Price and Payment A.1. Price The Government will pay for translation, interpretation, rental of equipment required for interpretation and printing services under this contract at a fixed rate. per English word, per an hour, and/or per printed page A4 format of translated materials. This applies to translations into English, or to translations from English. The COR shall determine the number of English words. This rate shall cover all costs associated with the translation, interpretation, equipment rent and printing of translated material requirements, including preparation of the translation, materials, overhead and profit. The Government will not pay any additional expenses. The Offeror may submit prices in Ukrainian Hryvnyas or in the US dollars. In case the prices are submitted in the US dollars, the payments will be performed anyway in Ukrainian Hryvnyas. Option A. prices will be converted based on the U.S. disbursing officer rate of exchange, available at https://ice.cgfs.state.sbu, the exchange rate in effect the day an invoice is processed for payment by the post Financial Management Officer. Option B. prices will be converted based on the National Bank of Ukraine rate of exchange USD/UAH on the date of the invoice that cannot be earlier than acceptance of services). If more than one award is made, the estimated amount of work awarded under task order(s) to any single contractor will be less. 7 A.2 VALUE ADDED TAX VERSION A VALUE ADDED TAX. Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion. It is reflected for each performance period. The portions of the solicitation subject to VAT are: A.3 Payment The Contractor shall not submit an invoice for payment until all requirements identified in this contract have been completed and delivery to the COR is complete. The COR shall calculate the number of words which the Contractor shall include in its invoice. The Contractor shall submit an invoice for payment to the following address: Embassy of the USA Financial Management Office 4 Igor Sikorsky St Kyiv, Ukraine and electronically to: [email protected] Payments will be made in local currency according to the National Bank of Ukraine exchange rate to US Dollar on the date the invoice is issued, or according to the U.S. disbursing officer rate of exchange, available at https://ice.cgfs.state.sbu, in this case the exchange rate in effect the day an invoice is processed for payment by the post Financial Management Officer.(in accordance with the chosen option of the given contract by the Contractor stated in the item C. Payments will be made within 30 calendar days (31 U.S. Code Chapter 39 - PROMPT PAYMENT) from the date the proper invoice (please see FAR 32.905(e)(b(1)) is received by FMO. A.4 MINIMUM AND MAXIMUM AMOUNTS During this contract period, the Government shall place orders totaling a minimum of USD 1,000.00 This reflects the contract minimum for the duration of this contract. The amount of all orders shall not exceed USD 175,000.00. This reflects the contract maximum for unscheduled services for this period of performance. B. Definitions "COR" means Contracting Officer's Representative; see FAR 52.212-4 Contract Terms and Conditions – Commercial Items, in Section 2. "Government" means the United States Government unless otherwise stated. 8 C. General Work Requirements C.1. WRITTEN TRANSLATION C.1.1. The Contractor shall perform non-personal translation services conforming to high professional standards. The Contractor shall: C.1.2. Translate from and into English, producing full, idiomatic translations of documents that may include highly technical papers, legal documents, and international treaties or national laws, regulations, or government correspondence. C.1.3. Perform analysis as deep as is needed under the circumstances in order to understand correctly the substance of the words and information to be translated, including attention to detail and nuances. The Contractor shall carefully analyze the simplicity or complexity of the language to be used in order to reach adequately the intended target audience. The Contractor shall perform sufficient research as to be able to apply the correct approach to translating documents that will fit various and complex sets of circumstances. The Contractor shall apply analytical skill to extract essential information from research material in order to apply it readily to the solution of problems of semantics or substance. The Contractor shall resolve linguistic problems as they arise and coordinate the work with others as necessary and as directed by the Contracting Officer’s Representative (COR). C.1.4. Display fluent
