    The #1bru1Vote Manifesto Also petition text Call for the right to vote in Brussels-Capital Region elections for all Brussels residents “One Brusseleir One Vote!” On 26 May 2019, as the Brussels-Capital Region celebrates its 30 years of existence, citizens of Brussels-Capital will vote to elect the assembly of this city-region – the Brussels-Capital Parliament. But not all residents of Brussels, or Brusseleirs, will be able to vote! 1 in 3 Brussels-Capital residents – or 415,000 people – are denied the right to vote, and are prevented from taking an active political role, because they are non-Belgian. These 280,000 European Union citizens and 135.000 citizens with other nationalities are second- class citizens in this city-region, since they are excluded from the democratic process. And yet they are Brusseleirs like everyone else—who live, love, work, study, pay taxes and contribute in so many ways to make Brussels-Capital a better home for everyone. These 415,000 Brusseleirs who are excluded, do not have a say on decisions that affect their day-to-day lives, such as mobility and public transport, urban planning and heritage, parks and green spaces, waste and recycling, infrastructure and public works, pollution and air quality, energy and sustainable development, family allocations and education as well as budget. It is true that all inhabitants of Brussels-Capital, regardless of nationality, can vote in local « communal elections ». But this is an insufficient right because it is fragmented across the 19 communes. While it is at the level of the Brussels-Capital Region, one of the three federal entities in Belgium, that Brusseleirs' life is really organized, and that significant decisions - and policy-making take place.

    BELGIUM 2016 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Kingdom of Belgium is a parliamentary democracy with a limited constitutional monarchy. The country is a federal state with several levels of government: national; regional (Flanders, Wallonia, and Brussels); language community (Flemish, French, and German); provincial; and local. The Federal Council of Ministers, headed by the prime minister, remains in office as long as it retains the confidence of the lower house (Chamber of Representatives) of the bicameral parliament. Observers considered federal parliamentary elections held in 2014 to be free and fair. Civilian authorities maintained effective control over the security forces. The main human rights problem was heightened hostility and discrimination against racial and religious minorities in employment, housing, and societal attitudes. In the aftermath of terrorist attacks in Paris in November 2015 and in Brussels in March, there was an upsurge in reported anti-Islamic incidents across the country, including demonstrations or attempted demonstrations in Brussels, Ghent, and Antwerp. Restrictions on certain forms of religious clothing in public and private sector employment, schools, and public spaces affected Muslim women in particular. Anti-Semitic incidents occurred in schools, the media, and elsewhere in society. Other human rights problems included a sharp deterioration in prison conditions in May during a strike by prison guards; continued prison overcrowding; domestic violence against women; discrimination against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; and trafficking in persons.     REGISTRATION AT THE COMMUNE Brussels consists of 19 communal regions, with each their own local authorities or town hall, called “commune”. To know where the administrative services of your communal region are located, visit http://www.brussel.irisnet.be. SHORT RESIDENCE (max 3 month) EEA1 citizens No registration is required for citizens of EEA member states. Non-EEA citizens Registration is compulsory and done by signing a hotel register. When not staying in a hotel, foreigners should report to the commune and ask for a ‘Declaration of arrival’ (annex 3) within 8 days of arrival. A type C visa is required except in case of exemption2. LONG RESIDENCE (more than 3 months) EEA citizens Immigration regulations stipulate that registration at the commune is required within a period of 3 months after arrival. Residence permits are valid for 5 years. EEA citizens can choose between the paper ID certificate and the more expensive plastic badge with an electronic chip. An alternative procedure, which requires fewer formalities, exists for Dutch, French, German and Luxemburg nationals3. Non-EEA citizens Non-EEA citizens should register as soon as possible after long term accommodation has been found and after signing a rental agreement.
