    NEPAL: ALL EYES ON NEW TEAM Informal Sector Service Centre (INSEC)1 1. INTRODUCTION The election of the Second Constituent Assembly (CA) paved the way for formation of a representative government. The country got a new and elected government in January 2014, nineteen months after the former Prime Minister Baburam Bhattarai resigned. The Interim Election Government as it was called was headed by the then sitting Chief Justice of the Supreme Court, Khil Raj Regmi. His government completed the mandate and handed over the responsibility to the people’s government. The Common Program of the Government has mentioned that efforts shall be made to find consensus for promulgating new constitution, strengthening democracy and national interest by holding discussion with the political parties present at the CA and outside it. However the government’s effort is not fruitful in addressing the issues raised by political parties not present in the CA. As an important aspect of transitional justice, the Legislature passed the bill for formation of Truth and Reconciliation Commission despite criticism from national and international communities, saying the Bill is set to provide amnesty to perpetrators rather than punishing them and providing justice to victims. The verdict of the Supreme Court on 2 January 2015 ruled not to provide amnesty to persons involved in grave human rights violations and the Bill should be in line with the international principles of human rights. The trend of impunity continued as the human rights situation of the country did not improve for a long time. The National Human Rights Commission (NHRC) remained without office bearers for 13 months from 16 September 2013 to 20 October 2014 as the government failed to appoint its commissioners for months.

Introduction Despite being relatively small both in terms of size and population, Nepal and her national language have exerted a considerable influence across the northern reaches of South Asia. Home to more than 80 languages hailing from four different language families, Nepal has more need of a common tongue than many other countries twice her size. Outside of Nepal’s present borders, Nepali is widely used in Sikkim and Darjeeling, prompting its recognition as a major language in India by the Indian Constitution. Even in the mountainous kingdom of Bhutan, the Nepali language is both spoken and understood. Nepali is, in short, a lingua franca of the central and eastern Himalaya. Since the opening of Nepal ’s borders in 1951, a whole new group of potential Nepali language learners has emerged. Foreign volunteers, teachers, doctors, academics, missionaries, hippies and businessmen, to mention but a few of the interest groups coming to Nepal, have all sought to learn the national language over the past 40 years. It is surprising that despite the high profile of these visitors to Nepal and their relatively large numbers, no single pedagogical textbook has emerged which answers their needs. On one level, of course, the diversity of these foreign learners and their differing priorities provides the explanation.

Introduction Prashant Tamang, the winner of Indian Idol 3, a reality show of Indian television channel, Sony Entertainment Television (SET), got a contract of a music album with Sony BGM Music Entertainment (India) Pvt.Ltd, as a prize and he named it Dhanyavad, a Nepali word for Thanks. It was released in November 2007, and contained 11 songs: three Nepali and eight Hindi songs. It was different from what previous winners did: they came up with their albums containing Hindi songs only. Why was this difference? According to Tamang, who hails from Darjeling, and a member of West Bengal Police, this album was a tribute for Nepali community who were living in India and abroad, and who voted passionately for him while he was participating in the program.1 Since then he had acted in three films in Nepali language as hero, and the first of them, Gorkhapalatan was big hit. It is interesting that Amit Paul, who became second in the program, had sung a song in Hindi movie, Luck By Chance and few others participants are hosting programs in Indian TV channels. All name and limelight Tamang is having is definitely the result of his celebrity figure as an Indian Idol.

    Annexes to the National Report Second UPR Cycle Submitted by The Government of Nepal Submitted to The UN Human Rights Council 2015 Annex – 1 Proceeding Reports of the Consultation Workshops Regional Consultations: 1. Proceeding Report on Regional consultation on UPR zero draft report for the preparation of 2nd National Report on UPR, Nepalgunj, 5 January, 2014 The program was coordinated locally by the District Administration Office where a total of 151 participants representing different government agencies, courts, security forces, NHRC, civil society, NGOs, human rights defenders, woman rights defenders, conflict victims, journalists participated in the program. The participants were provided with the draft UPR report and its summary in Nepali as reference materials for the consultation and comments. Secretary, OPMCM Chaired the Consultation where Joint Secretary of OPMCM presented the zero draft in Nepali language prepared by the inter-ministerial UPR Committee. After the presentation of the zero draft, the floor was opened to discuss, comment and garner inputs on the draft. The program was moderated by Under Secretary of the OPMCM.
