The Uruguay Round of multilateral trade negotiations, as well as a resurgence of interest in trade policy as a form of industrial policy, enhances the topicality of the subject. The study presents a systematic quantification of the effects of protection policy in West Germany. This policy promotes very few industries, of course at the expense of all other activities. Subsidies and quotas under the control of the national government are the main instruments. Trade policy is shown to be par- ticularly protective where special pressure groups have emerged that are not subject to the discipline of the comprehensive interest representation so characteristic of West Germany. Protective policy is generally directed at industries suffering from competition of cheaper foreign sources of supply. It is often explicitly designed

    Deutscher Gewerkschaftsbund Deutscher Gewerkschaftsbund Landesbezirk Baden-Württemberg Bestand: 14,30 lfd.m. Laufzeit: 1945 - 1997 Das heutige Bundesland Baden-Württemberg wurde nach dem Zweiten Weltkrieg zweigeteilt. Der nördliche Teil, Nordwürttemberg, wurde der amerikanischen Besatzungszone und der südliche Teil, (Süd-) Baden und (Süd-) Württemberg und Hohenzollern, der französischen Besatzungszone zugeteilt. Die Gewerkschaftspolitik der Militärregierungen wurde nach der Auflösung des Alliierten Oberkommandos (14.7.1945) weitgehend von der eigenen Interessenlage bestimmt. So kam es in den drei süddeutschen Ländern auch zu Abweichungen beim Wiederaufbau der regionalen Gewerkschaftsbünde. In der späteren amerikanischen Besatzungszone wurde schon am 31.5.1945 der Württembergische Gewerkschaftsbund in Stuttgart 1 gegründet und die Richtlinien zum Aufbau der Gewerkschaften am 30.8.1945 von der amerikanischen Militärregierung gebilligt. In Nordbaden, welches ebenfalls zur amerikanischen Besatzungszone gehörte, vollzog sich der gewerkschaftliche Aufbau auf der Grundlage von Bezirksstellen mit den Hauptsitzen in Mannheim, Heidelberg und Karlsruhe. Zur Koordinierung einer gemeinschaftlichen Gewerkschaftsarbeit trafen sich am 5.2.1946 in Karlsruhe2 die badische Gewerkschaftsleitung und der Vorstand des Württembergischen Gewerkschaftsbundes.     Volume 8. Occupation and the Emergence of Two States, 1945-1961 Stuttgart Speech (“Speech of Hope”) by James F. Byrnes, United States Secretary of State (September 6, 1946) Collaboration between the Allied victors became increasingly difficult as the year 1946 unfolded. Clashing ideas about Germany’s future paralyzed the work of the Allied Control Council in Berlin and hindered improvements in economic conditions. Since the United States and Great Britain could not reach an agreement with the Soviet Union and France on certain contested issues, the Americans and the British decided on September 5, 1946, to combine their zones into a “Bizone” with joint economic and administrative structures. The following day, the American Secretary of State, James F. Byrnes, gave the following speech in Stuttgart. Byrnes’s speech made public the change in U.S. policy and had a profound effect in Germany. He was critical of the fact that, contrary to the agreements reached in Potsdam, Germany was not being treated as a single economic entity, and he also believed that the Four Powers had not lived up to their responsibilities. The Americans were not going to withdraw from Germany; however, Byrnes had presented the Germans with the first prospect of forming their own government on a democratic basis, drafting a democratic constitution, and being given back the authority to run their own domestic affairs. I have come to Germany to learn at first hand the problems involved in the reconstruction of Germany and to discuss with our representatives the views of the United States Government as to some of the problems confronting us.

    Chapter 5 CREATING A CDU/CSU PUBLIC RELATIONS MACHINE: THE 1953 BUNDESTAG ELECTION A number of historians of the Federal Republic’s party system have identified the 1953 Bundestag election as a “critical election” in the development of the West German political system. This is undoubtedly valid from the perspective of how the major par ties fared at the polls. These historians note that the F ederal Re- public’s party system was fully established b y the 1953 election with the major parties of the CDU/CSU, SPD, and FDP coming to the for e. When West Ger- mans went to the polls on 6 September, these three parties collected 83.5 percent of the vote compared to 72.1 percent just four years earlier. The CDU/CSU and the SPD alone captur ed 74 percent of the v ote compared to 60.2 in 1949 (the CDU/CSU was up to 45.2 per cent from 31 per cent, and the SPD declined slightly to 28.8 per cent from 29.2 per cent). In addition, a total of six par ties gained seats in the 1953 B undestag compared to eleven in 1949 as many of the small bourgeois par ties had declined in str ength. From the perspectiv e of the number of viable par ties, the 1949 election was, like Weimar elections, charac- terized by numerous splinter parties, while the 1953 election usher ed in a party system (developed further in the 1960s) in which the larger parties of the CDU/ CSU and SPD struggled against each other and the FDP acted as a crucial linch- pin in the formation of coalition governments.1 The 1953 Bundestag campaign also represented an important transition in the West German political culture.

Within the memory analyses, firsthand accounts have been analyzed to understand the perspectives of Germans living through the postwar period. Absent from this historiography is an account of American memories and firsthand perspectives of the occupation, particularly during the 1950-1955 period.

Beyerchen Graduate Program in Comparative Studies ABSTRACT This thesis attempts to locate the role of Berlin in American discourse during the height of the Cold War using a theoretical model based on the discourse theory of Ernesto Laclau and Chantal Mouffe. It analyzes the historical background of the American investment in Berlin from wartime negotiations through Kennedy’s Berlin visit in 1963, and it draws on official and media representations in order to develop a sense of how Berlin, its people and its events were represented to the American people at the time. Discourse theory is then explained and its key terms illustrated with reference to the role of Berlin within American Cold War discourse.
