Constitutional Monarchy, The War Academy Staff Training Course Program-1909 Abdullah Cüneyt Küsmez – Veli Fatih GÜVEN Öz Osmanlı Devleti, Ordusu ile Avrupa orduları arasında giderek açılan farkı kapatmak ve azalan muharebe etkinliğini artırmak için XVIII. Yüzyıl’dan itibaren yeni silah sistemlerinin imalat ve tedariki ile ordu teşkilat yapısında yapılan düzenlemelere öncelik vermiştir. Bununla birlikte askeri eğitimdeki yetersizliğinin de farkında olan Devlet, kıta eğitimi yanında etkin bir komuta yapısını teşkil edecek lider eğitimine verdiği önemi okullaşma ile göstermiştir. Bu eğitimin ilk aşaması Harp Okulu (Mekteb-i Harbiye) eğitimi ve sonrası onu tamamlayan Harp Akademisi (Mekteb-i Erkân-ı Harbiye) eğitimidir. Nitekim askeri okulların açılması ile komuta yapısını oluşturacak subayların yetişmesi sağlanmış ve bunların ordudaki uygun teşkillerde görevlendirmesi ile muharebe için çok önemli bir yer tutan doktriner esasların öğrenilmesi ve uygulanabilmesinin imkânı sağlanmıştır. Bu aynı zamanda çağdaşı ordulardaki harp uygulamalarının da takibini mümkün kılmıştır. Böylece Osmanlı Ordusu’nda, ileri harekât yönetimini sağlayabilen, müşterek ve birleşik harekât uygulamalarını gerçekleştirebilen, en az bir yabancı lisanı konuşabilen, zamanının gelişmiş harp doktrinlerini kavrayarak komuta ettiği birliğinde tatbik edebilen ve tüm bu harp uygulamalarını büyük birlikler harekâtında planlama ve icra düzeyinde ayrı ayrı veya aynı anda sevk ve idare edebilen subaylar yetiştirmek suretiyle sağlanması amaçlanmıştır. II. Meşrutiyet sonrası, bu yöndeki çalışmaların hızlandığı bir dönem, Harp Akademisi ise bu çalışmaların yoğunlukla görüldüğü bir okul olmuştur. Nitekim ileri komuta bilgi ve yeteneği kazandırılmasında subay öğrencilerin aldıkları dersler, okutulan derslerin niteliği ve süresi, ölçme ve değerlendirme sistemi ile Akademinin eğitim maksadı 1909 yılı itibari ile dikkat çekicidir. Tüm bu hususlar, Erkan-ı Harbiye Umumiye Reisi Ahmet İzzet Paşa’nın onayı ile hazırlanmış “Erkan-ı Harbiye Mektebi Ders Programı” adlı dokümanda yer almaktadır. Abstract Since the 18th century, the Ottoman Empire gave priority to the production and supply of new weapon systems and the arrangements made in the army organizational structure in order to close the gap between the army and the European armies and to increase the decreasing combat effectiveness. However, the State, which is also aware of its inadequacy in military education, has shown the importance it attaches to leader education, which will constitute an effective command structure as well as continental education, with schooling. The first stage of this education was the Military Academy (Mekteb-i Harbiye) education and then the War Academy (Mekteb-i Erkân-ı Harbiye) education that completed it. As a matter of fact, with the opening of military schools, the training of officers who will form the command structure was provided and the opportunity to learn and apply the doctrinal principles, which have a very important place for the war, was provided by assigning them to the appropriate organizations in the army. This also made it possible to follow the war practices 1 in the contemporary armies. Thus, the Ottoman Army was able to provide advanced operational management, perform joint and combined operations, speak at least one foreign language, comprehend the advanced war doctrines of its time, apply all these war practices in the large unit operations, separately or at the level of planning and execution in large unit operations. After the II. Constitutional Monarchy, studies in this direction accelerated and the War Academy was a school where these studies were intensely observed. As a matter of fact, the courses taken by the officer students, the quality and duration of the courses taught, the measurement and evaluation system and the educational purpose of the Academy as of 1909 are remarkable in gaining the knowledge and ability to advanced command. All these issues are included in the document called "Erkân-ı Harbiye Mektebi Curriculum", which was prepared with the approval of the Chief of the General Staff Ahmet İzzet Pasha. Türk-Moğol kültürünün temsilcilerinden Kara-Koyunlu ve Ak-Koyunlu Türkmenleri, XV. yüzyılda Doğu ve Güneydoğu Anadolu, İran, Irak ve Kafkasya’da hüküm sürdüler. Başlangıçta konar-göçer bir yapıyı bünyelerinde barındıran Türkmenlerin, hafif süvarili askerî yapısı zamanla teşkilatlı bir yapıya dönüştü. Kara-Koyunlu ve Ak-Koyunlu Devletleri ordusunda askerler eski Türk geleneğinin tezahürü olarak askerî eğitimlerini henüz çocuk yaşta alırlardı. Bu eğitim, küçük yaşlarda at biniciliği ve ok atma gibi faaliyetler şeklinde başlardı. Küçük yaşta binicilik ve ok atmada maharetli bir hale gelen Türkmenler ileriki zamanlarda savaş meydanında bu hünerlerini düşman üzerinde maharetle gösterirlerdi. Nitekim hanedan ailesine mensup bulunan şehzadeler de aldıkları askerî eğitim gereği çocuk denebilecek yaşta savaş meydanında rakipleriyle karşılaşırlardı. Örneğin, ileride Ak-Koyunlu tahtına geçecek Uzun Hasan Bey henüz on bir yaşında amcası Hamza Bey ile savaşacak kadar askerî eğitime sahipti. Bunun yanında ordudaki askerler barış zamanlarında askerî eğitim amacıyla sürek avlarına katılarak ok, kargı ve mızrak gibi kısa mesafeli silahları kullanmada savaş pratiği yaparlardı. Türk ve Moğol ulusları için büyük bir ehemmiyete sahip olan sürek avları da askerî eğitimin bir nevi gelişim okulu mesabesinde idi. Türk topluluklarında çevgân oyunu kültürel hayatın bir parçası olduğu gibi askerî eğitimler için de önem arz etmekteydi. Bu oyun hem spor amaçlı hem de binicilik becerilerinin geliştirilmesinde askerî eğitim açısından ayrı bir öneme sahipti. Bu eğitimlerin yanında askerlerin zaman zaman aralarında düzenledikleri güreş müsabakaları bir nevi askerî idman olarak gerçekleştirilirdi. Qara-Qoyunlu and Aq-Qoyunlu Turkmens, representatives of Turkish-Mongol culture, XV. during the century, ruled in Eastern and Southeastern Anatolia, Iran, Iraq, and the Caucasus. The military structure of the Turkmens, which initially had a nomadic structure, with light cavalry, eventually became an organized structure. In the armies of Qara-Qoyunlu and Aq-Qoyunlu States, soldiers received their military training at a young age as a manifestation of the old Turkish tradition. This training was in the form of activities such as horse riding and arrow throwing at an early age. At a young age, the Turkmen became skilled at riding and shooting arrows, and in the future, they would deftly demonstrate these skills on the battlefield on the enemy. The Princes belonging to the dynastic family also met their opponents on the battlefield at an age that could be called children due to the military education they received. For example, Uzun Hasan Bey, who would later assume the throne of Aq-Qoyunlu, had enough military training to fight his uncle Hamza Bey at the age of eleven. In addition, soldiers in the army participated in battue for military training purposes in peacetime and practiced war in using short-range weapons such as Arrows, Crows, and spears. Continuous hunting, which was of great importance for the Turkish and Mongolian Nations, was also a kind of Developmental School of military education. Bu defterler sayesinde merkez ve merkez dışında görev yapan yevmiyyeli askerlerin mevcudunu, aldıkları ücretleri, isimlerini ve teşkilatlanmalarını tespit etmek mümkündür. Osmanlı coğrafyasının değişik bölgelerindeki hudut kaleleri, iç bölgelerdeki kalelere göre çok daha kalabalık ve askeri sınıfların çeşitliliği bakımından daha da zengin olmuştur. Bu kalelerde kadrolu askerlerinin yanı sıra merkezden görevlendirilen nöbetçi askerler de muhafaza hizmetinde bulunmuşlardır. Abstract Mevacib defters, a type of military counting, are the most important archive sources to determine the military corps in ulufe. Due to these defter, it is possible to identify the size, payments, names and organizations of the retained soldiers working in and out of center. Border castles in the different parts of the Ottoman geography were more crowded than the inland castles and richer according to the variety of military corps. In these castles, sentries assigned from the center gave maintenance service as well as permanent soldiers. This settlement made the cities in which these castles exist have an appearance of a military city. The Ottoman State emerged consequent to an Islamic movement under Ghazi Osman (1299-1326), founder of the dynasty, at Eskisehir, in North- Eastern Anatolia. Sufis, Ulema and Ghazis of Anatolia played an important role in this movement. For six centuries the Ottomans were almost constantly at war with Christian Europe and had succeeded in imposing the Islamic rule over a large part of Europe. The later Sultans could not maintain it strictly. With the expansion of the Ottoman dominions the rulers became more autocratic with the sole aim of conquering alien land. To achieve this the rulers granted freedom and cultural autonomy to his non-Muslim subjects and allowed the major religious groups to establish self governing communities under the leadership of their own religious chiefs. The recent work is spread over two parts containing eight chapters with a brief introduction and my own conclusions. Each part has four chapters. Part I, chapters I to IV, deals with the political mobilization of the Turkish peasants from the beginning of the modernization period and to the war of Independence as well as the initial stages of the transition to comparative politics.

Military schools have historically been the black boxes of the Turkish Armed Forces. The subjects who make up the military and their education in military schools have largely remained outside of academic inquiry. Since the establishment of the Republic, the military has been consolidating its power over political processes, the legal system and everyday life through various coups and interventions. Yet, we witness a historical shift in political, social and cultural positionality of the military since the Ergenekon and Balyoz [Sledgehammer] trials, beginning in 2007 and 2010 respectively. Based upon participant observation, modest historical research, and in-depth interviews with former cadets of Turkish Naval High School and Turkish Naval Academy who were students between the years 2003 and 2013, this study aims to trace the links between my research participants’ narratives and the military’s falling from grace. This thesis argues that this shift ranges from internal restructuring of power in professional military education to changes in ideological, ethnic, and class composition of the military.

Between 2004 - 2006 he studied at the Institute of International Relations and Diplomacy at Vilnius University and holds an MA in Political Sciences. In 2002 Col. BAGDONAS completed the strategic senior officer course at NATO Defence College, Rome, Italy. Career: Col. BAGDONAS was appointed as Director of NATO Energy Security Centre of Excellence (NATO ENSEC COE), based in Vilnius, Lithuania in August 2014. Prior to this appointment he had a two-year assignment as a Minister Counsellor and a Head of the Special Mission of the Republic of Lithuania to the Islamic Republic of Afghanistan in Kabul under the subordination of the Ministry of Foreign Affairs of the Republic of Lithuania. Before this appointment he served as Commandant of the General Jonas Zemaitis Military Academy of Lithuania; the Director of Intelligence of the EU Military Staff, (interim Brigadier General Rank) in Brussels, Belgium; the Director of the Second Investigation Department (Military Intelligence and Security) under the Ministry of National Defence of the Republic of Lithuania. From 1995 to 1998 he served as Defence Attaché of the Republic of Lithuania to the Republics of Latvia and Estonia. Col. BAGDONAS has published several articles on different aspects of strategic partnership and international relations. He has also given lectures on "Intelligence and State" for the Military Diplomacy Master Students at the Military Academy of Lithuania.
