About the Contributors 283 About the Contributors Ali Serhan Koyuncugil is Associate Professor of Statistics. He is working as a statistician for Capital Markets Board of Turkey. He had his B.Sc., M.Sc., and Ph.D. degrees in statistics. His current research interests are design and development of fraud detection, risk management, early warning, sur- veillance, information, decision-support, and classification systems; design and development of data warehouses and statistical databases; development of indicators, models, and algorithms, conducting analysis on capital markets, finance, health, SMEs, large-scale statistical researches (e.g. census), population and development, socio-economic and demographic affairs based on data mining, statistics, quantitative decision making, operational research, optimization, mathematical programming, fuzzy set, technical demography theory, and applications. He is Elected Member (Fellow) of the International Statistical Institute (ISI); Establisher, Elected Member, Member of Executive Board and Scientific Secretary for ISI-IASC Committee on Computaional Statistics, Data Mining and Knowledge Discovery, and member of the IASC and IASS sections of ISI, Turkish Statistical Association, Turkish Informatics Society, and was former vice head of Turkish Statisticians Association. In addition, he is Member of Advisors Board for Young Businessmen Association of Turkey. He has been taking part in many inter- national and national projects (UN, IBRD, EU, etc.). He has been taking part in a lot of international and national journals, conferences as an editorial board member, organizer, reviewer, and advisor. His latest researches are about early warning systems based on data mining. Nermin Ozgulbas is Professor of finance and Vice Rector at Baskent University in Turkey. She taught financial management, financial analysis, and cost accounting in Baskent University, distance education program of Anadolu University, and Turkish Ministry of Health. Her research and publication activities include finance, cost accounting, risk management, early warning systems, and data mining in especially SMEs, capital markets, health care organizations, and social security. She is Member of Advisors Board for Young Businessmen Association of Turkey. She has been participating in a lot of international and national projects and conferences as an organizer, reviewer, and advisor. Her latest researches are about early warning systems based on data mining. * * * Ilkben Akansel has two B.A.s. The first one is in Economics, and the second is Business. She made her M.A. in Politics of Economics. Then, she graduated her Ph. D. in Public Relations. She is working as Assist. Prof. Dr. in Artvin Coruh University Hopa Economics and Administrative Faculty (Hopa/Artvin/ Turkey). The main concerns of her are politics of economics, art and modernization, Turkish econom- ics history. In 2011 she joined several international academic conferences and presented proceedings. About the Contributors M. Uğur Akdoğan, following his graduation from Ankara University Faculty of Political Sciences, Economics Department, and after obtaining the MBA degree in Accounting and Finance, he obtained PhD degree in Advanced Accounting and Finance (Eng.) from Marmara University. He has been working in PwC since January 1996. He is a sworn-in financial advisor (YMM in Turkey) rendering tax consul- tancy, tax audit, and tax due-diligence services to multi-national and local investors. He is specialised in the taxation of the production, retail and mining sectors, IFRS and cost accounting principles, double taxation treaties and mergers and acquisitions. He also has independent auditor and master level CMB expert certificates. Semra Gunay Aktaş successfully completed the Bachelor’s Degree at Ankara University Faculty of Language, History and Geography, Geography Department and continued with Master’s Degree at Ankara University Physical Geography Department and Doctoral Degree at the same university in Re- gional Geography Department. During the Master’s and Doctoral studies, she worked as a geography teacher at the Ministry of Education and a researcher teacher at Research and Development Unit of the Ministry of Education. After completing the doctoral program, she worked as an Assistant Professor at Samsun Ondokuz Mayıs University Faculty of Arts and Sciences, Geography Department Human and Economic Geography Department. She is still working as an Associate Professor at Anadolu University Satellite and Space Science Research Institute in Eskisehir. She is instructing at Tourism Faculty of Anadolu University as well. Tourism geography, health geography and crime geography are the main fields for her studies. Alev Dilek Aydin studied Business Administration at Dogus University (2002). She completed her Master of International Relations at Bilkent University in 2004. She worked as the Research Assistant of Prof. Stanford J. Shaw during her master at Bilkent University. She had her second master degree from the Department of International Economic Management at the University of Birmingham (2008) with the Jean Monnet Scholarship. She is currently having a PhD in the field of Accounting and Finance at Marmara University and working as a Finance and Accounting Analyst. She is the author of a published book named The Mosul Question (1918-1926): A Breaking Point in the History of Middle East. Daniel Belingher was born in 1985 in Romania. After graduating the C.A. Rosetti high school in Bucharest, he decided to follow The Bucharest Academy of Economic Studies courses. He obtained a bachelor degree in Economics at the middle of 2008. In the same year, he enrolled in a Master program in European Economics at the same university. The master degree was obtained in 2010 and, currently, the author is a PhD. Candidate at the University mentioned above. His research theme consists in The Coherence of macro-economic policies during crisis conditions (from which the following study is an integrant part). Cantemir Adrian Calin was born in 1986 in Romania. He followed the courses of the Bucharest Academy of Economic Studies and obtained bachelor degrees in International Business and Economics and Finance, Insurance, Banking, and Stock Exchange. He obtained a Master’s degree in 2010 in the Management of International Business. Currently the author is a PhD. Candidate at the The Bucharest Academy of Economic Studies, his research theme being the Evolution of Credit Risk in Central and Eastern Europe. 284 About the Contributors Nazmi Çeşmeci graduated from the Naval Academy (1973), Naval Staff College (1987), Armed Forces College (1989), NATO Defense College (1990), and Ph.D. programme on Contemporary Man- agement Studies at Işık University (2010). He served as a naval officer up to destroyer captain and squadron commodore in the navy, in addition, staff duties, such as; coordination officer at WEU HQ and adviser to the ambassador of WEU in Brussels and Strategy Department in the TGS. He also served for educational institutions as academic instructor in Naval Academy, Naval Training Center, and Strategic Research Institute. He is currently teaching at Piri Reis University, Galatasaray University, and Strategic Researches Institute in İstanbul, Turkey. His research interests are mainly “Safety and Security at Sea,” “Strategic Foresight,” “Management and Leadership,” and “International Security Strategies.” Rituparna Das is Additional Director of Centre for Studies in Banking and Finance (CSBF), Ex- ecutive Director of Centre of Risk Management and Derivatives (CRMD) and Associate Professor at National Law University Jodhpur. He is an international author and referee on the areas like Financial Risk and Econometrics. He is life member of prestigious academic bodies like Indian Statistical Institute and the Indian Econometric Society. His prefers to work on Market Risk, Asset Liability Management, and Derivatives. Oğuz Dilek is a member of the Department of International Relations at Zirve University. He gained an undergraduate degree, in 2003, from the Faculty of Political Science at University of Ankara. He completed a Master of Research (M.Res.) program at the University of Keele, in 2004, which took place within the first year of his Ph.D. program. He was eventually qualified for the award of the degree of Doctor of Philosophy (Ph.D.) by University of Keele, in England, in 2008, with his dissertation titled “The Political Economy of post-Cold War US Global Strategy in the ‘Greater’ Middle East.” He started to teach in the department of International Relations at University of Çağ following the end of his mili- tary service, in 2010. Among the courses he has thus far thought, Comparative Politics, Introduction to Political Science, International Security, Introduction to International Relations, Research Methods, and Political Leadership. His main areas of interest cover, International Political Economy, Energy Security, the Geopolitics of Eurasia, and the Foreign Policy of Turkey. Emre Ergin graduated from Bosphorus University, İstanbul, Business Administration Department in 1992. He began his professional career in audit sector at Price Waterhouse (PW). He left PW as senior auditor to terminate his mandatory military service. Upon return, he entered Carrefour where he worked as an accounting manager for five years. His career includes positions such as finance manager, finance director, board and auditing committee member some of which were abroad. He completed his MBA at Yeditepe University. Meanwhile,

As residents of many countries work from home, they have avoided public transport to minimize their exposure to the outbreak and have changed their way of traveling within their cities due to major changes in local public transport services. Istanbul is one of the cities most affected by the pandemic in terms of the daily number of passengers using public transportation. For the first time since the pandemic started in Istanbul, the use of urban public transportation has decreased by more than 90 percent. The aim of this study is to examine the measures taken in Istanbul public transport in order to prevent the spread of the coronavirus pandemic.

The largest towns in the province are İzmit and Gebze. The province is located at the easternmost end of the Marmara Sea around the Gulf of İzmit. Kocaeli is bordered by the province of Istanbul and the Marmara Sea to the west, the Black Sea to the north, the province of Sakarya to the east, the province of Bursa to the south and the province of Yalova to the southwest. The metropolitan area of Istanbul extends to the Kocaeli- Istanbul provincial border. The size and natural conditions of the Bay of İzmit allow for extensive port facilities, including the Gölcük Naval Base. The province is called the industrial capital of Turkey. Kocaeli has an airport named Cengiz Topel Naval Air Station which is used for military and civilian transport. Kocaeli has two universities: Kocaeli University and Gebze Technical University. Basis of the inspection was the official bid of the Montenegro Chess Federation from 26. April 2017 Tournament hall: “Elite Hotel Bitinya Ballroom” The size of the playing hall is 700 sqm. The light condition is sufficient. Next to the playing hall there are 3+5 toilets for men and 4 for women. The tables (80x80 cm) are in FIDE standard.
