BAGDONAS Gintaras Col. Gintaras BAGDONAS was born on September 5, 1965, in Kedainiai, Lithuania. In 1991 he graduated from Kaunas University of Technology, Faculty of Energetics with an engineering sciences degree. Between 2004 - 2006 he studied at the Institute of International Relations and Diplomacy at Vilnius University and holds an MA in Political Sciences. In 2002 Col. BAGDONAS completed the strategic senior officer course at NATO Defence College, Rome, Italy. Career: Col. BAGDONAS was appointed as Director of NATO Energy Security Centre of Excellence (NATO ENSEC COE), based in Vilnius, Lithuania in August 2014. Prior to this appointment he had a two-year assignment as a Minister Counsellor and a Head of the Special Mission of the Republic of Lithuania to the Islamic Republic of Afghanistan in Kabul under the subordination of the Ministry of Foreign Affairs of the Republic of Lithuania. Before this appointment he served as Commandant of the General Jonas Zemaitis of Lithuania; the Director of Intelligence of the EU Military Staff, (interim Brigadier General Rank) in Brussels, Belgium; the Director of the Second Investigation Department (Military Intelligence and Security) under the Ministry of National Defence of the Republic of Lithuania. From 1995 to 1998 he served as Defence Attaché of the Republic of Lithuania to the Republics of Latvia and Estonia. Col. BAGDONAS has published several articles on different aspects of strategic partnership and international relations. He has also given lectures on "Intelligence and State" for the Military Diplomacy Master Students at the Military Academy of Lithuania. Besides native Lithuanian language, Col. Bagdonas speaks English and Russian and has acquired basic knowledge of French and Persian. His interests and hobbies include mountaineering, cycling, professional and historical literature.

BARTUSKA Vaclav

Since 2006 Vaclav Bartuska serves as Ambassador-at-Large for Energy Security in the Czech Republic. In recent decade he has been involved in many energy issues. Bartuska was a point-man of the Czech EU Presidency in January 2009 during the Russian- Ukrainian gas crisis, worked consequently for the Swedish EU Presidency on the same issue. Bartuska was one of the student leaders in Czechoslovak "Velvet Revolution" of 1989, subsequently appointed by Parliament to investigate the former Communist secret police. He teaches at New York University, Prague campus (since 2003).

BUGAJSKI Dariusz

Cpt (N) dr hab. Dariusz Bugajski has been graduated from Faculty of Navigation & Maritime Weapon at Polish (PNA) and Faculty of Law and Administration at University of Gdańsk. He was commanding officer of Anti-submarine Naval Ship (Fast Attack Craft). He received PhD in 2001 and habilitation in international law in 2009 at Law Faculty, University of Szczecin. Member of Maritime Law Commission of Polish Academy of Sciences and Shipbuilding Council Society. Deputy dean of Command & Naval Operations Faculty (PNA) from 2012 to 2016. He has been elected to the post of vice- rector for education (2016-2020 term). Scientifically interested in international law and security, law of the sea, international humanitarian law, strategy and history.

GRZECZKA Grzegorz

Cdr. dr. Grzegorz Grzeczka in 1989 graduated from the Faculty of Mechanical and Naval Academy in Gdynia. Then he served as commander of the department electromechanical 8th Coast Defence Flotilla in Swinoujscie. After obtaining a doctoral degree in 1998, he is an academic teaching at the Institute of Electrical and Control of Ship. Discipline - construction and operation of machines, specialty - exploitation of marine electrical equipment. He is currently head of the Department of Electrical Engineering.

HENRY Nicolas Lt Col. Nicolas Henry graduated from French academy of Saint-Cyr in 1993 with a master of sciences and from artillery academy in 1994, air defence artillery specialty. He held various positions in French Army, from platoon leader to battery commander and NCO instructor and was sent abroad 4 months with his unit. After being graduated of a Master of Science, petroleum products and engines, from IFP-School, Lt Col. Henry joined in 2003 the French Joint Fuel Service (Service des Essences des Armées, SEA) as operation and logistic officer in a regional command and was in charge of Army and Air Forces fuel support. During this period he was for 6 month responsible of NATO Kosovo Forces fuel support ( Role Specialist Nation) in NATO KFOR HQ Pristina. In 2006, Lt Col. Henry was appointed as pipeline and buck fuel storages infrastructure engineer in the NATO Centre Europe Pipeline Management Agency (NSPA – program CEPS), in Versailles, France. Later in his carrier, he was head of equipment and head of infrastructure department in the SEA Headquarter in Paris and performed various expertise missions especially in Africa countries (Congo, Chad, and Libya). In August 2013, Lt Col. N. Henry was assigned as Deputy Director/Chief of Staff of the NATO Energy Security Centre of Excellence (NATO ENSEC COE).

JACH Michał

Michał Jach, Chairman of the Parliamentary Committee on National Defence. Elected to the Parliament on October 25th 2015, representing the Law and Justice Party. He graduated the Military University of Technology, Faculty of Electronics and the University of Szczecin, Faculty of Economics. He completed postgraduate studies at the Warsaw School of Management and the Master of Business Administration at the University of Szczecin and Manchester Metropolitan University. He is an economist. Serves as the Chairman of the Parliamentary Committee on National Defence.

JANICKI Bogdan

Legal Adviser. He graduated from the Warsaw University Law Faculty, and possesses vast experience in the energy and energy- intensive sectors, both in Poland and abroad. He has held many senior management positions in the chemical and refinery industries, and is presently involved as a Senior Adviser with Central Europe Energy Partners (CEEP). Nowadays, his focus is on the EU Commission’s energy package of July the 15th, 2015, the Winter Package of February 2016, climate change, promoting the interests of the Central European energy and energy-intensive industries within the EU, and he is especially concerned with energy security, the price of energy, infrastructure and innovations. He is also the author of many publications, and a speaker representing CEEP, at many international events.

KENDRY Adrian Professor Adrian Kendry is a former NATO Senior Defence Economist and Adviser to the 12th NATO Secretary General. He coordinated NATO intelligence on energy security from 2005 to 2010. Professor Kendry became Head of Defence and Security Economics in the Political Affairs and Security Policy Division in 2009 and provided economic intelligence on Afghanistan, Libya, Syria and other Middle Eastern countries.He previously co-directed the Research Centre in Defence and Aerospace Economics at the University of the West of England and also held visiting professorships of economics in Illinois, New Mexico and Pennsylvania. Before his arrival at NATO he held the Admiral William Crowe Chair in the Economics of the Defence Industrial Base at the USA Naval Academy during 1996-2000 and also a professorship in economics at the US Naval Postgraduate School. The author of many professional articles, papers and monographs related to economic and energy security and financing terrorism, his extensive speaking engagements have included , United States, Canada, China, South Korea, the Russian Far East, Ukraine, the Middle East and North Africa, the Gulf and widely across Europe including Poland. Currently Adrian is a Consulting member of the International Institute for Strategic Studies as well as consultant and editorial adviser for DCAF. In 2016 he has chaired a high-level session on Hybrid Warfare in , and also led the syndicate discussion of Economics, Security and Defence in Lucerne, as part of the preparation of the 2017 NATO Strategic Foresight Analysis report.

KRIVAS Andrius

A 1992 graduate of the Moscow State Institute of International Relations in Russia, Andrius Krivas has over 20 years of experience in the Lithuanian public and diplomatic service. Since March 2013 he serves as Vice-Minister at the Ministry of Foreign Affairs of Lithuania and his major fields of responsibility are security policy and Eastern neighborhood. Some of his previous job assignments include department director and under-secretary of state at the Ministry of National Defense, political counselor at the Lithuanian Embassy in Washington, DC, head of division at the Security Policy Department of the Lithuanian MFA, and deputy head of mission at the Lithuanian Permanent Representation to the OSCE. In addition to Lithuanian, he speaks English, Russian, German and French. He is married, with two children.

ŁAZOR Ireneusz

President of the Management Board of Polish Power Exchange S.A. Ireneusz Łazor is currently responsible for the implementation of the development strategy of the Polish Power Exchange as part of the Warsaw Stock Exchange. He is also a board member EUROPEX - organization of all active power exchange in Europe. Since 1991 he has been associated with the capital market, he worked in banks PKO BP and Pekao SA. He is a licensed broker. In the years 1995 - 1999 he held the position of Director of Trading Department of Stock Exchange in Warsaw. Since 1999 to 2011 he served as Vice President of the Polish Power Exchange SA. Since 2008 until July 2012 he was the President of Warsaw Commodity Clearing House SA. Since 5 July 2012 he is the President of the Management Board of Polish Power Exchange S.A.

Luís Filipe Cardoso Nunes dos Santos Lieutenant Luís Filipe Cardoso Nunes dos Santos was born on August 23, 1979, in Lisbon. He joined the in September 2000 where he graduated in Naval Military Sciences in 2006. After his promotion to Ensign in October 2006, he assumed the position of third officer of the patrol boat Cacine and in September 2007, he was appointed as executive officer. Between September 2008 and September 2010 he took command of the patrol boat Argos. From September 2010 to September 2012, he was posted at the Naval School, serving as company commander to the 1st and 2nd year cadets and as a military assistant. In June 2013, he finished his specialization in Communications. Between 2013 and 2015, he was assigned as Head of the Communications Service on board the frigate Álvares Cabral. Throughout this commission, he took part in the operation DJARFOGO – a humanitarian mission to help the Cape Verde Islands in dealing with the eruption on the Fogo Island in December 2014. Since March 2015, he was assigned to the Naval Integrated Training and Evaluation Centre, were he is an instructor in the areas of C4ISTAR. Here, he became member of the Specialist Team on Harbour Protection, participating in the Harbour Protection Experimentation, and Northern Coast Exercise where he could test the doctrine that was being developed. Throughout his career, Lieutenant Santos received commendations and was decorated with two 3rd Class Cross Medal and a Silver Exemplary Conduct Medal. MALESA Krzysztof

Krzysztof Malesa, Phd., Deputy Director of the Government Centre for Security. Specialist on information management. Works for the Government Centre for Security since 2010. He has gained his professional skills in the area of security in the private sector and state-owned enterprises. He has participated in projects in the area of risk management, economic information collection and analysis of Baltic markets. Apart from crisis management, his passion is linguistics. He teaches in the Department of General Linguistics, East Asian Comparative Linguistics and Baltic States’ Linguistics at the Faculty of Polish Language Studies at Warsaw University. Dr. Krzysztof Malesa is the author of multiple publications on modelling the Baltic languages and sworn translator of Lithuanian.

MIĘTKIEWICZ Rafał

LT CDR Rafał Miętkiewicz PhD (1978) lecturer in Faculty of Command and Maritime Operations (). Former CO of MCM vessel ORP ŚNIARDWY. His main areas of interests are maritime tactics and unmanned technologies applications for maritime domain. His dissertation was connected with use of unmanned surface vehicles for maritime critical infrastructure objects security (applications for LNG terminal in Świnoujście). Author of several articles in autonomous maritime vehicles subject.

NEVEROVIC Jaroslav

Minister of Energy of Lithuania in 2012-2014, including during Presidency of the Council of the European Union. Prior to joining the government Mr. Neverovic was CEO of Project Development Company LitPol Link working on electricity interconnection between Lithuania and Poland. His previous assignments included Deputy Minister position at Ministry of Foreign Affairs of Lithuania as well as Management Associate at Citibank. He is currently independent consultant working on number of energy sector projects in CEE and Chairman of the Board of Polish Lithuanian Chamber of Commerce in Vilnius. J. Neverovic holds Master’s degree in International Economic and Political Relations from Warsaw School of Economics.

RUSSO Aniello Aniello Russo is Senior Scientist (grade A3) at the NATO STO Centre for Maritime Research and Experimentation (CMRE) since April 2014. Since 2001 he is Assistant Professor at Polytechnic University of Marche (Ancona, Italy), on special leave since 1 April 2014 in order to join CMRE. From 1996 to 2001 he has been Scientist at the Institute of Marine Science of the Italian National Research Council. From 1998 to 2013 he taught graduate and undergraduate classes at Polytechnic University of Marche (Oceanography, Physical Oceanography, Oceanographic Measurements, Environmental Modelling, Climatic Hazard, Fundaments of Meteorology and Climatology), supervising several Ph.D. students and post-docs. In 2013 he got the Italian scientific qualification for Associate Professor (Scientific Sector: Oceanography and Physics of the Atmosphere). He has more than 20 years of experience in ocean observation and operational oceanography, including Polar studies and experiments. He participated in more than 20

oceanographic cruises (7 of them on board the NATO RV Alliance: 5 as guest scientist and 2 as staff member), leading some of them and being responsible for physical oceanography in several of them (in particular 4 cruises from 1994 to 2004 in polar area: Ross Sea, Antarctica). He was scientific responsible of Research Unit in several international, EU and Italian projects, including two ones of the Italian National Program for Research in Antarctica. He authored 40 Scopus-indexed publications [getting 1479 citations with h-index=18 (18 papers cited at least 18 times)] and 79 Google Scholar-indexed publications [getting 2044 citations with h-index=20 and i10-index=33 (33 papers cited at least 10 times)], dealing with oceanography and climatology. He is associate Editor of the journal Advances in Oceanography and Limnology, and reviewer for several scientific journals. In 2006 he was awarded the Naval Research Laboratory Command Coin.

Ruszel Mariusz PhD, Assistant Professor at the Department of Economics at the Faculty of Management of Rzeszow University of Technology, graduate of the Faculty of International and Political Studies, University of Lodz. Chairman of Ignacy Lukasiewicz Energy Policy Institute. His research focuses on energy security and the energy policy.

SZUBRYCHT Tomasz

Cpt. (N) Prof. Tomasz SZUBRYCHT Ph.D, D.Sc. Born on October 1st, 1963. After completing the PNA in 1987 he began service in a group of Naval Reconnaissance of the 3rd Ships Flotilla in Gdynia. In 1990 was appointed to the post of deputy commander of the ship for Reconnaissance at ORP "Hydrograf." While in 1993 he was sent to specialized study at the Naval Amphibious School in San Diego (USA), where he graduated with honors a year later. In 1996 he was appointed commander of the ORP "Hydrograf." In the years 1997 - 1998 Commander Thomas Szubrycht attended postgraduate studies at the Naval War College in Newport (USA), which he also graduated with honors. In 2002, he defended dissertation at the Faculty of Navigation and Naval Weapons PNA. Already in December the same year he was transferred to the PNA on the position of assistant professor. In 2009 he gained his PhD. From 2012, he was Dean of the Faculty of Command and Naval Operations. In 2013, he was awarded the title of professor, which he received from the hands of the President of Poland.

TATE Andrew

Tate Andrew is Marine Graduate (MSc) from Newcastle University with a BSc in marine systems from Plymouth University. An Incorporated professional engineer with IMarEST. Worked for 6 years as a marine system applications engineer for Rolls-Royce Naval Marine in the UK. During this period working a variety of major Naval projects including the MT30 gas turbine bids for LCS and DDG1000 for the USN, as well as a range of UK, European and Asian projects. Joined DSTL (UK MOD) in 2006 providing marine systems advice and project management to a range of Science and technology research activities. Focus was on Electric ship and Energy reduction technologies. Spent 2 years posted to the naval surface Warfare Centre (NSWC), Carderock in the USA working on a range of Marine systems projects. Upon return to the UK and DSTL in 2012 have acted as Capability Advisor to the Royal Navy on Naval platform resilience, UK member of the UK-US electric ship Project arrangement and national lead for the TTCP naval platform technology panel.

TESKA Jarosław

Cpt (N) Jarosław TESKA Ph.D., D.Sc. Graduate of the School of Quartermaster Military Services and the University of Economics in Poznan. He completed postgraduate studies in Public Procurement in Gdańsk Higher School of Humanities and project management research at the Higher School of Banking. In 1999, he earned a doctorate at the Academy of National Defence, in the discipline of military science. In 2014, he defended his habilitation thesis at the Faculty of Command and Naval Operations at the Polish Naval Academy, obtaining the title of PhD in security. In 1992-1996 he was the head of the food supply in the 41st Fighter Regiment in Malbork. Then he served in various positions ranging from assistant professor at the Polish Naval Academy to the director of the Institute of National Security at the Faculty of Command and Naval Operations. Currently, he is the editor of the thematic Police quarterly and a member of the Polish Economic Society. In 2011 he was awarded the Medal of the National Education Commission, he also won the second degree rector award for scientific and organizational achievements. Scientifically deals with the economics of the public sector, in particular the economic security of the state and public spending. Author of about 100 scientific publications, popular science, and opinions.

TUNCER Murat

Cdr. Murat Tuncer (TUR-N) graduated from the Naval High School in 1994 and in 1998. After completing his Fundamental Officers Training, he began to serve on board. During his sea tour from 1998 to 2008 he undertook a variety of duties, such as Operations Officer, Executive Officer and Commanding Officer on different Turkish NAVAL Ships. Murat graduated from the Turkish Naval War College back in 2010. He was assigned as the Head of Operations Division in Turkish Amphibious Task Group. In 2013 he graduated from War College. Since August 2013 he has been working in NATO ENSEC COE Education, Training and Exercise Division as a Subject Matter Expert.

UMBACH Frank Dr. phil. Frank Umbach is Research Director of the European Centre for Energy and Resource Security (EUCERS), King‘s College London; Senior Fellow at the U.S. Atlantic Council, Washington D.C./USA; Senior Associate at the Centre for European Security Strategies (CESS GmbH), Munich & Consultant for the Gerson Lehrman Group (GLG; advising international investors)and Wikistratas well as governments, international organisations (i.e. NATO), the energy industries and others on International Energy (Security) Policies, Critical (Energy) Infrastructure Protection (CEIP), and Security Policies in Asia-Pacific. Dr. Umbach is a specialist in energy foreign & security policies on Russia/Eurasia, geopolitical risks, global challenges, CEIP, cyber and maritime security. From 2003-2007 he was a Co-Chair of the European Committee of the Council for Security Co- operation in Asia-Pacific (CSCAP-Europe). Prior to this he was the head of the programme “Security Policies in Asia-Pacific” at the German Council on Foreign Relations (DGAP) from 1996-2007 and a researcher at the Federal Institute for East European and International Studies (BIOst) from 1991-1994 and research institute of the Japanese Foreign Ministry (Japan Institute for Interna¬tio¬nal Affairs/JIIA) in Tokyo 1995-96. Since 2012 he is a member of the advisory panel of the established "Shale Gas Europe" platform, and was a member of Ukraine 2020 Task Force, an initiative of the U.S.-Ukraine Foundation in Washington and the Pylyp Orlyk Institute for Democracy in Kyiv to support Ukraine's European integration. From 2014, Frank is a member of the Supervisory Board of the NGO “DiXi Group” think tank in Ukraine

ZAKRZEWSKI Tomasz Thomas Zakrzewski is a Director of the defence, Aerospace and security Thales Poland. Since 1982 until early 2000s he hold a various positions related to the defence and security in Polish Armed Forces. He took part in foreign missions and participated in the preparation and adaptation of the Polish Armed Forces to NATO structures. He also gained a lot of business expertise though different management positions in companies such as Alcatel, L-3 Communications, SAAB, he also worked with Polish Telecommunication companies, IT and security - Millennium Communications SA Group Noma, Biatel SA, MAWILUX SA He was a member of the team responsible for security during the EURO 2012 in Poland. Since the beginning of 2014 Thomas is associated with the company Thales Poland. He has many years of experience in business development and implementations of innovations in the field of defence, security and aircrafts, his client list includes Polish Armed Forces, Police, Boarder Control and different governmental institutions. Additionally, he is an expert in the defence industry, specializing in issues related to technology and military defence systems,

aero and civil security solutions. He also specializes in solutions for aviation, integrated security systems, technologies, special vehicles for the uniformed services, communications systems and radar, Critical Infrastructure Protection and Cybersecurity. Currently Mr. Zakrzewski coordinates projects of cooperation with Polish industrial partners and scientific community programs for modernization of the Polish Armed Forces.

ŻUREK Jerzy Dr. Jerzy Żurek, Director, National Institute of Telecommunications. In 1991 he joined the Department of Radioelectronics Maritime High School as an assistant. In 1994-1998 he was a member of the State Examination Commission (PAR, URT, URTiP currently UKE) on certificates Radio in maritime service. Since 1998, he participates in the work of the Polish section of the IMO COMSAR Centre at the Polish Register of Shipping. Since 1999, the Polish delegate to the meeting COMSAR Sub-Committee of the International Maritime Organization. In 2000-2005, he served as chairman and co-ordinating the work of the Polish section of COMSAR. In 2001-2003 he was a member of the Technical Working Group of the IMO COMSAR Sub-Committee and its correspondence group on. Modifying standard system Navtex. Since 2005 is an employee of the Institute of Communications. In 2005, the Faculty of Electronics, Telecommunications and Informatics Gdansk University of Technology, defended his doctoral

dissertation. From July 2014 is the director of the Institute of Communications.
