ad- vocates largely focus on respecting rights. The trick, which neither side in the debate has adequately referenced, is that states have to do both at the same time. In contrast to these largely one-sided approaches, adopting a radical universalist stance, this Article argues that both contemporary human rights and security dis- courses on terrorism must be broadened and renewed. This renewal must be in- formed by the understanding that international human rights law protects the in- dividual both from terrorism and the excesses of counter-terrorism, like torture. To develop this thesis, the Article explores the philosophical overlap between both terrorism and torture and their normative prohibitions.

A New Examination of the Arch of Marcus Aurelius and Lucius Verus at Oea Abstract The ra ch dedicated to Marcus Aurelius and Lucius Verus at Oea was an important component in that town’s building activity. By situating the arch within its socio-historical context and acknowledging the political identity of Oea and nearby towns, this article shows that the arch at Oea far surpassed nearby contemporary arches in style, material, and execution. Further, this article demonstrates that the arch was a key element in Oea’s Roman identity. Finally, the article bridges disciplinary boundaries by bringing together art historical analysis with the concepts of euergetism, Roman civic status, and inter-city rivalry in the Roman Empire.

Outre leur état remarquablement conservé, elles sont les seules installations hygiéniques appartenant à la sphère privée qui ont été mises au jour à Uthina. Il s’agit de petites latrines à trois sièges qui sont situées à l’intérieur de la maison, dans le secteur de service et de latrines à niches pourvues de sept sièges, qui ne sont accessibles qu’à partir de la rue qui longe la façade de la maison. Si les premières ne présentent aucune ambiguïté, les secondes posent un problème. Bien qu’elles fassent partie du corps de la demeure, elles n’ont aucune communication ni avec celle-ci, ni avec les thermes privés des « Amours Pêcheurs » qui les jouxtent au nord-ouest.
