Copyright : 2006, Taylor & Francis ..‘Our wicked foreign game’: Why has Association Football (soccer) not become the main code of football in Australia?∗ Roy Hay Sports and Editorial Services Australia Introduction Soccer, ‘our wicked foreign game’, is not the main code of football in any state in Australia, but it is probably the second in most states if measured by spectator attendance or participation.1 In Victoria, Australian rules is number one, while in New South Wales, rugby league is the dominant code. The phenomenon is not unique to Australia. None of the white dominions of the old British Empire nor the former British colony the United States has soccer as its main code, with the exception of South Africa where the non-white population has taken up Association Football.2 In most of these countries soccer is characterised as a migrants’ game, even though many of the migrants playing or watching the game are of second or later generations. Explanations for the secondary position of soccer in Australia ought therefore to be compared with those for these other countries, and if we seek a comprehensive explanation of this phenomenon then the Australian story ought not to vary too much from those applied to the others, unless it can be clearly shown that Australian experience and conditions were indeed different.3 This article concentrates on the domestic experience in Australia, with a view to introducing and outlining some of the issues which might be drawn into an effective international comparison.

    Football (Soccer): Football Federation Australia “I’d argue with kids at school and they all were convinced that rugby league was the most popular world sport. That shows how isolated Australia was. Soccer had to be introduced by migrants. We’ve come a long way.”1 Brazilian Ambassador once wondered whether Australians had a linguistic or an anatomical problem, since they seemed to reserve the term ‘football’ for games in Awhich the players predominantly use their hands.2 Such is the seeming contradiction in Australia where the term for the game played with the feet is called soccer and football (which is rugby league, rugby union or Aussie rules depending on where you live) is played mostly with the hands. Football is no longer the poor cousin of the ‘big four’ national sports in Australia – cricket, rugby league, Australian rules football and rugby union. Following the 2006 FIFA World Cup, the game has finally come of age in Australia and is starting to seriously challenge the other sports for spectator, sponsor and media support. Tracing football’s roots Playing a ball game using the feet has been happening for thousands of years. Early history reveals at least half a dozen different games, varying to different degrees, which are related to the modern game of football. The earliest form of the game for which there is reliable evidence dates back to the 2nd and 3rd centuries B.C. in China. Another form of the game, also originating in the Far East, was the Japanese Kemari, which dates from about 500 to 600 years later and is still played today.3 However, it is almost certain that the development of the modern game took place in England and Scotland.

The A-League was initially established under the guise of a “one-team-one-city” North American model and restricted itself to private-equity franchises that could raise start-up capital of AUD1 million. The shift to the A-League resulted in the ethnic community clubs, which had formed the backbone of the NSL, being relegated to the various states premier leagues. The authors use a Marxist analysis to explain how the transference of fans’ hopes and dreams on to the ethnic clubs and the transference by the part-time and volunteer labor forces of parts of themselves into the clubs have seen this accumulated capital (both financial and cul- tural) robbed and devalued by the A-League.

Member for Barton Mr Paul Fletcher MP The Forum has discussed this Bill in depth at its last meeting and all Federal Member for Bradfield members were supportive of most of the proposals within it. However, The Hon Scott Morrison MP there are 2 issues which raised concerns with some members of our Federal Member for Cook committee. The Hon Anthony Albanese MP Federal Member for Grayndler Firstly, a large number of members voiced concerns about the automatic approval for applications from airport-lessee companies for reduced Mr Matt Thistlethwaite MP Federal Member for Kingsford-Smith consultation periods, should the Minister not respond within 15 business days. Although members understood the purpose of this change, there Mr Trent Zimmerman MP Federal Member for North Sydney was concern that the default was one of acceptance rather than rejection. The thesis questions whether the Australian polity has an established account of what constitutes the underpinning philosophy of the Constitution and, more importantly, if this philosophical inheritance has any enduring impacts. The thesis refutes claims that Australian constitutionalism is devoid of political philosophy or underpinned by an innate utilitarianism, arguing that the Constitution has a rich and diverse philosophical heritage. More specifically, the thesis contends that Australian constitutionalism is predominantly shaped by two philosophical traditions that can be traced to the founders’ decision to combine elements of English and US constitutional thought. The first three chapters of the thesis discuss how these two traditions shaped the development of the Constitution, contributing to Australian understandings of critical constitutional concepts such as the separation of powers, the foundations of national sovereignty and the best mechanism to secure individual rights.
