SCF, otoriter Erdoğan rejimi tarafından yönetilen Türkiye’de, bağımsız medyaya yönelik benzeri görülmedik hapis, kapatma, sansür, baskı ve yasaklamalar sonucu yurtdışında sürgünde yaşamak zorunda kalmış bir grup tecrübeli gazeteci tarafından kurulmuştur. Merkezi, ifade ve basın özgürlüğü konusunda 250 yıllık çok köklü ve güçlü bir geleneği olan İsveç’in başkenti Stockholm’de bulunmaktadır SCF, 80 milyonluk nüfusuyla Avrupa ile Asya arasında uzanan bir ülke olan Türkiye’de hak ve özgürlükler, hukukun üstünlüğü ve demokratik değerler alanında, hızlı kötüye gidişten ciddi endişe duymaktadır. SCF, Türkiye’de olup bitenlerin, Ortadoğu’dan Orta Asya’ya, Kuzey Amerika’dan Güneydoğu Asya’ya kadar uzanan geniş bir coğrafyada olumsuz etkileri ve önemli sonuçları olacağına inanmaktadır. Bağımsız ve tarafsız bir sivil toplum örgütü olarak SCF, Türkiye’de ilgi alanına giren gelişmeler hakkında haberler yaparak günlük izleme yapmakla beraber, bu alanlarda irdelenmesinin önemine inandığı konularda derinlikli analizler ve kapsamlı periyodik raporlar hazırlamaktadır. Başarısız olması garantilenmiş ancak sonuçları itibariyle amacına ulaşmış darbe girişimini Erdoğan, “Allah’ın bir lütfu olarak” şeklinde tanımlamıştır. Her türlü baskı, tehdit, işkence, sansür ve propaganda çalışmalarına rağmen, Erdoğan ve hükümetin söylemleri ile gerçekler arasında derin bir uçurum olduğu ortaya çıkmıştır.     Hulusi AKAR / General Chief of General Staff General Hulusi AKAR graduated from the Turkish Military Academy as an infantry officer in 1972 and from the Infantry School in 1973. Following tours as a Platoon Leader and Company Commander between 1973 and 1976, he was assigned to the Turkish Military Academy as a Cadet Platoon Leader and Data Processing Officer for four years. He graduated from the Army Command and Staff College in 1982, from the Armed Forces College in 1985 and from the U.S. Armed Forces Staff College in 1987. He served as a company commander, section chief and branch chief at various units and headquarters including the Turkish General Staff. He also served as an instructor at the Army Command and Staff College and was posted abroad as a staff officer in the intelligence division in HQ AFSOUTH / Naples, ltaly between 1990 and 1993. From 1993 to 1994, he was the Military Assistant to the Land Forces Commander, also served as the Chief Public Information Officer. Later on, he continued this assignment for the Commander of the Turkish Armed Forces between the years of 1994-1997. He was subsequently posted as the Commander of the Turkish Brigade - Zenica / Bosnia from 1997 to 1998. Upon his promotion to Brigadier General in 1998, he commanded the Internal Security Brigade for two years, and then served as the Chief of Plans and Policy in Headquarters AFSOUTH / Naples, Italy between 2000 and 2002. Following his promotion to Major General in 2002, he assumed the command of the Military Academy for three years and was subsequently the Commander of the Army Command and Staff College for two years until 2007.

    ARTICLE A HISTORICAL PERSPECTIVE ON THE JULY 2016 COUP ATTEMPT IN TURKEY A Historical Perspective on the July 2016 Coup Attempt in Turkey TIM JACOBY* ABSTRACT This paper sets out the historical background to the July 15 coup at- tempt. It outlines the Turkish armed forces’ age-old interventionist tenden- cies and argues that this is driven by three overlapping impetuses. The first is concerns over its civilian colleagues’ policy towards external threats and internal dissent. The second is the military’s promotion of its own version of Islamic practice and identity. The third is its determination to protect and, where possible, advance its economic interests. he fact that a faction of the Turkish military took up arms against the government on July 15 this year is perhaps not quite as surprising and ex- Ttraordinary as many have suggested. Despite their rigid hierarchies, mili- taries are not the unitary, undifferentiated organs that they are often assumed to be – nor do these internal divisions remain permanently subsumed beneath ci- vilian authority. Instead, there are endemic tensions between the forces of state and the force of arms. Some political systems manage these better than others, but all are – given the right set of circumstances – vulnerable to sections of their armed forces taking direct action. As this paper will demonstrate, Turkey is no different, and has been no different for as far back as you might wish to go. In the following pages, I will set out this background of interventionism, before going on to discuss the challenge that the AK Party has presented to both the armed forces’ internal unity and their political role.

The dramatic events of 15/16 July created an international shock wave: this was, contrary to some initial opinions, a very serious coup involving large sections of the armed forces. Both the parliament and the presidential palace were attacked by fighter planes. Hundreds were killed, both demonstrators and police killed by pro-coup soldiers and helicopter gunships, and young conscripts lynched by the anti-coup crowds. The coup showed the deep rifts that exist inside the Turkish ruling class, and its aftermath showed the growing drive towards the creation of an Islamist dictatorship.
